Jay Haden, Chief Deputy County Counselor, stated that there is a proposed  
committee substitute for Ordinance #5610 that was distributed in the

AN ORDINANCE authorizing the County Executive to execute a Surface  
Transportation Program Agreement with the Missouri Highways and  
Transportation Commission to allow for Phase 1 construction relating to the  
Greenwood/Rock Island Trail Connector Grant Project, at no cost to the  
County.

AN ORDINANCE repealing schedule I to chapter 2, Jackson County Code,  
1984, relating to County associates not within the Merit System, and  
enacting, in lieu thereof, one new schedule relating to the same subject.

Agreement with the Jackson County Historical Society for record archiving  
services, at an actual cost to the County in the amount of $36,000.00.

Safety for the Jackson County Disproportionate Minority Contact

COUNTY EXECUTIVE ORDERS  
I hereby make the following appointment to the Jackson County Merit  
System Commission:  
Bryan D. VanOsdale is appointed for a new term to expire December 31,  
2025. to fill the vacancy occasioned by the resignation of Michelle Dupin. A  
copy of Mr. VanOsdale’s resume is attached.

UNFINISHED BUSINESS  
Ronald E. Finley, County Legislator, mentioned that The Honorable Vernon  
E. Scoville III passed away last week. He said he was a veteran of the  
Vietnam War, an Associate Circuit Court Judge for 22 years, a Missouri  
State Representative for 10 years and also a prosecutor in Blue Springs. He  
said he was well respected and well liked as an attorney and as a judge.  
Judge Scoville was very down to earth and real to the people who appeared  
before him.
