A motion was made by Manuel Abarca IV, seconded by Jalen Anderson to  
approve the journal of the previous meeting held on September 11, 2023.  
The motion passed by a voice vote.

HEARINGS  
Dr. Kimberly Beatty, Chancellor and CEO of the Metropolitan Community  
Colleges, and Dr. Kathrine Swanson, President of MCC-Longview  
Campus, gave a presentation regarding updates to facilities and programs  
at the Community Colleges. A copy of Dr. Beatty\rquote s presentation is  
available under the Meeting Details for the September 18, 2023  
Legislative Meeting located at:

DaRon McGee, County Legislator, said he appreciates the information.  
MCC is constantly doing innovative programming throughout the County.  
Mr. McGee and Megan L. Marshall, County Legislator, recently had an  
opportunity to tour some of these new facilities during the partnership with  
the Community College for assessment information meetings.  
Manuel Abarca IV, County Legislator, asked about ways the Legislature  
can support the work of the Community Colleges. Dr. Beatty said she  
knows the Legislature is passionate about building capacity in these  
programs and that can be accomplished with up scaling and partnerships,  
as with the Advanced Technical Skills Institute. They welcome any  
additional American Rescue Plan Act Funds (ARPA) that could be used  
for workforce development. Dr. Beatty previously met with Mr. Abarca  
about speaking to the Community College\rquote s men of color. She  
invited the Legislators to visit the new facilities at the Community  
Colleges. DaRon McGee asked when the new Automotive Institute will  
open. Dr. Swanson said they will break ground in the spring of 2024 and  
hope to open in the fall of 2025.  
Donna Peyton, County Legislator, said she appreciates the focus on  
workforce and the preparation of young people with new skills to prepare  
them for high paying jobs.  
Sean E. Smith, County Legislator, asked about the Community Colleges  
medical program. Dr. Beatty said the Community Colleges have a Health  
Sciences Institute at 35th and Broadway with 18 degree programs  
including nursing, occupational therapy, and surgical technology. They  
have also received approval from the State of Missouri for a respiratory  
care bachelor's degree program because there are no four-year programs  
in our area. There is a high need for these medical programs.  
Manual Abarca IV asked Sylvya Stevenson, Chief Administrative Officer,  
about previous partnerships with the Community Colleges. Dr. Beatty said  
MCC offers corporate training and customized programs in partnership  
with many area corporations and organizations.

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
The County Executive was not present. There was no report.  
Manual Abarca asked about the lawsuits filed against the County. Bryan  
Covinsky, County Counselor, said this needs to be discussed in closed  
session.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE appropriating $5,597,855.00 from the undesignated fund  
balance of the 2023 County Improvement Fund and awarding a contract for  
construction services for exterior improvements to the Jackson County  
Courthouse to Gunter Construction Co., of Kansas City, KS, under the terms  
and conditions of Invitation to Bid No. 23-037.

adopt Resolution #21390, awarding a contract for the furnishing of a Dodge  
Durango Pursuit AWD SUV for use by the Sheriff’s Office to Lou Fusz Motor  
Company of St. Louis, MO, under the terms and conditions of State of  
Missouri Contract No. CC222374009, an existing competitively bid  
government contract, at an actual cost to the County in the total amount of  
$40,599.00. The motion failed by a roll call vote:

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Authorizing the County Executive to execute a twelve-month Lease with  
Crane Brewing Company, LLC, of Raytown, MO, for certain County property  
in the Rock Island Rail Corridor located adjacent to 6515 Railroad Street,  
Raytown, MO, 64133, for an annual rental fee payable to the County in the  
amount of $3,000.00.  
(Assigned to the Land Use Committee.)  
Authorizing the County Executive to execute an Extension to the  
Cooperative Agreement with ArtsKC for the development of an arts  
strategic plan for Jackson County, at a cost to the County not to exceed  
$250,000.00.
