APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Jalen Anderson, seconded by Sean E. Smith to  
approve the journal of the previous meeting held on July 16, 2024. The  
motion passed by a voice vote.  
Resolution # 21679 was adopted at this time. See page 7 for details.

HEARINGS  
Megan L. Marshall, County Legislator, opened interviews with applicants for  
the Sports Complex Authority. There were three applicants for nomination.  
She invited Carson Ross, Norbeto Ayala-Flores, and Theresa Cass Galvin  
to come forward and introduce themselves to the Legislature.  
Norbeto Ayala-Flores said he has been a resident of Kansas City since  
1996. He is a married father of four. He has worked with many local  
non-profit organizations. For the last few years, he has been working with  
FIFA soccer as the area prepares for the World Cup. He wants to make our  
community welcoming and more diverse. Mr. Ayala-Flores said his taxes  
are paid. He is affiliated with the Republican party. He is bilingual.  
Carson Ross said he is the former mayor of Blue Springs, Missouri. He  
served for 14 years as a state representative. He has spent 38 years in  
elected office, 45 years as an appointee to boards and commissions, and  
39 years in the corporate world, working for Hallmark cards. Mr. Ross said  
his mother taught him to get “book learning” and have common sense. He is  
affiliated with the Republican party. While he is a busy retiree, he is selective  
on what he now chooses to do with his time. He has a passion for veterans  
affairs.  
Theresa Cass Galvin said she is a 50-year resident of Kansas City. She  
raised her children here. She worked over 30 years in the construction  
industry, and she served on the Jackson County Legislature for 8 years,  
which gives her a unique perspective. She is honored to be on this panel  
with the other nominees. She is a Republican.  
A motion was made by DaRon McGee, seconded by Venessa Huskey, to  
accept by acclamation the nomination of this slate of candidates and insert  
their names in Resolution #21670. The motion passed by a roll call vote:

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, was not present. Caleb Clifford, Chief of  
Staff, said there was no report.  
PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE submitting to the qualified voters of Jackson County,  
Missouri, at a General Election to be held on November 5, 2024, a question  
authorizing Jackson County to impose a countywide capital improvement  
sales tax of one-eighth of one percent for a period of twenty-five years for the  
purpose of retaining the Kansas City Chiefs sports team in Jackson County,  
Missouri.  
(Finance and Audit Committee - 5th. Perfection)  
A motion was made by Manuel Abarca IV, seconded by Venessa Huskey, to  
move Ordinance #5860 from the Finance and Audit Committee to  
Legislature as a Whole.  
Whitney Miller, Chief Deputy County Counselor, said this motion will require  
five affirmative votes.  
Mr. Abarca said his goal is to facilitate a discussion on this Ordinance and  
Ordinance #5861, to determine the best actions to retain the Chiefs in  
Kansas City.  
Jalen Anderson, County Legislator, said his concern is that there have been  
no statements from the teams giving input on these two actions. He does not  
believe the wording of these ordinances addresses the issues that need to  
be resolved.  
Manuel Abarca IV said the owner of the Chiefs, Clark Hunt, made a  
statement that he hopes to get the best deal for the team.

retaining the Kansas City Chiefs sports team in Jackson County, Missouri.

A motion was made by Manuel Abarca IV, seconded by Venessa Huskey, to  
move Ordinance #5861 from the Finance and Audit Committee to  
Legislature as a Whole.  
The motion passed by a roll call vote:

general election to be held on November 5, 2024, a question to amend the  
Jackson County Charter, with an effective date.

A motion was made by Sean E. Smith, seconded by Manuel Abarca IV, to  
move Ordinance #5864 from the Finance and Audit Committee to  
Legislature as a Whole.  
Jalen Anderson said he fears the repercussions of having this issued vetted  
by a committee.  
Manuel Abarca IV said he concurs, but he believes obstruction is occurring  
as it relates to this action. He wants it moved out of committee for further  
discussion.  
Sean E. Smith, County Legislator, said there is a loss of confidence in  
County government, much of which comes from the assessment process.  
He thinks this Ordinance is an important step in restoring confidence in  
County government.  
The motion passed by a roll call vote:

A motion was made by Manuel Abarca IV, seconded by Sean E. Smith, to  
perfect Ordinance #5864.  
Jalen Anderson objected. He believes it is irresponsible to pass this without  
a discussion of this matter.  
Donna Peyton, County Legislator, said every time this ordinance has been  
heard in committee, it was held. There has been no opportunity for  
discussion.  
A motion was made by Jalen Anderson, seconded by Sean E. Smith, to  
hold Ordinance #5864 in Legislature as a Whole. The motion failed by a roll

Donna Peyton asked about the last time the Inter-Governmental Affairs  
Committee met. Megan L. Marshall said that record is on the County  
Legislature’s website. Manuel Abarca IV said March 25th was the last  
meeting of the Inter-Governmental Affairs Committee.

NEW BUSINESS  
Manuel Abarca IV invited Legislators and the public to the neighborhood  
violence public meeting on Thursday, July 25, 2024, at 6:30 p.m. at  
Macedonia Baptist Church, 1700 East Linwood Boulevard, Kansas City,  
MO 64109. This is to invite leaders in our neighborhoods to speak about the  
need in their communities regarding gun violence. Donna Peyton said they  
are hoping to build a strategy and make a difference for our community.
