PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
Land Use Committee moved to perfect. Consent Agenda.  
A motion was made by Tony Miller, seconded by Dan Tarwater III to waive  
the reading of Ordinance #5610. The motion passed by a voice vote.  
AN ORDINANCE repealing sections 5000., 5002., 5005., 5011., 5013.,  
5014., 5015., 5018., 5019., 5020., 5021., 5023., 5024., 5025., 5026., 5028.,  
5029., 5030., 5035., 5036., 5037., 5038., 5040., 5041., 5042., 5046., 5049.,

5090., Jackson County Code, 1984, relating to County parks and park  
operations, and enacting, in lieu thereof, thirty-nine new sections relating to

FINAL PASSAGE OF PROPOSED ORDINANCES

Ronald E. Finley objected to the Consent Agenda.  
Ronald E. Finley, County Legislator, asked about the actual cost of the  
building. Troy Schulte, County Administrator, said the cost is $9 million  
with $50,000 for closing costs. Ronald E. Finley asked about the cost of  
repairs. Mr. Schulte said that will come forward in a separate action.  
Theresa Cass Galvin, County Legislator, asked if those renovation costs  
are expected to be about $6 million. Mr. Schulte said that is correct. There  
will be some garage repairs and renovations. Ms. Galvin asked about  
other structures included in this purchase. Mr. Schulte said there is a  
house at 1308 Pennsylvania that was used as the office space for the  
Kansas City Sport Commission. There are no current plans for this space.  
The current focus is on the building itself. Frank White, Jr., County  
Executive, said he thinks this is the best move for the County and  
everyone can decide collectively on use of the building. The plan is to  
have administrative offices located in the main building.  
Jeanie Lauer, County Legislator, asked about the 10 year plan for the  
renovation of the current courthouse.  
Ronald E. Finley asked about the projected cost to renovate the current  
courthouse. Mr. Schulte said that amount is estimated at $250 million.  
That would be a top to bottom renovation. Mr. Finley asked about the  
timeframe for these separate actions. Mr. Schulte said there would be a 60  
to 90 day closing process plus a year to renovate the space. The first  
move would likely be the Assessment Department followed by the Finance  
Department. The Finance Department is sitting in the space in which the  
new jury room is slated to go. It will take time to do the renovations. The  
last occupants to move will likely be the Executive and Legislative Offices.  
Mr. Finley asked about the timeline for the renovation of the courthouse.  
Mr. Schulte said the core systems, HVAC, electrical, water, and sewer  
systems will cost about $75 million and will be the priority. The old jail will  
also be a priority to have space to relocate offices while the renovations  
are underway.  
Theresa Cass Galvin asked about County buildings that have vacancies.  
Crissy Wooderson, Legislative Auditor, said the County has space at 201  
W. Lexington, the McCune Building, the old health department building,  
1305 Locust, and the 14th Street garage. They also have the old  
Legislative office space on Kansas.  
A motion was made by Scott Burnett, seconded by Jalen Anderson, to  
adopt Ordinance #5607, appropriating $9,050,000.00 from the  
undesignated fund balance of the 2022 County Improvement Fund and  
authorizing the County Executive to execute a commercial real estate sales  
contract for the purchase of a certain property for use as the new County  
Administration building at an actual cost to the County in the amount of  
$9,000,000.00. The motion passed by a roll call vote:

AN ORDINANCE authorizing the County Executive to execute a Surface  
Transportation Program Agreement with the Missouri Highways and  
Transportation Commission to allow for Phase 1 construction relating to the  
Greenwood/Rock Island Trail Connector Grant Project, at no cost to the  
County.

AN ORDINANCE repealing schedule I to chapter 2, Jackson County Code,  
1984, relating to County associates not within the Merit System, and  
enacting, in lieu thereof, one new schedule relating to the same subject.

A RESOLUTION awarding a contract for the furnishing of five full-size SUVs  
for use by the Sheriff’s Office to Joe Machens Ford/Lincoln of Columbia,  
MO, under the terms and conditions of State of Missouri Contract No.

actual cost to the County in the amount of $178,225.00.

A RESOLUTION awarding a twelve-month term and supply contract with one  
twelve-month option to extend for the furnishing of prisoner transportation  
services for use by the Sheriff’s Office to Security Transport Services, Inc., of  
Topeka, KS, under the terms and conditions of Johnson County, Kansas  
Contract No. 2020-079, an existing government contract.

adopt Resolution #20908, authorizing the Jackson County Legislature to  
hold a closed meeting on Monday, April 4, 2022, for the purpose of  
conducting privileged and confidential communications between itself and  
the Jackson County Counselor under section 610.021(1) of the Revised  
Statutes of Missouri, and closing all records prepared for discussion at said

claims of Brian T. Lewis in the case styled Brian T. Lewis v. Jackson County,  
Missouri, et al., No. 2116-CV03596, now pending in the U.S. District Court  
for the Western District of Missouri, No. 4:21-cv-00230, for a total payment  
by the County of $20,000.00. The motion passed by a roll call vote:

Missouri, for a total payment by the County of $36,000.00. The motion

NEW BUSINESS  
Dan Tarwater III, County Legislator, requested the Administration review the  
County’s pension fund. He said the pension fund could be a tool for retention  
of County associates. He recommends consideration of increasing the rate  
to 2% rather than 1.5%. He said there is an agreement in place for the  
Sheriff’s Office to increase its amount to 2.5% with a 10 year vesting plan  
and a cap at 70%. This will put us on par with other jurisdictions and he  
understands the Sheriff is on board with this idea. He asked that they report  
back to the County Legislature regarding this matter. Caleb Clifford, Chief of  
Staff, said they would refer this recommendation to the Pension Board so  
they can provide an actuarial.  
Charlie Franklin, County Legislator, said the visitation for his aide Georgia  
Sanders’ father, Jack Cardwell, will be April 5, 2022, at 9 a.m. to 11 a.m. at  
Speaks Carson Funeral Home with the service following at 11 a.m.  
Mr. Franklin expressed congratulations to Jeanie Lauer for another four  
years as a County Legislator, since she completed the election filing  
process without an opponent.  
Brian Covinsky, County Counselor, said the County Legislature will need to  
vote on legislation after the closed meeting.
