APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Jeanie Lauer, seconded by Manuel Abarca IV to  
approve the journal of the previous meeting held on May 15, 2023. The  
motion passed by a voice vote.

HEARINGS  
A public hearing was held on Ordinance #5744 regarding the Rock Island  
Capital Project Fund and improvements to Chipman Road and the  
associated Rock Island Trail pedestrian bridge. DaRon McGee, County  
Legislator, opened the public hearing. There were no public comments.  
DaRon McGee closed the public hearing.  
Matt Davis, Senior Planner and Program Manager for the Rock Island  
Corridor, addressed questions regarding the long-term use of the Rock  
Island Corridor as a transit corridor. The County has partnered with the  
KCATA on the development of the trail. Mr. Davis stated that it is unlikely  
that the KCATA will convert the portion of the trail south of I-470 as a  
transit corridor. Ordinance #5744 was adopted at this time. See page 3  
for details.  
Resolution #21290 was presented at this time. See page 6 for details.  
Fred Dreiling, Cara Hoover, Noel Torpey, and Rodney Bland from Fred  
Dreiling, LLC, were present to give an update on the legislative session.  
Mr. Dreiling said this was among the least functional sessions in his  
experience. Few bills were passed, mostly due to dysfunction in the state  
senate. Key measures related to the south Kansas City landfill and  
property tax issues did not pass. Funding for an expansion to the I-70  
corridor, $50 million for the 2026 World Cup in Kansas City, Blair’s Law  
relating to celebratory gunfire, and funding for a psychiatric hospital in  
Kansas City passed and will now go to the governor for his signature.  
DaRon McGee asked about the funds for the World Cup. Manuel Abarca  
IV, County Legislator, said these funds were assigned to an oversight  
committee, KC2026, led by a board made up of Karen Daniel, Neal  
Sharma, Jake Reid, Kathy Nelson, Esther George, Mayra Aguirre, David  
Johnston, Mike Kelly, Matt Kenny, Angie Long, Brian Platt, Joe Reardon,  
Senator John Rizzo, Jim Rowland, Morgan Said, Senator Dinah Sykes,  
and Frank White Jr.

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
No report per Sylvya Stevenson, Chief Administrative Officer.  
Manuel Abarca IV asked Troy Schulte, County Administrator, for a status  
update on the Historic Truman Courthouse. Mr. Schulte said the building  
was closed to the public Thursday and Friday last week so the contractor  
could remove concrete and pipes. The project is now on a 60-day window  
for completion.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE appropriating $3,500,000.00 from the undesignated  
fund balance of the 2023 American Rescue Plan Fund to support the  
COVID-19 recovery efforts of the Jackson County Health Department and  
supporting public health infrastructure for the 2023 fiscal year.

AN ORDINANCE appropriating $5,000,000.00 from the undesignated  
fund balance of the 2023 American Rescue Plan Fund and authorizing  
the County Executive to execute an agreement with the University of  
Missouri - Kansas City (UMKC) for the purpose of continuing the Our  
Healthy Eastside - KC program for COVID-19 vaccination and minority  
health outreach for the calendar years 2023 and 2024, at a cost to the  
County not to exceed $5,000,000.00.

Jalen Anderson objected to the Consent Agenda.  
A motion was made by Manuel Abarca IV, seconded by Megan L.  
Marshall to perfect Ordinance #5747. The motion passed by a voice vote.

Jeanie Lauer, County Legislator, asked about the timing of this tax  
measure when the County and taxpayers are dealing with reassessment  
issues. DaRon McGee said the desire is to have this on the August ballot.  
The City of Kansas City will have a ballot issue then as well, which will  
offset some of the County’s costs. This will allow the voters to decide.  
Troy Schulte said the cost of an election could be about $1 million.  
A motion was made by Manuel Abarca IV, seconded by Megan L.  
Marshall, to adopt Ordinance #5747 submitting to the qualified voters of  
Jackson County, Missouri, at a special election to be held on August 8,  
2023, a question authorizing Jackson County to impose a local use tax at  
the rate authorized by law. The motion passed by a roll call vote:

the 2023 Rock Island Capital Project Fund, and authorizing the County  
Executive to execute a Second Amendment to the Cooperative  
Agreement with the City of Lee’s Summit, MO, for improvements to  
Chipman Road and the associated Rock Island Trail pedestrian bridge, at  
an actual cost to the County in the amount of $395,875.00. The motion

2023 Grant Fund, and authorizing the County Executive to execute a  
Subaward Agreement with the Missouri Department of Public Safety for  
the purpose of accepting an ARPA County Jail Maintenance and  
Improvement grant to improve the detention center.

A RESOLUTION awarding a twelve-month term and supply contract, with  
two twelve-month options to extend, for the furnishing of concessions ice  
cream for resale by the Parks + Rec Department to Kansas City Ice

A RESOLUTION authorizing the Director of Finance and Purchasing to  
issue a check in the amount of $15,000.00 to the National WWI Museum

and Veterans Day Celebrations, and half-price admission for other  
attendees at the events.
