APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING

A motion was made by Jalen Anderson, seconded by Donna Peyton to

approve the journal of the previous meeting held on July 01, 2024. The

motion passed by a voice vote.

HEARINGS

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE

Frank White, Jr., County Executive, was not present. Troy Schulte, County

Administrator, said there was no report.

Manuel Abarca IV, County Legislator, asked if anyone from the

Administration or Legislature was invited to meet with Governor Mike

Parson who is in town today. Troy Schulte said the County Executive is

meeting with the Governor this afternoon. He is not privy to who was invited

to attend that meeting.

Mr. Abarca asked about the deadline for the expenditure of American

Rescue Plan Act (ARPA) Funds. Mr. Schulte said the deadline is December

31, 2024, to have uncommitted ARPA funds encumbered on a contract. Any

monies left uncommitted at that point will have to be returned. Mr. Abarca

asked if there are any plans for proposals or RFPs. Mr. Schulte said the

Administration has solicited a construction manager of risk for a variety of

projects related to the downtown Kansas City Courthouse and potentially the

1300 Washington location. It is expected that ARPA funds would be used for

a portion of these projects, but any contract will require legislative approval.

Mr. Abarca asked for the total amount of ARPA funds that will be allocated

for those projects. Mr. Schulte said he doesn’t have a breakdown of how

much of that cost will be allocated to ARPA, but the projects total about

$36.4 million.

Mr. Abarca asked the County Counselor about the Attorney General’s trial

related to the Assessment process. Bryan Covinsky, County Counselor, said

the trial is still ongoing. They will not have a report for a closed meeting until

the trial concludes.

AN ORDINANCE submitting to the qualified voters of Jackson County,

Missouri, at a General Election to be held on November 5, 2024, a question

authorizing Jackson County to impose a countywide capital improvement

sales tax of one-eighth of one percent for a period of twenty-five years for the

purpose of retaining the Kansas City Chiefs sports team in Jackson County,

Missouri.

AN ORDINANCE submitting to the qualified voters of Jackson County,

Missouri, at a General Election to be held on November 5, 2024, a question

Audit Committee to deal with agenda items assigned to the committee.

Megan L. Marshall, County Legislator and Chair of the Finance and Audit

Committee, said the committee will proceed with meetings per the rules of

the committee. She said if Legislator Peyton had anything she would like to

offer in regard to these ordinances, she is happy to have that conversation.

balance of the 2024 Grant Fund in acceptance of the Violence Against

Women Act Grant awarded by the Missouri Department of Public Safety to

the Prosecuting Attorney’s Office for a program focused on prevention and

prosecution of sexual assaults.

AN ORDINANCE appropriating $3,532.00 from the undesignated fund

balance of the 2024 General Fund in acceptance of the Sheriff’s Office’s

DWI/Traffic Safety Unit Salary Grant awarded by the Missouri Department of

Transportation, Highway Safety and Traffic Division, and authorizing the

County Executive to execute a contract for the acceptance and expenditure

of grant funds.

A RESOLUTION awarding a contract for the three-year-lease of eight

wide-area mowers for use by the Parks + Rec Department to Van Wall

Equipment, of Lenexa, KS, under the terms and conditions of Sourcewell

Grounds Maintenance Contract No. 031121-DAC, an existing, competitively

bid government contract, at an actual cost to the County in the amount of

$163,416.00.

options to extend for the furnishing of fleet and heavy vehicle tires, tubes,

and related services for use by various County departments to Goodyear

government contract.

Nominating candidates for appointment to the Jackson County Sports

Complex Authority, for a term to expire July 15, 2029.

(Assigned to the Legislature As A Whole.)

Jeanie Lauer asked Mary Jo Spino, Clerk of the Legislature, to explain the

process for nominating candidates to the Sports Complex Authority. Ms.

Spino said anyone interested in applying for consideration to be nominated

should complete the application available at jacksongov.org/clerk. A timeline

of the process is also available online. Applicants should submit their

application with their resume by July 18, 2024. Nominations and interviews

will take place at the July 22, 2024, legislative meeting.

NEW BUSINESS

Manuel Abarca IV asked if any Legislators were invited to the meeting with

the Governor. Jeanie Lauer said it appears no legislators were invited.

Jeanie Lauer said she will be moving the budget process earlier this year to

provide additional time for review and approval of the budget.

adjourn the meeting. The motion passed by a voice vote.
