COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
The County Executive was not present. Sylvya Stevenson, Chief  
Administrative Officer said there was no report from the County  
Executive’s Office.  
Manuel Abarca IV, County Legislator, asked for an update on the request  
for information from the Missouri Auditor. Troy Schulte, County  
Administrator, said information was emailed to the Auditor’s Office on  
Friday.  
DaRon McGee said at last week's legislative meeting he asked the  
Administration to send a copy of their response to all members of the  
County Legislature but they did not receive anything. Mr. Schulte said he  
will get a copy of that information to the County Legislature.  
Mr. Abarca asked about news reports regarding the recurring value of  
$356,270.00 within the assessment data from Tyler Technologies. Mr.  
Schulte said he is not aware of this value being classified as a mistake,  
but he is happy to invite Tyler Technologies to explain how they came up  
with the number. Mr. Abarca asked for an update on his data request  
regarding changes in values. Mr. Schulte said the Assessment  
Department is still working on that request. They hope to have more  
information soon.  
Mr. Abarca asked about late appeals being extended to September 7th to  
the Board of Equalization. Mr. Schulte said there have been a few  
hardship appeals related to a person in the hospital and another  
deployed overseas with the military. Any requests for late appeals will  
need to be voted on by the BOE. These two examples would be  
considered legitimate reasons to ask for a late appeal.

contract no. 191902, an existing government contract.

relating to a property tax credit to eligible taxpayers within Jackson

E-911 System Fund and authorizing the Director of Finance and  
Purchasing to issue a check in the amount of $1,522,694.00 for the  
replacement of the KCPD Unified Computing System to the Kansas City  
Missouri Police Department. The motion passed by a roll call vote:

Sean E. Smith, County Legislator, said he supports this resolution, but  
requests that the Administration ask the City of Kansas City to reimburse  
the 911 Fund for 50 percent of this grant. Jeanie Lauer, County  
Legislator, said that funding for 911 comes from the state and the county.  
A 911 task force, made up of local first responders and representatives  
from the Mid-America Regional Council, discussed setting guidelines for  
area cities’ requests from the 911 Fund.  
Manuel Abarca IV asked why Chief Stacey Graves with Kansas City  
Police Department (KCPD) or Darryl Forte, Jackson County Sheriff were  
not invited. Charlie Franklin said KCPD turned down the invitation. Jeanie  
Lauer said the Sheriff turned down the invitation. Derek McCollum,  
Deputy Chief with KCPD said neither he nor Chief Graves received an  
invitation. In addition, he said his chiefs are represented on the MARC  
Board and had no knowledge of the task force.  
Jeanie Lauer said the recommended practice is to ask area jurisdictions  
to provide a 50 percent match for requests for 911 funding from the  
County. This legislative action has not yet been drafted and is not  
currently in place. This specific request from KCPD is not affected by this  
proposed policy.

CONSENT AGENDA  
A RESOLUTION transferring $500,000.00 within the 2023 Anti-Crime  
Sales Tax Fund for the furnishing of outpatient substance abuse  
treatment for use by the 16th Circuit Court of Jackson County.

A RESOLUTION awarding a contract to Shawnee F LLC d/b/a Shawnee  
Mission Ford, of Shawnee, KS for the furnishing of two 2024 Ford Transit  
T-350 cargo vans, for use by the Detention Center, under the terms and  
conditions for State of Missouri Contract No. CC231422005, an existing  
competitively bid government contract at a total cost to the County in the  
amount of $111,544.00.

competitively bid government contract, at an actual cost to the County in  
the amount of $57,029.55.
