PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
A motion was made by Manuel Abarca IV, seconded by Venessa Huskey,  
to waive the reading of Ordinances #5739, #5740, and #5741. The  
motion passed by a voice vote.  
AN ORDINANCE appropriating $12,500.00 from the undesignated fund  
balance of the 2023 Recorder’s Fee Fund to cover increased rent costs  
for the County Records Center.

AN ORDINANCE appropriating $3,500,000.00 from the undesignated  
fund balance of the 2023 American Rescue Plan Fund to support the  
COVID-19 recovery efforts of the Jackson County Health Department and  
supporting public health infrastructure for the 2023 fiscal year.

RESOLUTIONS IN COMMITTEE  
A motion was made by Megan Marshall, seconded by Venessa Huskey,  
to waive the reading of Resolutions #21225, #21256, #21257, #21258,  
#21260 and #21262. The motion passed by a voice vote.  
A RESOLUTION recognizing the risk and negative impacts of  
overreliance on property taxes to fund critical governmental functions.

A RESOLUTION awarding a twelve-month term and supply contract, with  
one twelve-month option to extend, for the furnishing of vehicle rental  
services for use by various County departments to Enterprise Leasing  
Company of Kansas, LLC, of Merriam, KS, under the terms and  
conditions of Request for Proposals No. 23-007.

A RESOLUTION awarding a twelve-month term and supply contract, with  
two twelve-month options to extend, for the furnishing of steam HVAC  
parts for use by the Facilities Management Division of the Public Works  
Department to Spence Engineering/Control Products of Fenton, MO, as a  
sole source purchase.

A RESOLUTION awarding a contract for video closed captioning services  
for use by the Office of the Clerk of the County Legislature to Granicus of

A RESOLUTION authorizing the Sheriff to execute a State Plan of  
Operation and Application for Participation relating to the Missouri

A RESOLUTION authorizing the County Executive to execute a  
Community Assistance Program Agreement renewal with the Missouri

CONSENT AGENDA  
AN ORDINANCE accepting $430,593.00 as a reimbursement from the  
State of Missouri for certain costs of the 2022 general election and  
appropriating $50,000.00 from the undesignated fund balance of the  
2022 General Fund to be used for salary increases for the staff of the  
Jackson County Board of Election Commissioners.

AN ORDINANCE appropriating $82,500.00 from the undesignated fund  
balance of the 2023 Grant Fund, in acceptance of a grant received from  
the United States Office of National Drug Control Policy, High Intensity  
Drug Trafficking Area program, for use by the Jackson County Drug Task  
Force.

AN ORDINANCE appropriating $956.00 from the undesignated fund  
balance of the 2023 Grant Fund to reimburse the Sheriff’s Office for costs  
incurred to purchase preliminary breath test supplies for use by the  
Sheriff’s Office pursuant to a Missouri Department of Transportation  
Highway Safety and Traffic Division Statewide Impaired Driving grant.

AN ORDINANCE appropriating $17,955.00 from the undesignated fund  
balance of the 2023 Park Fund in acceptance of insurance proceeds for  
the repair of damage to a Parks + Rec Department vehicle and awarding  
a contract for repair of the vehicle to Drake Scruggs Equipment, Inc., of  
Springfield, IL, in the actual amount of $18,955.00.

NEW BUSINESS  
Jeanie Lauer, County Legislator, said her office has received numerous  
calls from taxpayers regarding their notice of assessed valuation. She  
asked if Chairman DaRon McGee could have Maureen Monaghan,  
Deputy Director of Assessment, and former attorney for the Missouri  
State Tax Commission, present information regarding the assessed  
valuation process. Mr. McGee said he would schedule it.  
Manuel Abarca IV, County Legislator, asked Troy Schulte, County  
Administrator, for an update on the collection of the marijuana tax. Mr.  
Schulte said the tax will begin to be collected in October 2023. The  
projections indicate the County may receive about $3 million in revenue.  
The Administration will have more information later this year.
