A motion was made by Jeanie Lauer, seconded by Manuel Abarca IV to  
approve the journal of the previous meeting held on June 05, 2023. The

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
No report from the County Executive.  
Sean E. Smith, County Legislator, asked the County Executive’s staff  
about the status of notices to taxpayers regarding their reassessment and  
property values. Many taxpayers have expressed concerns about not yet  
receiving their values and whether they will have adequate time to appeal.  
Maureen Monaghan, Deputy Director of Assessment, said the  
Assessment Department is having technical issues with out of date  
technology timing out. Staff are getting values loaded as soon as possible.  
The department has printed and sent out notices in house. The  
department has until June 15, 2023, to get those value to taxpayers.  
Taxpayers have until July 10, 2023, to appeal to the Board of Equalization.  
Jeanie Lauer, County Legislator, said she understands values are  
supposed to be online, but that system has not worked consistently. Ms.  
Monaghan said the values are in the parcel viewer, but that system is  
getting hit hard and is having performance issues. They are working with  
Information Technology to improve performance issues. Sean E. Smith  
asked if taxpayers could get their value by filing an appeal and reserving a  
spot. Ms. Monaghan said they can do that and may schedule a zoom  
meeting or an in person appeal at the 1300 Washington office. Ms.  
Monaghan said there are about 4,000 properties remaining to have values  
reviewed. Jalen Anderson, County Legislator, said if the County does not  
meet the June 15 deadline, will the values revert to the previous amount.  
Ms. Monaghan said the values will not reverse back to previous values.  
Taxpayers have the option to file a State Tax Commission appeal until  
December 31, 2023. The notices are in the mail and most homeowners  
should receive them by the June 15, 2023, deadline. If a taxpayer  
appeals, their appeal will be heard.  
Manuel Abarca IV, County Legislator, asked for improved  
communications as well as data related to the high and low percentage  
increase by zip code. Ms. Monaghan said there are some properties  
losing value and properties with new construction with a large percentage  
change. Sean E. Smith said the tax levy rates are restricted by the  
Hancock Amendment. So, even if a property value doubles, that does not  
mean the taxes will double, Ms. Monaghan said that is correct. Hancock  
limits increases to five percent. Staff are working 8 a.m. to 6 p.m. Megan L.  
Marshall, County Legislator, asked for data showing what areas of the  
County are experiencing the greatest impact in value increase. Ms.  
Monaghan said she would consult with the GIS department for that data.

execute an agreement with the University of Missouri - Kansas City (UMKC)  
for the purpose of continuing the Our Healthy Eastside - KC/Jackson County  
program for COVID-19 vaccination and minority health outreach for the  
calendar years 2023 and 2024, at a cost to the County not to exceed

AN ORDINANCE appropriating $3,500,000.00 from the undesignated fund  
balance of the 2023 American Rescue Plan Fund to support the COVID-19  
recovery efforts of the Jackson County Health Department and supporting  
public health infrastructure for the 2023 fiscal year.

COUNTY EXECUTIVE ORDERS  
Pursuant to section 706.1, Jackson County Code, 1984, I hereby  
promulgate the following amendment to Rule 8 of the Jackson County  
Personnel Rules for Jackson County associates. This amendment shall be  
effective immediately.  
Rule 8 is amended to and add a new subsection 8.9, to reads as follows:  
Section 8.9 Bilingual Services Stipend.  
A. An Appointing Authority may pay an employee Bilingual Services  
Stipend if the following conditions have been met:  
1. The employee’s Appointing Authority has determined that the  
employee’s position requires that the employee use bilingual skills regularly  
to perform the employee’s work; and  
2. The employee demonstrates proficiency in the second language,  
according to standards established by the Director of Human Resources.  
B. When an employee changes positions and bilingual skills are not a  
requirement of the new position, or the employee no longer uses bilingual  
skills regularly, the Bilingual Services Stipend shall cease.  
C. The stipend amount shall be the same for all employees. The stipend  
amount shall be determined annually by the Director of Human Resources  
as part of the County’s annual budget process and shall not be less than  
$2.00 per hour.

Sheriff Darryl Forté requested the Legislature be aware of questions asked  
during public hearings to ensure criminal investigations are not jeopardized  
by exposing too much information about the department’s practices.  
Charlie Franklin, County Legislator, announced there will be a public hearing  
on several zoning ordinances on June 26, 2023, at 1:00 p.m.  
Jeanie Lauer announced that a human trafficking event geared toward  
firefighters and EMS workers is planned for the fall.
