Finance and Audit Committee moved to perfect.  
Tony Miller objected to the Consent Agenda.  
A motion was made by Tony Miller, seconded by Dan Tarwater III to perfect  
Ordinance #5603. The motion passed by a voice vote.

A motion was made by Tony Miller, seconded by Dan Tarwater III, to adopt  
Ordinance #5603, appropriating $300,000.00 from the undesignated fund  
balance of the 2022 Grant Fund and authorizing the County Executive to  
execute an Intergovernmental Cooperative Agreement with Clay County,  
Missouri, the City of Kansas City, Missouri, and the Missouri Office of  
Administration to participate in the Buck O’Neil Bridge Feasibility Study, at  
an actual cost to the County in the amount of $300,000.00. The motion  
passed by a roll call vote:

A RESOLUTION awarding a contract for annual software maintenance for  
use by the Finance and Purchasing Department to Mitchell Humphrey of St.  
Louis, MO, as a sole purchase, at an actual cost to the County in the amount  
of $83,950.00.

A RESOLUTION awarding a twelve-month contract with three twelve-month  
options to extend for the furnishing of independent auditing services for use  
by the Finance and Purchasing Department to Allen, Gibbs & Houlik, L.C., of  
Overland Park, KS, at a cost to the County not to exceed $135,000.00,  
under the terms and conditions of Request for Proposals No. 80-21.

A RESOLUTION authorizing the Prosecuting Attorney to execute an  
Agreement with the Kansas City Board of Police Commissioners for  
anti-drug and anti-crime law enforcement activities and programs at a cost  
to the County not to exceed $3,467,689.00.

A RESOLUTION authorizing the Director of Finance and Purchasing to  
execute a Continuing Education Service Agreement with the Metropolitan  
Community College of Kansas City, MO, for use by the Parks + Rec

Authorizing the County Executive to execute a Permanent Trail Easement in  
favor of the County across a portion of the former McCune Home property  
adjacent to the Little Blue Trace Trail.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Authorizing the County Executive to execute a Cost Share Agreement with  
the Missouri Department of Conservation in the amount of $10,000.00, and  
awarding a contract for the furnishing of one utility terrain vehicle to Kansas  
Golf and Turf of Lenexa, KS, under the terms and conditions set forth in  
Sourcewell Contract No. 031121-ACO-1, an existing competitively bid  
government contract, at an actual cost to the County in the amount of  
$15,653.12.

Transferring $28,335.00 within the 2022 General Fund and awarding a  
contract for the maintenance of policy management software for use by the  
Sheriff’s Office and Department of Corrections to Lexipol, LLC, of Frisco,  
TX, at an actual cost to the County in the amount of $47,674.00, as a sole  
source purchase.

Transferring $22,349.00 within the 2022 American Rescue Plan Fund to pay  
the costs of necessary internet connections and computer hardware and  
software relating to the new Health Department Building to be provided by  
existing County term and supply vendors.

Awarding a contract for the furnishing of renovation services for use by the  
Public Works Department to Rand Construction, of Kansas City, MO, under  
the terms and conditions of Request for Proposals No. 1-22, at an actual  
cost to the County in a total amount not to exceed $2,174,300.00.

NEW BUSINESS  
Dan Tarwater III, County Legislator, asked Troy Schulte, County  
Administrator, for an update on the new Detention Center construction  
project. Mr. Schulte said the two top candidates were reviewed last week.  
These finalists will be contacted about their pricing information, and they will  
move to the negotiation stage. He said both finalists were excellent and very  
comparable to each other, and the County will not go wrong with either  
choice.  
Jeanie Lauer, County Legislator, said she attended an event this weekend  
related to the fifth anniversary of the Oak Grove tornado. This event is a  
testament to the strength of the community. The residents of Oak Grove  
came together after winds as high as 65 miles per hour and as wide as  
three or four football fields destroyed numerous homes and businesses. Ms.  
Lauer said she wants to recognize the “Oak Grove Strong” movement. It is a  
reminder that anyone’s life can change in a matter of 10 minutes.  
Tony Miller, County Legislator, said he would like to recognize the Parks +  
Rec Department and Administration on the progress to reopening Little Blue  
Trace Trail at Anderson Road. As long as the weather will cooperate, this  
section of trail should reopen within the next few weeks.

adjourn the meeting. The motion passed by a voice vote.
