A motion was made by Manuel Abarca IV, seconded by Venessa Huskey to  
approve the journal of the previous meeting held on May 05, 2023. The  
motion passed by a voice vote.

Resolution #21270 and #21271 were presented at this time. See page 7

DaRon McGee, County Legislator, opened the public hearing regarding  
Ordinance #5743. There were no comments. Mr. McGee closed the public  
hearing. Ordinance #5743 was adopted at this time. See page 5 for  
details.

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Manuel Abarca IV, County Legislator, asked for information regarding the  
property assessed valuation appeal process. DaRon McGee, County  
Legislator, said representatives from the Assessment Department will be  
available with information at next week’s legislative meeting.  
Troy Schulte, County Administrator, said the values are being mailed out  
across the County. Any value increases over 15 percent are entitled to an  
inspection as well as the appeals process. A three-step appeals process  
has been set up: 1. The taxpayer may meet with a real estate broker to  
discuss the value of the property. 2. The taxpayer may begin an informal  
appeal process with a review of the property by Tyler Technologies and  
Assessment Department personnel. 3. The taxpayer may appeal to the  
Board of Equalization (BOE). The BOE will begin hearings on July 15,  
2023, and will continue until the end of August. Taxpayers will also receive  
an impact statement by June 15, 2023, which will give notice to taxpayers  
of their anticipated tax liability. The average County-wide increase is 30  
percent. There are 100,000 properties with an increase of less than 15  
percent.  
Jalen Anderson, County Legislator, asked if taxpayers are required to go  
through the three-step process with Assessment or are they able to appeal  
directly to the BOE. Troy Schulte said taxpayers are not required to file an  
informal appeal. The informal appeals are intended to reduce the  
workload on the BOE. Taxpayers will not need to refile their information if  
they file an informal appeal. In the appeal process, taxpayers may present  
an appraisal, sales agreement, pictures, repair estimates, and any other  
information to support their appeal.  
Mr. Abarca asked if there are translators available to assist non-English  
speakers. Mr. Schulte said the call center has Spanish speakers  
available. He will follow up on other translator services provided to  
taxpayers.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
Finance and Audit Committee moved to perfect. Consent Agenda.  
AN ORDINANCE appropriating $3,500,000.00 from the undesignated fund  
balance of the 2023 American Rescue Plan Fund to support the COVID-19  
recovery efforts of the Jackson County Health Department and supporting  
public health infrastructure for the 2023 fiscal year.

A motion was made by Manuel Abarca IV, seconded by Donna Peyton to  
perfect Ordinance #5741. The motion passed by a voice vote.

adopt Ordinance #5741 imposing a countywide sales tax of three percent  
on all tangible personal property retail sales of adult use, non-medicinal

A RESOLUTION awarding a twelve-month term and supply contract, with  
one twelve-month option to extend, for the furnishing of vehicle rental  
services for use by various County departments to Enterprise Leasing  
Company of Kansas, LLC, of Merriam, KS, under the terms and conditions  
of Request for Proposals No. 23-007.

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
Transferring $161,466.00 within the 2023 General Fund, appropriating  
$322,932.00 from the undesignated fund balance of the 2023 Grant Fund,  
and authorizing the County Executive to execute a Subaward Agreement  
with the Missouri Department of Public Safety for the purpose of accepting  
an ARPA County Jail Maintenance and Improvement grant to improve the  
detention center.

Project Fund as a dedicated special revenue fund within the County’s  
financial system, transferring $22,000,000.00 within the 2023 General Fund,  
appropriating $99,017,979.00 from the Undesignated Fund Balance of the  
2023 New Detention Center Capital Project Fund, authorizing the County  
Executive to execute three contract amendments to the contract with J.E.  
Dunn-Axiom of Kansas City, MO, for the construction of the new Jackson  
County Detention Center to cover the guaranteed maximum price,  
Component 2 (Site Demolition, Site Development, and Earthwork), and  
Component 2a (Engineering, Detailing, Mockups, and Early Procurement)  
at an aggregate cost to the County not to exceed $99,017,979.00, and  
declaring the intent of the County to reimburse itself for this expense from

DaRon McGee said information was distributed regarding a new ad hoc  
committee, Housing and Homelessness with Donna Peyton as chair, Jalen  
Anderson as vice chair, and Jeanie Lauer and Manuel Abarca IV serving as  
members.  
Jalen Anderson announced that East High School will be hosting a Senior  
Festival Day on May 11, 2023. He encourages County officials to participate  
in this event.  
Mr. Anderson also announced that there will be a tour of Blue Summit at  
9:00 a.m. on May 20, 2023, followed by a community clean-up day at 10:00  
a.m.
