APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Jalen Anderson, seconded by Venessa Huskey to  
approve the journal of the previous meeting held on December 18, 2023.  
The motion passed by a voice vote.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, was not present.  
Caleb Clifford, Chief of Staff, said there was no report from the County  
Executive.  
Manuel Abarca IV, County Legislator, asked if the Administration has a  
response regarding the Missouri Attorney General’s lawsuit or any plans to  
give taxpayers relief. Troy Schulte, County Administrator, said the Board of  
Equalization took two weeks off for the holidays. They will begin hearings  
again after the first of the year. Taxpayers may pay under protest, but the  
Administration recommends that taxpayers pay the tax bill, and if they are  
due a refund, the process to issue is quicker than if the taxpayer pays under  
protest. The lawsuits will need to work through the legal process. Manuel  
Abarca IV said he has concerns about the grave impact on citizens. Caleb  
Clifford said he will pass along those concerns to the County Executive.  
Donna Peyton, County Legislator, asked about the payment under protest  
process. Troy Schulte said all taxpayers have the right to pay under protest  
or appeal to the State Tax Commission (STC). If an appeal is filed and not  
yet resolved, it is easier to issue a refund if the payment is not “under  
protest”. Taxpayers may file an appeal to the STC if they believe they did not  
receive a timely notice or if they disagree with the BOE decision. If the  
County is able to verify that notice was received timely, the STC may  
invalidate the appeal if the taxpayer did not first appeal to the BOE.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE submitting to the qualified voters of Jackson County,  
Missouri, at a special election to be held on April 2, 2024, a question  
authorizing Jackson County to impose a countywide sales tax of  
three-eighths of one percent for a period of forty years for the purpose of  
retaining the Kansas City Royals and Kansas City Chiefs sports teams in  
Jackson County, Missouri

AN ORDINANCE repealing sections 9103. and 9104., Jackson County  
Code, 1984, relating to the Board of Equalization, and enacting, in lieu  
thereof, two new sections relating to the same subject, with an effective date.

AN ORDINANCE appropriating $22,000,000.00 from the undesignated fund  
balance of the General Fund and authorizing the construction of a new  
Health Sciences building for use by University Health.

FINAL PASSAGE OF PROPOSED ORDINANCES  
A motion was made by Sean E. Smith, seconded by Venessa Huskey, to  
adopt Ordinance #5815, to adopt the annual budget and set forth  
appropriations for the various spending agencies and the principal  
subdivisions thereof, for the fiscal year ending December 31, 2024. The  
motion passed by a roll call vote:

Donna Peyton said she has concerns that this budget does not address the  
expenditure of American Rescue Plan Act funds. She hopes this can be  
resolved quickly.

CONSENT AGENDA  
A RESOLUTION awarding a thirty-six-month term and supply contract for the  
furnishing of on-line legal publications and legal research services for use by  
various County departments to Thomson Reuters/West Publishing  
Corporation of Eagan, MN, as a sole source purchase.

Resolution #21506 was moved to the Consent Agenda for adoption.
