Ordinance #5594 authorizing the County Executive to execute an  
Emergency Rental Assistance Sub-Agreement with the Missouri Housing  
Development Commission relating to emergency rental assistance funds  
authorized by the American Rescue Plan Act of 2021, appropriating  
$25,000,000.00 from the undesignated fund balance of the 2022 Grant  
Fund, and authorizing the County Executive to execute an Addendum to the  
Cooperative Agreement with the Community Services League of  
Independence, MO, to administer the rental assistance funding on behalf of  
Jackson County. The motion passed by a roll call vote:

CONSENT AGENDA  
AN ORDINANCE appropriating $271,785.00 from the undesignated fund  
balance of the 2022 General Fund and authorizing the issuance of payment  
in the amount of $271,784.38 to the Missouri State Auditor for services  
rendered for the audit of Jackson County.

A RESOLUTION transferring $2,264,778.00 within the 2022 Anti-Crime  
Sales Tax Fund and authorizing the Prosecuting Attorney to execute  
agreements with certain outside agencies which are engaged in anti-crime,  
anti-violence, and anti-drug prevention, treatment, and law enforcement  
school-based initiative activities and purposes, at a cost to the County not to  
exceed $12,542,580.00.

A RESOLUTION awarding twelve-month term and supply contracts with one  
twelve-month option to extend for the furnishing of towing services for use  
county-wide to Lazer-Pipes Services, Inc., of Grandview, MO, and Fleming  
Auto Center, Inc., d/b/a Jackson County Tow Service of Blue Springs, MO,  
under the terms and conditions of Invitation to Bid No. 78-21.

A RESOLUTION authorizing the County Executive to execute an  
Intergovernmental Cooperative Agreement with the Mid-America Regional  
Council Solid Waste Management District to provide access to the Regional  
Household Hazardous Waste Centers for the residents of the  
unincorporated county, at an actual cost to the County in the amount of  
$25,193.00.

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
Vacating an abandoned portion of Blue Valley Road due to non-use.  
(Assigned to the Land Use Committee.)  
Amending the zoning districts established pursuant to the Unified  
Development Code by rezoning a certain 92.00± acre tract from District RR  
(Residential Ranchette) to District AG (Agricultural) and rezoning a certain  
1.92± acre tract from District AG (Agricultural) to District RR (Residential  
Ranchette).  
(Assigned to the Land Use Committee.)  
Vacating parts of Lots 1 and 2, Burnett Acres, a subdivision in Jackson  
County, to allow for a development of nine 10.0± acre tracts.

Amending the zoning districts established pursuant to the Unified  
Development Code by rezoning a certain 3.50± acre tract from District AG  
(Agricultural) to District RE (Residential Estates).

Amending the zoning districts established pursuant to the Unified  
Development Code by rezoning a certain 8.930± acre tract from District AG  
(Agricultural) to District RR (Residential Ranchette).

The Land Use Committee will have a public hearing regarding Ordinances  
#5596, #5597, #5598, #5599, and #5600 on Monday, February 14, 2022  
at 9:45 A.M. in the Kansas City Legislative Assembly Area.  
Issuing a mask mandate for schools where children grades K-12 attend  
class and on school buses, for the health and safety of the County’s citizens,  
with an effective date and penalty provision.

Charlie Franklin, County Legislator, said 60 to 80 percent of students  
impacted by this ordinance are already wearing masks in school because  
of school board decisions. He thinks the sponsors may propose  
amendments to the ordinance. He said next week each side will have the  
opportunity to present information.  
Dan Tarwater III, County Legislator, asked about the penalty provision in  
the ordinance. Jay Haden, Chief Deputy County Counselor, said he is not  
prepared to address specific provisions in the ordinance but will do so next  
week when it is considered in committee.  
Jalen Anderson, County Legislator, said it is absurd to believe the County  
will put children in jail to enforce the mask mandate. He said this is  
unacceptable fear mongering.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
A motion was made by Theresa Cass Galvin, seconded by Dan Tarwater III,  
to adopt Resolution #20863, authorizing the Jackson County Legislature to  
hold a closed meeting on Monday, February 7, 2022, for the purpose of  
conducting privileged and confidential communications between itself and  
the Jackson County Counselor under section 610.021(1) of the Revised  
Statutes of Missouri, and closing all records prepared for discussion at said  
meeting. The motion passed by a roll call vote:
