APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Sean E. Smith, seconded by Megan L. Marshall to  
approve the journal of the previous meeting held on March 04, 2024. The  
motion passed by a voice vote.

HEARINGS  
Jeanie Lauer, County Legislator, opened the public hearing from the  
Crossroads District community members regarding the Royals Stadium  
location. Ms. Lauer stated the ground rules for the public hearing.  
Business owners and residents of the Crossroads community will be  
allowed to present first, then remaining time will be allowed for residents  
and people to speak who reside outside the area where the proposed  
Royals Stadium is to be located. Each speaker will be allotted two  
minutes. Speakers are requested to not repeat previous testimony.  
People in attendance are invited to raise their hand when they agree with  
a point made by a speaker. People are admonished to not clap or  
otherwise disrupt the proceedings. Donna Peyton, County Legislator,  
asked for clarification if this public testimony is only related to the location  
of a baseball stadium in the Crossroads District, not for or against the tax  
itself. Jeanie Lauer said, that is correct. This hearing is to focus on the  
site location.  
Those who spoke in opposition to the stadium location in the Crossroads  
District cited such issues as:

Established businesses and homeowners will be forced out.  
Concerns about businesses being displaced and adequate  
compensation.  
·

·
The highway infrastructure is not prepared to handle the traffic.  
Lack of adequate parking.  
Public safety and crime  
Lack of transparency regarding plans and dissatisfaction with  
learning about the location through a press conference.  
Concerns about losing the Crossroads Art District culture.  
Financial costs to businesses located just outside the building  
impact zone.

Uncertainty about the Community Benefits Agreement.  
Concerns about assistance in relocating established businesses  
and impact on music and art events in the district.  
Concerns about removing a section of Oak Street.

Those who spoke in support of the stadium location in the Crossroads  
neighborhood cited:  
·
·
Opportunity for economic development downtown.  
Opportunity for high paying union jobs with the construction of the  
stadium.  
·
·
Opportunity for job creation at the site.  
Opportunity for Chiefs and Royals to commit to Kansas City for the  
next 40 years. This will keep the momentum going from other great  
events in Kansas City (Super Bowl, airport, streetcar, NFL draft,  
FIFA, and KC Current).  
·
·
Benefits to businesses located in the area, particularly those Latino  
people in the Westside.  
Chance for stadium visitors to choose their own parking without  
the confines of a stadium parking lot. Visitors can walk, ride the  
streetcar, or locate various parking lots at different price ranges.  
The parking issue is the same as T-Mobile Arena, which has  
worked out successfully.

A downtown stadium will be the next great step in revitalizing the  
area to make Kansas City a destination for visitors and locals. This  
is a great opportunity for Kansas City.

·
Opportunity for the community to have a share of the Community  
Benefits Package.  
Other metropolitan areas throughout the country have seen  
downtowns revitalized with additional character and development  
through downtown baseball parks.

Opportunity to expand affordable housing in the area.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Authorizing the County Executive to execute an Intergovernmental  
Agreement with the Mid-America Regional Council Solid Waste  
Management District to provide access to the regional household  
hazardous waste centers for the residents of the unincorporated areas of  
Jackson County, at an actual cost to the County in the amount of  
$26,795.00.

Expressing the intent of the Legislature to direct the Chief Lobbyist to  
advocate to the Missouri General Assembly in support of House Joint

Awarding a contract for the furnishing of greens landscape equipment for

government contract, at an actual cost to the County in the amount of  
$807,408.36, and declaring certain existing equipment as surplus
