family of Sandy Querry who passed away on February 4, 2022. He said

Issuing a mask mandate for schools where children grades K-12 attend  
class and on school buses, for the health and safety of the County’s citizens,  
with an effective date and penalty provision.

DAN TARWATER III AND THERESA CASS GALVIN.)  
Theresa Cass Galvin, County Legislator, said Ordinance #5591, which  
was withdrawn previously, was essentially the same as ordinance #5601.  
At the time #5601 was introduced, three school districts already had mask  
orders in place. Ms. Galvin read emails received from school board  
members that this action is taking authority away from local school district  
control. She said these repeated efforts to enact mask mandates are  
putting our residents on an emotional roller coaster. She asked if these  
actions were going to continue.  
Jalen Anderson, County Legislator, said back in the fall, these same  
school boards wanted Jackson County to keep its mask order in place to  
provide cover for these officials who did not want to be in front of this issue.  
The day the Legislature ended its mask mandate, the Blue Springs  
School Board rescinded its mask order. Jackson County had over 3,000  
COVID cases in one week. There has not been any suggestion of how we  
can support our public health system. This continues to be brought up  
because we know that masks work. Individuals with pre-existing conditions  
and individuals who have lost family members are also on an emotional  
roller coaster. We cannot act as if wearing a mask is such a terrible thing  
when we have seen the cases go down when we had a mask mandate. As  
we move forward, we need to find strategies to tackle the pandemic.  
Crystal Williams, County Legislature, said the issue of local control is  
brought up when it is convenient to argue local control. The attorney  
general sued the Lee’s Summit School District and other school districts.  
The idea that this is about hurt feelings instead of policy is just not true.  
Everyone is tired of this, but people of good faith are trying to find  
solutions. Claiming that something we introduce will jail children is not  
helpful. It is better to withdraw this because the issue is so heated. We  
cannot make any commitments to not address a public health crisis when  
it happens.

Jay Haden, Chief Deputy County Counselor, said he took the lead on the  
negotiations with the union. This proposed agreement is similar to the  
current union agreement. The union has voted for and signed the  
agreement.

CONSENT AGENDA  
AN ORDINANCE appropriating $271,785.00 from the undesignated fund  
balance of the 2022 General Fund and authorizing the issuance of payment  
in the amount of $271,784.38 to the Missouri State Auditor for services  
rendered for the audit of Jackson County.

A RESOLUTION awarding twelve-month term and supply contracts with one  
twelve-month option to extend for the furnishing of beer for resale by the  
Parks + Rec Department to County Beverage Company of Lee’s Summit,  
MO, and Central States Beverage Company of Kansas City, MO, as  
proprietary purchases.

A RESOLUTION authorizing the County Executive to execute a successor  
Memorandum of Understanding with American Federation of State, County  
and Municipal Employees, State Council 61, Local 1707, to be effective until  
December 31, 2023.

Appropriating $100,000.00 from the undesignated fund balance of the 2022  
Grant Fund and awarding a contract for the design and construction of a new  
bridge in connection with Federal Project No. BRO-B048(60), Helmig Road  
Bridge, County Project No. 3215, to TREKK Design Group, of Kansas City,  
MO, at an actual cost to the County not to exceed $100,000.00.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Transferring $120,000.00 within the 2022 American Rescue Plan Fund for  
use by the Jackson County Department of Corrections to acquire critical  
supplies and equipment necessary in connection with the fight against the  
ongoing Coronavirus/COVID-19 pandemic.  
(Assigned to the Finance and Audit Committee.)  
Authorizing the County Executive to execute Cooperative Agreements with  
certain outside agencies that provide public health-related and other public  
services to citizens of Jackson County, at an aggregate cost to the County  
not to exceed $3,000,000.00.

Awarding a fourteen-month term and supply contract with two twelve-month  
options to extend for the leasing of ice-making machines for use by various  
County Departments to Ice Masters of Shawnee, KS, under the terms and  
conditions of Jackson County Circuit Court Contract No. 240040-18, an  
existing, competitively bid government contract.

Awarding a contract for annual maintenance of the Ascend computer  
software for use by the Assessment Department to Aumentum Technologies  
of Chicago, IL, at an actual cost to the County in the amount of $366,451.00,

Authorizing the County Executive to execute a Transportation Alternatives  
Fund Program Agreement with the Missouri Highways and Transportation

Authorizing the County Counselor to execute a Legal Services Agreement

Awarding a contract for the furnishing of a Stepp Manufacturing Hot Box

existing competitively bid government contract, at an actual cost to the  
County in the amount of $73,134.00.

Authorizing the County Executive to execute a Contract with the Jackson  
County Board of Services for the Developmentally Disabled to provide for  
partial funding of various programs of the Parks + Rec Department's  
Special Population Services Division.

necessary information technology operations and consulting services to be

Jalen Anderson said Keith Querry is not able to make it to the courthouse  
at this time. Mr. Anderson said he would deliver the resolution to Mr.  
Querry and send everyone’s thoughts and prayers to him and their family.  
He said Sandy touched everyone with great love. Mr. Anderson would not  
be a County Legislator without Sandy’s guidance, love, direction, and  
support. Sandy Querry was a powerhouse and it meant something to have  
her support.  
Crystal Williams said Sandy was the “diminutive diva.” She was tiny but  
mighty. Sandy was one of her first supporters. She was wonderful, loving,  
and loyal. Her husband Keith is a delightful man, and they had an  
extraordinary relationship. Rest in peace Sandy.  
Tony Miller, County Legislator, said his friendship with Sandy was similar  
to his friendship with Dutch Newman. They were both tiny in stature but  
powerful and strong. Sandy and Dutch would clasp your hands to make  
sure we were paying attention. We miss Sandy and all she did for us.  
Authorizing the Prosecuting Attorney to execute an extension to the existing  
contract with TICO Productions of Kansas City, MO, for rebranding services  
for use by the COMBAT staff, at no additional cost to the County.

COUNTY EXECUTIVE ORDERS  
None.

UNFINISHED BUSINESS  
Ronald E. Finley, County Legislator, said the Health Department report has  
been consistent on the spread of the disease. There were 17 deaths last  
week. He asked for an update on the Detention Center. The report states  
there are 83 COVID cases at the Detention Center. He said it would be  
important to the citizens to know what is going on at the Detention Center.  
Diana Knapp, Director of Corrections, said she is pleased to report they  
currently have zero staff cases, zero quarantines, and four inmates testing  
positive. Through their continued efforts they have knocked their numbers  
down every week. Ms. Knapp said she sends out an updated report each  
morning that goes to the Corrections Distribution list. The Sheriff has also  
been posting those weekly numbers as well.  
Mr. Finley said he notes there is active testing going on in Lee’s Summit.  
There is also a vaccination clinic in Independence and at the Maddie  
Rhodes Center. Troy Schulte, County Administrator, said he believes that is  
current information. They have an open door policy so if any organization  
wants to schedule a vaccine event, staff will be available.  
Mr. Finley said there has been some disagreement on the masking issue  
and they have not proceeded in a consistent way because of that  
disagreement. The Legislature started off in consensus with the funds that  
have been allocated for testing and treatment to cities, fire departments,  
nursing homes, hospitals, and schools. The County has made positive steps  
in its efforts to work on the disease. The disease has morphed into different  
ways, and he hopes the County will continue to do what needs to be  
accomplished to fight the disease. Mr. Finley requested a meeting with the  
County Executive and County Administrator to discuss the County’s next  
steps in fighting the disease.  
Jeanie Lauer, County Legislator, said she wanted to recognize Diana  
Knapp on becoming the second person and only woman in Missouri to be  
named Certified Jail Manager. Ms. Lauer joined the Legislature in  
congratulating Ms. Knapp for this honor.  
Dan Tarwater III, County Legislator, said the County’s relocation efforts at the  
mobile home park are ongoing. County representatives have met with  
everyone except one person. Only about 20 people are left to finalize  
relocation plans. He thanked the Administration on its efforts. He said he  
believes these residents have had their housing situation improved through  
the County’s efforts. This project has been a success.
