A motion was made by Dan Tarwater III, seconded by Theresa Cass Galvin  
to approve the journal of the previous meeting held on July 25, 2022. The  
motion passed by a voice vote.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Caleb Clifford, Chief of Staff, said the County is moving into a heat  
advisory this week. The Administration will be getting the message out  
through social media and the County Executive invites the Legislators to  
join him in promoting this safety message during the heat advisory.  
Theresa Cass Galvin, County Legislator, asked about the procedures for  
testing unvaccinated associates for COVID-19. She said it was reported to  
her that associates sign in on the same sheet, which does not maintain the  
privacy of those being tested. Caleb Clifford said he was not familiar with  
the procedures but would check with the Human Resources Department.  
Ms. Galvin requested that the testing policy be evaluated because with the  
current variant, both vaccinated and unvaccinated people are contracting  
COVID-19.  
Ronald E. Finley, County Legislator, asked for a follow-up regarding his  
request that vaccination and testing clinic locations be available to the  
public. Caleb Clifford said vaccine and testing clinics are posted on the  
County’s website, the Health Department’s website, and the Mid-America  
Regional Council’s website. The Health Department is updating the format  
of its report that is distributed weekly to the Legislature.  
Resolution #21021 was presented and adopted at this time. See page 5  
for details.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
A motion was made by Theresa Cass Galvin, seconded by Dan Tarwater III,  
to approve the Budget Committee Amendment dated August 1, 2022 for  
Ordinance #5636, to delete the figure "262,000.00" and insert the figure  
"210,000.00" and to delete the figure "38,000.00" and insert the figure  
"30,000.00" in the heading and body on page one and in the fiscal note on  
page three. The motion passed by a voice vote.  
A motion was made by Theresa Cass Galvin, seconded by Dan Tarwater III  
to perfect Ordinance #5636 as amended. The motion passed by a voice  
vote.

A motion was made by Theresa Cass Galvin, seconded by Dan Tarwater III,  
to adopt Ordinance #5636 as amended, appropriating $210,000.00 from  
the undesignated fund balance of the 2022 Park Fund and $30,000.00 from  
the undesignated fund balance of the 2022 Park Enterprise Fund to cover  
the increased cost of gasoline for use by the Parks + Rec Department. The  
motion passed by a roll call vote:

approve the Health and Environment Committee Amendment dated August  
1, 2022 for Resolution #21016, to insert the paragraph "WHEREAS, it is the  
intent of the Legislature to consider further funding for programs that  
address food insecurity issues before the end of the 2022 budget year;"  
before the "BE IT RESOLVED" paragraph on page two. The motion passed  
by a voice vote. Consent Agenda.

CONSENT AGENDA  
AN ORDINANCE appropriating $18,290.00 from the undesignated fund  
balance of the 2022 Grant Fund and authorizing the Director of Public  
Works to execute Supplemental Agreement No. 2 to the Engineering  
Services Contract with Wilson & Company, Inc., Engineers & Architects of  
Kansas City, MO for the Haines Road Bridge Replacement Project No.  
3241, at a cost to the County not to exceed $18,290.00.

A RESOLUTION authorizing the County Counselor to execute an Addendum  
to the Legal Services Agreement with Husch Blackwell, LLP, of Kansas City,  
MO, at an actual cost to the County not to exceed $10,000.00, for services

A RESOLUTION transferring $307,374.00 within the 2022 General Fund  
and awarding a contract for the furnishing of a training simulator for use by  
the Sheriff’s Office to VirTra, Inc., of Tempe, AZ, under the terms and

bid government contract, at an actual cost to the County in the amount of  
$307,374.00.

of Request for Proposals No. 64-22, at an actual cost to the County not to  
exceed $1,000,000.00.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Awarding a contract for the furnishing of a dump truck for use by the Public  
Works Department to Viking-Cives Midwest of Morley, MO, under the terms  
and conditions set forth in Sourcewell (formerly National Joint Powers  
Alliance (NJPA)) Contract No. 080818-VCM, an existing, competitively bid,  
government contract, at an actual cost to the County in the amount of  
$167,269.00  
(Assigned to the Public Works Committee.)  
Authorizing the County Executive to execute a Regional Preventative  
Maintenance Program Agreement with the Mid-America Regional Council to  
provide for the mill and overlay of pavement on roads throughout the  
unincorporated area of the County, at no cost to the County.

Transferring $40,000.00 within the 2022 Special Road & Bridge Fund and  
awarding a contract on Bid No. 50-22 for the 2022 Pavement Maintenance

of Grandview, MO, at an actual cost to the County in the amount of  
$88,804.00, and authorizing the Director of Public Works to approve line

COUNTY EXECUTIVE ORDERS  
Pursuant to article VII, section 7 of the 2010 Jackson County Charter and  
section 1801 of the Jackson County Code, I hereby appoint Mackenzie  
Berry as Jackson County Municipal Court Administrator. A copy of Ms.  
Berry’s resume is attached.  
James Witteman, Municipal Court Judge, introduced the new Municipal  
Court Administrator, Mackenzie Berry.  
Pursuant to section 706.1, Jackson County Code, 1984, I hereby  
promulgate the following amendments to Rules 2 and 20 of the Jackson  
County Personnel Rules for Jackson County associates. This amendment  
shall be effective immediately.  
Rule 2, Definitions of Terms, is amended to include the following definition:  
Race. Each of the major groupings into which humankind is considered  
(in various theories or contexts) to be divided on the basis of physical  
characteristics or shared ancestry. “Race” includes immutable traits  
associated with race, including hair texture and protective hairstyles.  
Rule 20.3.A, General Rules, is amended to delete the words “hairstyles or”  
from the second sentence of the subsection.  
Rule 20.5.A.3 is amended to read as follows:  
Section 20.5 - Personnel Appearance and Grooming Standards  
A. Hair and Nail Care  
3. An employee may wear a protective hairstyle, which is defined as any  
hairstyle necessitated by, or resulting from, an immutable characteristic of a  
hair texture associated with the employee’s race, including, but not limited  
to, braids, locks, afros, curls, and twists.  
I hereby make the following appointments and reappointment to the  
Community Advisory Committee of the Health Forward Foundation:  
JaNia Motley is reappointed for a term to expire December 31, 2024.  
Marvin L. Lyman is appointed to fill the vacancy occasioned by the  
resignation of Tenia M. Strother, for a term to expire December 31, 2024. A  
copy of Mr. Lyman’s resume is attached.  
Marshanna Smith is appointed to fill the vacancy occasioned by the  
expiration of Art Chaudry’s term, for a new term to expire December 31,  
2024. A copy of Ms. Smith’s resume is attached.

UNFINISHED BUSINESS  
Theresa Cass Galvin said she met a member of the Native Sons and  
Daughters of Greater Kansas City. As a follow up to the discussion last  
week, she learned the organization is dedicated to the historic preservation  
of the Greater Kansas City area. Members were originally native Kansas  
Citians, but membership is now open to anyone.  
Dan Tarwater III, County Legislator, wished everyone good luck in  
tomorrow's primary election.  
Jalen Anderson, County Legislator, asked Troy Schulte, County  
Administrator, for a follow-up on the County road system. Mr. Schulte said  
the County has 450 miles of roads, 200 miles which are unpaved. The cost  
to pave these roads is $1.2 million per mile for a total cost of $240 million.  
Mr. Anderson asked for an update on the Stark School demolition project.  
Mr. Schulte said the property is in the control of Land Trust. Bids for  
demolition came in higher than expected. One bidder offered to demolish  
the property at no cost in exchange for the property. Land Trust is handling  
those negotiations and zoning issues. It is hoped the property will be  
demolished by the end of the year.
