A motion was made by Megan L. Marshall, seconded by Venessa Huskey to  
approve the journal of the previous meeting held on August 22, 2024. The  
motion passed by a voice vote.

HEARINGS  
Dan Wehmuller, JCDC Partners, LLC, and Jeff Jenkins, J.E. Dunn, were  
present to give an update on the Detention Center Project. Mr. Wehmuller  
said the project is on schedule and on budget with a completion date of  
December 16, 2025. A copy of the JCDC Partners report is available under  
the Meeting Details for the August 26, 2024, Legislative Meeting located at

Discussion regarding compliance and restitution payrolls. Mr. Jenkins said  
his team will reply to the questions within two weeks.  
Manuel Abarca IV, County Legislator, suggested holding Ordinance #5875  
until the issues are resolved.  
Mr. Wehmuller explained the procurement process using term and supply  
contractors. Mr. Abarca asked how the materials from term and supply  
contractors will be installed. Mr. Jenkins responded.  
Jalen Anderson, County Legislator, asked Mr. Jenkins to provide answers to  
the County Legislature to all the questions in one week. Mr. Jenkins said his  
team agreed on 2 weeks.

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
The County Executive was not present. Sylvya Stevenson, Chief  
Administrative Officer, said in response to Congressman Cleaver's  
concerns of property deed fraud in Jackson County, the County Executive's  
office with support from the Recorder of Deeds office will launch the New  
Property Deed Fraud Alert Program. There will be a press conference with  
Congressman Cleaver and the County Executive for the launch on Thursday,  
August 29, 2024 at 10 a.m. at 1300 Washington in Kansas City, Missouri.  
Discussion regarding the ARPA Plan for Jackson County, Missouri.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
A motion was made by Manuel Abarca IV, seconded by Venessa Huskey, to  
perfect Ordinance #5861, submitting to the qualified voters of Jackson  
County, Missouri, at a General Election to be held on November 5, 2024, a  
question authorizing Jackson County to impose a countywide capital  
improvement sales tax of one-fourths of one percent for a period of twenty  
years for the purpose of retaining the Kansas City Chiefs sports team in  
Jackson County, Missouri.. The motion failed by a roll call vote:

Kansas City, MO, for the construction of the new Jackson County Detention  
Center to cover Component Packages 3 and 4 related to the final design,

I hereby make the following appointment to the Jackson County Board of  
Equalization:  
Earnest J. Rouse is appointed to fill the vacancy occasioned by the  
resignation of Lauren Allen, for a term set to expire December 31, 2025. A  
copy of Mr. Rouse’s resume is attached.

UNFINISHED BUSINESS

NEW BUSINESS  
Donna Peyton, County Legislator, said she would like clarity regarding a  
decision made by Chairman Lauer despite recommendations by the County  
Counselor and the Clerk of the County Legislature. She referenced Rule 9F  
of the Rules of the Legislature and the Sunshine Law. She said she does not  
believe the Chairman had the authority to cancel the Housing &  
Homelessness Committee meeting scheduled for today and she is  
disappointed the Chairman did not take the advice of legal counsel.  
Manuel Abarca IV asked if the County Legislature has ever had a  
parliamentarian. Bryan Covinsky, County Counselor, responded no. Mr.  
Abarca recommended hiring a parliamentarian. Mr. Covinsky agreed.  
Jeanie Lauer said they will agree to disagree. Donna Peyton responded  
that this issue needs to be resolved and the rules should be followed.  
Discussion regarding Resolution #21617 (outside agencies).  
Jalen Anderson, County Legislator, said he appreciates the dedication of  
Chairman Lauer to the body and Jackson County government.  
Ms. Lauer said on November 25, 2024 several legislators will be attending  
the MAC Conference so the legislative meeting will be cancelled.

In observance of the Labor Day holiday, the County Legislature will not meet  
on Monday, September 2, 2024.
