APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Megan L. Marshall, seconded by Jalen Anderson  
to approve the journal of the previous meeting held on September 12,  
2024. The motion passed by a voice vote.  
Resolutions #21726 and #21727 were adopted at this time. See pages 8  
and 9 for details.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Sylvya Stevenson, Chief Administrative Officer, said there were no  
communications. The County Executive was not present.  
Sean E. Smith, County Legislator, said there was an incident at the  
Historic Truman Courthouse. The greeter at the building asked for the  
taxpayer’s identification and he refused to show his ID. This incident was  
covered in the news, and the taxpayer was arrested by three sheriff  
deputies.  
Troy Schulte, County Administrator, said usually ID is not required. He will  
find out and report back to the County Legislature.  
Manuel Abarca IV, County Legislator, said he heard that due to lack of  
corrections officers, Jackson County is limiting the capacity of the county  
detention center to 725 from 800. He asked if this information was  
accurate. Troy Schulte said he is not aware of caps at the detention  
center, but he will inquire. He said the County has been successful in  
recruiting corrections officers due to the pay adjustment approved by the  
County Legislature in the 2023 and 2024 budgets.  
Manuel Abarca IV asked for information regarding starting salary and  
salary ranges for corrections officers.  
Mr. Abarca asked about the power outage at the Historic Truman  
Courthouse today. Troy Schulte said the power went out around 9 a.m.  
on the entire Independence Square. The power at county offices was fully  
restored by 11:15 a.m. so appointments will need to be rescheduled.  
Manuel Abarca IV asked if the Administration has any information about  
the water issue in Buckner, Sibley and Levasy. There seems to be a  
water flow issue from Buckner due to failing infrastructure. Mr. Schulte  
said he will make some phone calls to find out more information. He  
believes the water is supplied by a tri-county water district.  
Mr. Abarca asked about a recent overlay road project that the  
Administration denied due to the responsible bidder ordinance. Mr.  
Schulte said the vendor signed the affidavit and the County Legislature  
approved it at their meeting last Wednesday, September 11, 2024. It was  
a $3.1 million annual project. It was denied but then the vendor signed  
the affidavit and it was processed.  
Manuel Abarca IV asked about the processes for setting tax levies in  
Jackson County, Missouri.  
Troy Schulte said taxing entities were provided their 2024 assessed  
valuations at the end of August. The taxing entities have until the end of  
September to submit their levies to the County Clerk, she will submit  
them to the State Auditor’s office for certification. He said adjustments  
were made based on the number of BOE appeals that have been  
resolved. Jackson County did not provide any alternative guidance or  
direction based on the State Tax Commission legal proceedings.  
Discussion.  
Manuel Abarca IV said he received a letter from the Board of Equalization  
which was handwritten on crooked copied letterhead with the website and  
contact phone number cut off, completely unprofessional. Copies of the  
letter were given to legislators and administrative staff. Mr. Abarca called  
the phone number listed at the bottom of the letter and had the most  
unpleasant experience with a rude representative from the Assessment  
Department. She had no answers to his questions and then hung up on  
him, so he called back, and she continued to be rude. The way he was  
treated is unacceptable. The culture and environment from that  
department is so vile to constituents and is unacceptable. He asked the  
Administration to investigate this situation. Mr. Schulte said he will get  
with Mr. Abarca to obtain more information and immediately follow up on  
this matter.  
Manuel Abarca IV said he received a letter about the security breach that  
occurred in April in Jackson County, Missouri and personal data being  
shared. He has received emails from Arctic Wolf for training. He asked  
that the Administration explain the letter in detail with all employees so  
they can understand what information was compromised during the  
cyber-attack.  
Sean E. Smith said there have been several reports of data stored in the  
Tyler Technologies system that has disappeared. He asked what is being  
done from a quality control perspective. He asked if Jackson County will  
continue the contract with Tyler Technologies. He asked if there is an  
independent entity, outside the Assessment Department and BOE, to  
address concerns as to whether or not the software is operating properly.  
Mr. Schulte said he was not aware that data was lost. He thinks hiring a  
third-party quality review on the data component is a good idea. Mr.  
Smith said perhaps it could be done internally by our IT Department. Mr.  
Schulte said he will check.  
Manuel Abarca IV said he intentionally filed his appeal on the last day to  
test the process. He has received emails, phone calls and a few letters  
regarding his appeal. He said there is inconsistency on how Jackson  
County is communicating with taxpayers. He suggested sticking with  
mailing out notices, so it reaches everyone. He suggested they look at  
the quality of communications to constituents/taxpayers.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
Manuel Abarca IV moved to use Rule 21 of the Rules of the County  
Legislature to move Ordinance #5865 out of the Rules Committee to the  
Legislature As A Whole. The motion passed by a roll call vote:

required by section 1139., Jackson County Code, 1984, relating to the  
transfer of ownership of the Sheriff’s Office’s K-9 unit dog, Racker, to dog  
handler and companion Deputy Brad Norton. The motion passed by a roll

hold Resolution #21641, authorizing the County Executive or the  
Chairman of the Legislature to sell the County-owned property located at  
1300 Washington Street, Kansas City, MO 64105 via the competitive

Manuel Abarca IV acknowledged that September 15th marked the  
beginning of Hispanic Heritage month. He will be bringing forth  
opportunities to recognize different organizations, entities and events  
within the Hispanic community over the next 30 days. He welcomes  
colleagues and others to share in the festivities and celebrations as well.
