APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Dan Tarwater III, seconded by Scott Burnett to  
approve the journal of the previous meeting held on February 14, 2022. The  
motion passed by a voice vote.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Dan Tarwater III, County Legislator, asked Frank White, Jr., County  
Executive, about the Reapportionment Committee's new district maps. Jay  
Haden, Chief Deputy County Counselor, said the Reapportionment  
Committee maps were not completed in time to be used for this election  
cycle. The maps will be effective for the 2026 primary election. The  
Reapportionment Committee's report is on file with the Clerk of the County  
Legislature. Mary Jo Spino, Clerk of the County Legislature, said the  
maps on file do not include details such as streets. Caleb Clifford, Chief  
of Staff, said Information Technology Department staff are working on the  
detailed maps. Ronald E. Finley, County Legislator, asked if the  
Reapportionment Committee's maps need Legislative approval. Mr.  
Haden said they do not need Legislative approval. Mr. Haden said the  
maps can be litigated but there are no statutory procedures to litigate.  
Tony Miller, County Legislator, said there is no administrative hearing  
process to contest the Reapportionment Committee's maps. Mr. Haden  
agreed. Jalen Anderson, County Legislator, asked about Bobby  
Hernandez's missing signature on the report. Caleb Clifford said Mr.  
Hernandez attended the final Reapportionment Committee meeting via  
Zoom. He voted to approve the maps but was not available in person to  
sign the report.

AN ORDINANCE appropriating $100,000.00 from the undesignated fund  
balance of the 2022 Grant Fund and awarding a contract for the design and  
construction of a new bridge in connection with Federal Project No.  
BRO-B048(60), Helmig Road Bridge, County Project No. 3215, to TREKK  
Design Group, of Kansas City, MO, at an actual cost to the County not to  
exceed $100,000.00.

A RESOLUTION transferring $120,000.00 within the 2022 American  
Rescue Plan Fund for use by the Jackson County Department of  
Corrections to acquire critical supplies and equipment necessary in  
connection with the fight against the ongoing Coronavirus/COVID-19  
pandemic.

A RESOLUTION authorizing the County Executive to execute Cooperative  
Agreements with certain outside agencies that provide public health-related  
and other public services to citizens of Jackson County, at an aggregate  
cost to the County not to exceed $3,000,000.00.

A RESOLUTION awarding a fourteen-month term and supply contract with  
two twelve-month options to extend for the leasing of ice-making machines  
for use by various County Departments to Ice Masters of Shawnee, KS,  
under the terms and conditions of Jackson County Circuit Court Contract  
No. 240040-18, an existing, competitively bid government contract.

A RESOLUTION awarding a contract for annual maintenance of the Ascend  
computer software for use by the Assessment Department to Aumentum  
Technologies of Chicago, IL, at an actual cost to the County in the amount of  
$366,451.00, as a sole source purchase.

A RESOLUTION authorizing the County Executive to execute a  
Transportation Alternatives Fund Program Agreement with the Missouri  
Highways and Transportation Commission to allow for construction relating  
to the Little Blue Trace/Rock Island Trail Connector Grant Project, at no cost

A RESOLUTION authorizing the County Counselor to execute a Legal  
Services Agreement and Addendums to existing Legal Services

Contract No. 05-26, an existing competitively bid government contract, at an  
actual cost to the County in the amount of $73,134.00.

A RESOLUTION authorizing the County Executive to execute a Contract with  
the Jackson County Board of Services for the Developmentally Disabled to  
provide for partial funding of various programs of the Parks + Rec  
Department's Special Population Services Division.

A RESOLUTION transferring $234,135.00 within the 2022 General Fund to  
pay the costs of necessary information technology operations and consulting  
services to be provided by an existing County term and supply vendor.

extension to the existing contract with TICO Productions of Kansas City, MO,  
for rebranding services for use by the COMBAT staff, at no additional cost to

adopt Resolution #20877, authorizing the County Executive to execute an  
Intergovernmental Cooperative Agreement with the City of Independence,  
MO, for the use of certain County property for a civic event, at no cost to the

cost to the County not to exceed $50,000.00. The motion passed by a roll

610.021(2) of the Revised Statutes of Missouri, and closing all records
