A RESOLUTION transferring $22,349.00 within the 2022 American Rescue  
Plan Fund to pay the costs of necessary internet connections and computer  
hardware and software relating to the new Health Department Building to be  
provided by existing County term and supply vendors.

Legislature As A Whole moved to adopt. Consent Agenda.  
Brian Gaddie, Director of Public Works, said the County Purchasing  
Department issued RFP 1-22 to renovate the existing Division 50  
courtroom on the 10th Floor to make it ADA (American with Disability Act)  
compliant. This project will include the office area and the courtroom. An  
evaluation committee made up of Public Works, County Legislature, and  
Circuit Court personnel reviewed the proposals received and recommend  
the award of the contract to Rand Construction. Courtroom 50 will be  
relocated to the 4th Floor while the renovation work is being completed.  
The project is expected to be completed by June 30, 2022. Presiding  
Judge Dale Youngs said the Circuit Court supports the adoption of this  
resolution. Judge Sarah Castle will be using this space. She is a  
wheelchair user, and she is currently finishing up a rotation at 1315 Locust.  
The Court has been working with County to identify the space that is most  
appropriate and conducive for this renovation.  
Tony Miller, County Legislator, asked if after the renovation of Division 50  
will it become Division 1? Judge Youngs said the Division follows the  
judge, so Division 50 will move to the southwest corner of the 4th floor and  
Judge Castle will occupy the 10th floor space. Mr. Miller said for those who  
do not know, Division 50 is a drug treatment courtroom with teams of  
prevention and treatment providers. This is a high traffic courtroom and is  
suitable for the 4th floor.  
Jeanie Lauer, County Legislator, asked for clarification regarding the  
previous discussion regarding postponement of the remodeling of the 4th  
floor. Brian Gaddie said these are two separate projects.

CONSENT AGENDA  
AN ORDINANCE authorizing the County Executive to execute a Permanent  
Trail Easement in favor of the County across a portion of the former McCune  
Home property adjacent to the Little Blue Trace Trail.  
(PERFECTED)  
A RESOLUTION authorizing the County Executive to execute a Cost Share  
Agreement with the Missouri Department of Conservation in the amount of  
$10,000.00, and awarding a contract for the furnishing of one utility terrain  
vehicle to Kansas Golf and Turf of Lenexa, KS, under the terms and  
conditions set forth in Sourcewell Contract No. 031121-ACO-1, an existing  
competitively bid government contract, at an actual cost to the County in the  
amount of $15,653.12.

A RESOLUTION transferring $28,335.00 within the 2022 General Fund and  
awarding a contract for the maintenance of policy management software for  
use by the Sheriff’s Office and Department of Corrections to Lexipol, LLC, of  
Frisco, TX, at an actual cost to the County in the amount of $47,674.00, as a  
sole source purchase.

A RESOLUTION awarding a contract for the furnishing of renovation  
services for use by the Public Works Department to Rand Construction, of  
Kansas City, MO, under the terms and conditions of Request for Proposals  
No. 1-22, at an actual cost to the County in a total amount not to exceed  
$2,174,300.00.

Ordinance #5604 was moved to the Consent Agenda for perfection.  
Resolutions #20893, #20894, and #20896 were moved to the Consent  
Agenda for adoption.

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
Ordinance #5605 was assigned to the Budget Committee. Dan Tarwater  
III, County Legislator, asked if any member of the County Legislature was  
opposed to adopting this legislation today. There was no objection.  
A motion was made by Dan Tarwater III, seconded by Theresa Cass Galvin  
to perfect Ordinance #5605. The motion passed by a voice vote.

A motion was made by Dan Tarwater III, seconded by Tony Miller, to adopt  
Ordinance #5605, appropriating $25,000.00 from the undesignated fund  
balance of the 2022 Grant Fund in acceptance of the Local Violent Crime  
Prevention Grant awarded by the Missouri Department of Public Safety. The  
motion passed by a roll call vote:

Grant Fund and awarding a contract for the furnishing of demolition services  
for use by the Public Works Department to K&S Associates, of Kansas City,  
KS, under the terms and conditions of Invitation to Bid No. 79-21, at an  
actual cost to the County not to exceed $146,250.00.

Appropriating $9,050,000.00 from the undesignated fund balance of the  
2022 County Improvement Fund and authorizing the County Executive to  
execute a commercial real estate sales contract for the purchase of a  
certain property for use as the new County Administration building at an  
actual cost to the County in the amount of $9,000,000.00.

Charlie Franklin, County Legislator, said this is exciting and this is quite a  
project. He wants to be comfortable with the logistics and the finances of  
such a move. The Budget Committee will have a public hearing on the  
use of these funds from the undesignated fund balance on Monday,  
March 21, 2022, at 9:20 a.m. in the Legislative Assembly Area, 415 E.  
12th Street, 2nd Floor, Kansas City, MO.  
Ronald E. Finley, County Legislator, requested additional information  
regarding departmental needs for space as part of this move and the  
utilization of the Downtown Courthouse. Frank White, Jr., County  
Executive, said they will present all of the required information next  
Monday.  
Jalen Anderson, County Legislator, asked about the financial roadmap as  
they move forward and how the costs will affect the budget.  
Crystal Williams, County Legislator, asked why this ordinance was not  
assigned to Legislature as a Whole. Charlie Franklin responded because  
it deals with the undesignated fund balance. He said he expects there to  
be a full discussion with all members having the opportunity to give input.  
He does not expect this item to be held up in committee.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Awarding a contract for the leasing of golf cars for use by the Parks + Rec  
Department to M & M Golf Cars of Lee’s Summit, MO, at an actual cost to  
the County in the amount of $3,500.00  
(Assigned to the Finance and Audit Committee.)  
Awarding a contract for the furnishing of two mowers and associated  
accessories for use by the Parks + Rec Department to Kansas Golf and Turf  
of Lenexa, KS, under the terms and conditions of Oklahoma State Contract  
No. SW0190, an existing competitively bid contract, at an actual cost to the  
County in the amount of $168,284.80.

A motion was made by Theresa Cass Galvin, seconded by Dan Tarwater III,  
to adopt Resolution #20899, authorizing the County Executive to execute  
Cooperative Agreements with certain outside agencies that serve  
disadvantaged communities at an aggregate cost to the County not to  
exceed $180,000.00, utilizing American Rescue Plan funds. The motion  
passed by a roll call vote:

Ronald E. Finley said this is appropriate to pass today. It has been vetted  
by the Legislative Auditor.  
Jalen Anderson said this is a great plan and he hopes there are further  
opportunities to partner with agencies in eastern Jackson County.  
A motion was made by Crystal Williams, seconded by Jalen Anderson, to  
adopt Resolution #20900, authorizing the County Executive to execute an  
Amendment to the Jackson County Homelessness Trust Fund Eligibility  
Guidelines of the Greater Kansas City Community Foundation. The motion  
passed by a roll call vote:

Crystal Williams said this resolution is to clean up the language  
surrounding the County’s homelessness task force. Kelly Doyle with the  
Greater Kansas City Community Foundation said the homelessness trust  
fund is one of three trust funds held by the County and the City. These  
trusts funds do not have similar structure and the foundation needs the  
language to line up with its stated purposes. The homelessness trust funds  
are being distributed through a homelessness coalition, but the County is  
not currently participating in this coalition. In 1988 the County allocated  
$250,000 in a fund for the interest to be allocated out for homelessness  
assistance. Each year the coalition grants about $50,000 in  
homelessness assistance. The third agency partnering on homelessness  
assistance is the Mid-America Assistance Coalition (MAC).  
Awarding a twelve-month term and supply contract with one twelve-month  
option to extend for the furnishing of fencing installation and repair services  
for use by the Parks + Rec Department to Guier Fencing of Blue Springs,  
Missouri, under the terms and conditions of Invitation to Bid No. 8-22.

Authorizing the County Executive to execute a Surface Transportation  
Program Agreement with the Missouri Highways and Transportation  
Commission to allow for Phase 1 construction relating to the  
Greenwood/Rock Island Trail Connector Grant Project, at no cost to the  
County.

Authorizing the Director of Finance and Purchasing to execute a two-year  
lease extension with 201 Lexington, LLC, of Independence, MO, for the  
furnishing of office space under the terms and conditions of Invitation to Bid  
No. 13-17, at a cost to the County for 2022 not to exceed $40,452.50, and  
$113,775.00 over the life of the lease.

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Ronald E. Finley said he distributed information from the Palestine Family  
Life Center regarding the work they are doing there in conjunction with  
various agencies and the social service work within these agencies.  
Periodically he asks Reverend Modest Miles to put together a report on the  
work these agencies are doing in our community.  
Dan Tarwater III said he thanks all of these agencies and the projects they  
do in our community. He said Samuel L. Rodgers also has submitted  
proposals for assistance related to the pandemic.  
Ronald E. Finley said there is a City of Kansas City health levy question on  
the ballot for the April 5th election. The health levy fund is used to assist in  
operations in our health centers.  
Caleb Clifford, Chief of Staff, said the Administration is working on a  
request for proposals for these and other agencies to submit requests for  
funding that were not included in the annual budget.  
Dan Tarwater III congratulated the administration on the selection of a  
partner on the Detention Center project. Mr. Clifford said it is premature to  
have this public discussion.

NEW BUSINESS  
Jalen Anderson congratulated Tedi Rowland, Deputy County Clerk, on the  
birth of her granddaughter on Tuesday, March 8, 2022.

to adjourn the meeting. The motion passed by a voice vote.
