The Budget Committee recommended perfection of Ordinance #5621.  
A motion was made by Theresa Cass Galvin, seconded by Jalen Anderson  
to perfect Ordinance #5621. The motion passed by a voice vote.

to adopt Ordinance #5621, appropriating $2,871,621.00 from the  
Undesignated Fund Balance of the 2022 County Improvement Fund and  
awarding a contract on Request for Proposals 7-22 for the design/build  
construction of the new Jackson County Detention Center to J.E.  
Dunn-Axiom of Kansas City, MO, at an initial Phase I cost to the County not  
to exceed $2,871,621.00, and declaring the intent of Jackson County to  
reimburse itself for this expense from future bond proceeds. The motion  
passed by a roll call vote:

of the Master Agreement, at an additional cost to the County not to exceed

CONSENT AGENDA  
AN ORDINANCE amending subsection 1503.14, Jackson County Code,  
1984, relating to the Employees’ Pension Plan.

AN ORDINANCE appropriating $10,471,177.00 from the undesignated fund  
balance of the 2022 Grant Fund, and authorizing the County Executive to  
execute a Third Addendum to the Cooperative Agreement with the  
Community Services League of Independence, MO, to administer  
emergency rental and utility assistance funding on behalf of Jackson County,  
at a cost to the County not to exceed $10,471,177.00

A RESOLUTION authorizing the Director of Finance and Purchasing to  
execute a one-year Extension to the Planned Service Agreement with  
Johnson Controls, Inc., with two one-year options to extend, for use by the  
Parks + Rec Department at the Ft. Osage Education Center, at an  
additional cost to the County in the amount of $7,588.00.

Plan Fund to pay the costs of necessary internet connection hardware in the  
Jackson County Detention Center to be provided by an existing County term

an actual cost to the County in the amount of $1,545,805.96.

Awarding a twelve-month term and supply contract with one twelve-month  
option to extend for guardrail installation and repairs for use by the Public  
Works Department to James H. Drew Corporation of Sedalia, MO, under  
the terms and conditions of City of Lee’s Summit Contract No.  
2018-036/4R, an existing competitively-bid government contract.

Awarding a contract for annual software maintenance for use by the  
Recorder of Deeds Department to Aumentum Technologies of Niagara

hold a closed meeting on Monday, May 16, 2022, for the purpose of  
conducting privileged and confidential communications between itself and  
the Jackson County Counselor under section 610.021(1) of the Revised  
Statutes of Missouri, and closing all records prepared for discussion at said  
meeting. The motion passed by a roll call vote:

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Jalen Anderson, County Legislator, said he notes that in the Jackson County  
Health Department report for the week of May 4 through 11, there were no  
deaths from COVID-19 reported for the first time in about two and a half  
years. This is from the hard work of the Health Department and the efforts of  
the Administration to get people vaccinated and tested. He applauded these  
positive results.  
Second, Mr. Anderson requested that Troy Schulte, County Administrator,  
provide an itemized plan explaining the path forward for the County  
Improvement Fund for the next five to 10 years.  
Third, Mr. Anderson said there was a story yesterday in the Kansas City Star  
about a downtown baseball stadium. The article stated that Jackson County  
officials, the Kansas City Public School Board and Congressman Cleaver  
said they would like to see the downtown stadium located at 18th and Vine.  
Mr. Anderson requested that Troy Schulte and the Administration report to  
the Legislature regarding who made those statements on behalf of Jackson  
County and when this discussion regarding a downtown stadium will come  
before the Legislature.  
Tony Miller, County Legislator, said he remains steadfast in the need to  
move the jail project forward with consensus of the Legislature. He believes  
there is still more work to be done to reach an agreement.  
Ronald E. Finley, County Legislator, said he appreciates the cooperation on  
the adoption of the food assistance resolution. He hopes the request for  
proposals will be sent out soon.  
Jay Haden, Chief Deputy County Counselor, said he will be out of town next  
week. If any legislators need assistance, they should contact Bryan Covinsky  
or Elizabeth Freeland in the County Counselor’s Office.

NEW BUSINESS  
The County Legislature went into closed session.  
Closed meeting per Resolution #20955. The closed meeting may be  
followed by the introduction and adoption of a Resolution in open session to  
authorize the settlement of a legal action, cause of action, or litigation  
matter.  
The County Legislature reconvened.

A motion was made by Theresa Cass Galvin, seconded by Jeanie Lauer, to  
adjourn the meeting. The motion passed by a voice vote.
