A motion was made by Dan Tarwater III, seconded by Theresa Cass Galvin,  
to waive the reading of Ordinance #5610. The motion passed by a voice  
vote.  
A motion was made by Tony Miller, seconded by Dan Tarwater III, to  
approve the Land Use Committee Substitute dated April 18, 2022. The  
motion passed by a voice vote.

Ronald E. Finley objected to perfection.  
Ronald E. Finley, County Legislator, said he has concerns about section  
5005.4 titled Violation of Law Other Than Park Regulation, which states: on  
observing any violation of this code, or the laws of the United States or the  
state of Missouri, the Jackson County park rangers may notify the Sheriff,  
the Highway Patrol, or any appropriate law enforcement authority of the  
United States, the state, or the county, or of the city in which the park is  
located. He said he questions the authority of park rangers to enforce the  
law.  
Tony Miller, County Legislator, said he believes if a park patron is using  
an unauthorized e-bike, the park rangers have the authority to issue a  
citation. This section gives the park rangers the discretion to call on other  
law enforcement officials for violations outside of park regulations.  
Mr. Finley withdrew his objection.  
A motion was made by Tony Miller, seconded by Dan Tarwater III, to perfect  
the Land Use Committee Substitute dated April 18, 2022 for Ordinance  
#5610. The motion passed by a voice vote.

A RESOLUTION authorizing a twelve-month term and supply contract with  
one twelve-month option to extend to Segal Group of Chicago, IL, for the  
furnishing of broker and consulting services on the County’s health, life, and  
dental insurance, for use County-wide, under terms and conditions of  
Request for Proposals No. 42-21, at no cost to the County.

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
Repealing sections 3301., 3302., 3303., 3305., and 3306., Jackson County  
Code, 1984, relating to property assessed clean energy and enacting, in  
lieu thereof, eleven new sections relating to the same subject.  
(Assigned to the Finance and Audit Committee.)  
Dan Tarwater III, County Legislator, said testimony has been admitted  
previously on the PACE program. The Administration requested this be  
applied only to commercial property and this ordinance acknowledges that  
request. Scott Burnett, County Legislator, requested this ordinance be  
assigned to committee.  
Ordinance #5620 was originally assigned to the Finance and Audit  
Committee but later in the meeting was called up for adoption.  
A motion was made by Tony Miller, seconded by Theresa Cass Galvin to  
perfect Ordinance #5620. The motion passed by a voice vote.  
(PERFECTED)  
Theresa Byrd, Deputy Court Administrator for the Family Court, said this  
ordinance will increase funds for the existing gender specific grant which  
provides tutoring and advocacy for female offenders. She said this has  
been a four-year program. She requests the adoption of this ordinance.  
A motion was made by Tony Miller, seconded by Theresa Cass Galvin, to  
adopt Ordinance #5620, appropriating $58,780.00 from the undesignated  
fund balance of the 2022 Grant Fund in acceptance of an increase to the  
Gender-Sensitive Youth Advocacy Program Grant received from the  
Missouri Department of Public Safety. The motion passed by a roll call vote:

Transferring $111,400.00 within the 2021 American Rescue Plan Fund to  
provide COVID-19 testing for unvaccinated Jackson County and 16th Circuit  
Court associates and Jackson County Detention Center inmates through  
March 31, 2022, at a cost to the County not to exceed $111,400.00.  
(Assigned to the Finance and Audit Committee.)  
Awarding a twelve-month term and supply contract with one twelve-month  
option to extend for the maintenance and repair of New Holland equipment  
for use by the Public Works Department to Golden Valley Tractor of Clinton,  
MO, as a sole source purchase.

Awarding twelve-month term and supply contracts with three twelve-month  
options to extend for the furnishing of pro shop articles for resale by the  
Parks + Rec Department to Acushnet/Titleist and FootJoy of Fairhaven, MA,  
and Callaway Golf of Carlsbad, CA, as proprietary purchases.

Awarding a contract for the furnishing of field deployable license plate  
readers for use by the Sheriff’s Office to Selex ES, Inc., of Greensboro, NC,  
under the terms and conditions of Invitation to Bid No. 20-22, at an actual  
cost to the County in the amount of $24,000.00.

A motion was made by Scott Burnett, seconded by Dan Tarwater III, to adopt  
Resolution #20927, transferring $1,000,000.00 within the 2022 American  
Rescue Plan Fund and authorizing the County Executive to execute  
Cooperative Agreements with certain outside agencies that serve  
disadvantaged communities at an aggregate cost to the County not to  
exceed $1,000,000.00. The motion passed by a roll call vote:

Scott Burnett said this funding through the American Rescue Plan will  
provide homelessness assistance to three established agencies.  
Jeanie Lauer, County Legislator, asked if there were other agencies  
considered for American Rescue Plan (ARP) funds. Dan Tarwater III said  
he is the Legislative representative on the Housing Resources  
Commission (HRC). These three agencies submitted requests for funding  
for homelessness assistance in response to the HRC request for  
proposals. These agencies are large enough to have the accounting  
processes required by the federal government to properly track these  
funds. The HRC decided to withhold HRC funding from these agencies  
and designate them for ARP funds, thereby freeing up additional funds for  
the other agencies that responded to the HRC’s request for proposals.  
Troy Schulte, County Administrator, said the ARP requires funding  
allotments to be through a procurement process. These agencies  
submitted request for proposals for homelessness assistance which also  
met the ARP qualifications. Many agencies are unable to meet the federal  
requirements to track funds. These three agencies are able to meet the  
requirements of the government and their request was shifted from an  
HRC allocation to an ARP allocation.  
Ronald E. Finley asked the Administration for more detail regarding the  
County’s actions to address homelessness in our community. Mr. Schulte  
said these agencies – Restart, Metropolitan Lutheran Ministries, and  
Community Services League – have existing programs in place to  
address the needs of the homeless community. This funding will allow  
them to expand existing services.  
Crystal Williams, County Legislator, said she has had many agencies  
contact her office regarding these funds. She asked why this particular  
allocation was fast tracked while other proposals have stalled. Troy  
Schulte said this specific request was driven by the Housing Resources  
Commission as an existing project. The American Rescue Plan requires  
a procurement process which goes beyond simply submitting a proposal.  
The County Executive is seeking a process that reflects the  
Administration’s goals and priorities. He wants to ensure the programs are  
fully vetted. The ARP requires funds to be encumbered by 2024 and spent  
by 2026.

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Dan Tarwater III said he spoke to Troy Schulte regarding the request of the  
Pension Plan Fund Board of Directors. The Pension Plan will need to  
conduct an actuarial study. This will not be a quick process.  
Theresa Cass Galvin, County Legislator, asked about the status of residents  
of the mobile home park. Troy Schulte said 13 people are left with plans to  
move by the end of the month. One resident did not respond to any requests  
and that resident has now forfeited rights to compensation. The eviction  
process has begun and is set for court hearings next week. The  
Administration hopes to begin work on the site by June 1.

NEW BUSINESS  
Ronald E. Finley said he wanted to recommend an allocation of COVID  
funds for a food program. They have been feeding about 600 people per  
week through food programs occurring throughout eastside Kansas City.  
Jeanie Lauer, County Legislator, said the Blue Springs Chamber  
Leadership Group came to Jackson County. She would like to thank the  
various departments who came and made presentations to the group,  
including the County Executive, the Prosecuting Attorney, the County  
Sheriff's Office, and the Parks Department. The event was well received and  
they appreciated everyone’s support.
