A motion was made by Megan L. Marshall, seconded by Venessa Huskey to  
approve the journal of the previous meeting held on March 31, 2025. The

HEARINGS

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, was not present.  
Caleb Clifford, Chief of Staff, reported the County Executive emailed a letter  
to the Legislature approximately one hour prior to the start of the legislative  
meeting, regarding an update on the State Tax Commission Order and  
Assessment Litigation and asked that the letter be submitted as his report.  
Discussion regarding the whereabouts of the County Executive, inquiries on  
aspects of the State Tax Commission Order and the intentions of the County  
Executive’s Office to address it, a timeline for Impact Notices from the  
Assessment Department to taxpayers, where the County stands on  
negotiations regarding the sports teams, statements made by the Chief of  
Staff to city officials regarding the Legislature or Legislator Manuel Abarca  
IV failing to approve members of boards and commissions, Senior Tax Levy  
Commission appointments by the County Executive’s Office, and the low  
staffing levels in the County Executive’s Office. In addition to Caleb Clifford,  
Chief of Staff and Bryan Covinsky, County Counselor, legislators  
participating in this discussion were DaRon McGee, Donna Peyton, Manuel  
Abarca IV and Sean E. Smith.  
DaRon McGee asked the Chief of Staff to make sure he included the Clerk  
of the Legislature on all correspondence sent to the County Legislature. The  
Chief of Staff was also asked to provide to the County Legislature as soon  
as possible, a timeline of notices/correspondence to be sent to taxpayers by  
the Assessor, County Executive or Board of Equalization.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE repealing Section 5577., Jackson County Code, 1984,  
relating to possession of firearms and age restriction, and to enact in lieu  
thereof two new sections, Sections 5577. and 5578., relating to the same  
subject, with a severability clause and a penalty provision.  
(Legislature As A Whole - 20th Perfection)  
Resolution #21902 was adopted at this time. See page 10 for details.  
AN ORDINANCE submitting to the qualified voters of Jackson County,  
Missouri, at the primary election to be held on August 5, 2025, a question to  
amend the Jackson County Charter, with an effective date.  
(Legislature As A Whole - 11th Perfection)  
Sean E. Smith, County Legislator, stated that Ordinance #5958 had been  
held pending the outcome of the lawsuit filed by the State Tax Commission  
against Jackson County, Missouri. The ruling stated the State Tax  
Commission was within its authority to order a rollback of certain property  
tax increases in the 2023 assessment process in Jackson County. With that,  
there was discussion covering the following topics: the need to pass the  
ordinance today and what that means for the taxpayers to have an accurate  
2025 assessment, the need for the legislative body to work together to  
revise or amend the ordinance, as well as the powers of the Legislature vs.  
the County Executive to affect the assessment process and evaluations.  
Other legislators participating in the discussion were Donna Peyton, Jalen  
Anderson, Megan L. Marshall, Manuel Abarca IV, and County Counselor  
Bryan Covinsky.  
A motion was made by Manuel Abarca IV, seconded by Venessa Huskey, to  
approve the Floor Amendment dated April 7, 2025 for Ordinance #5958, to  
insert paragraph 5, "WHEREAS, in Missouri Case No. 2416-CV25478 a  
judge issued a ruling confirming that the STC order was lawful and valid;  
and," and to insert the phrase, "and that the Jackson County Administration  
must fully implement the Missouri State Tax Commission's order." after the  
word "improvements" in the BE IT ORDAINED paragraph, all on page 2.

exceeded a 15% increase in 2023 to be changed and to be valued at no  
more than 15% more than the 2022 property value. The motion passed by a

AN ORDINANCE appropriating $1,688,456.00 from the undesignated fund  
balance of the General Fund, $293,956.00 from the undesignated fund  
balance of the Health Fund, $708,172.00 from the undesignated fund  
balance of the Anti-Crime Sales Tax Fund, and making the necessary  
transfers within the General Fund, Health Fund, Anti-Crime Sales Tax Fund,  
and the County Improvement Fund to provide the Circuit Court, Family Court,  
and Family Court Facilities with their portion of the 2025 Recommended  
Budget.

AN ORDINANCE repealing subsections 7401.2., 7405.4., and 7406.5.,

at the next legislative meeting. He said there is a total of three applicants:

adopt Resolution #21902, recognizing the Housing and Community  
Development Department of Kansas City regarding their contributions to

COUNTY EXECUTIVE ORDERS  
I hereby make the following appointments and reappointments to the EITAS  
Board of Jackson County:  
Nick Pevato is appointed to fill a vacancy occasioned by the resignation of  
Jillian Raining Bird, for a term set to expire Dec 31, 2026. A copy of Mr.  
Pevato’s resume is attached.  
Deborah Prior is appointed to fill a vacancy occasioned by the term  
expiration of Tammy Kemp, for a term set to expire Dec 31, 2026. A copy of  
Ms. Prior’s resume is attached.  
Susan Borgmeyer is reappointed for a term set to expire Dec. 31, 2027.  
Edward Van Haele is reappointed for a term set to expire Dec. 31, 2027.  
Ben Kisner is reappointed for a term set to expire Dec. 31, 2027.  
DaRon McGee reminded the Administration of the County Legislature's  
previous request to include resumes for reappointments. He requested the  
additional resumes for reappointments mentioned in Executive Order 25-06.  
Caleb Clifford said his office would send the resumes by the end of day if  
they have them, otherwise, they will be sent as soon as possible.
