APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Jeanie Lauer, seconded by Venessa Huskey to  
approve the journal of the previous meeting held on February 14, 2023. The  
motion passed by a voice vote.

HEARINGS  
None.  
Resolution #21172 was adopted at this time. See page 6 for details.  
DaRon McGee, County Legislator, presented Resolution #21172, in honor  
of Officer James Muhlbauer to Kansas City Police Chief Stacey Graves,  
Major Ryan Mills, and Sgt. Carey Carlisle. Mr. McGee requested a  
moment of silence for the pedestrian who was killed in the accident along  
with Officer Muhlbauer and K-9 Officer Champ.

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
None.  
Daron McGee asked Troy Schulte, County Administrator, about the  
emergency declaration memorandum distributed to Legislators. Mr.  
Schulte said the emergency declaration allows the County to move forward  
with clearing trees from the site location for the new detention center.  
Under the requirements of the land disturbance permit from the City of  
Kansas City, the trees must be cleared by the end March. From April 1  
through October each year, the area around the Blue River is protected for  
the migration and habitat of an endangered brown bat species. Any delay  
beyond April 1 will cause the project to halt until after November 1. The  
budget process this year delayed the approval of the guaranteed  
maximum price (GMP) for the detention center project. The emergency  
declaration allows contractors to move forward with clearing the site without  
a formal bid process. This is at an estimated cost of $90,000. There may  
be some resale value that will reduce the cost.  
Jalen Anderson, County Legislator, asked about the 18-day delay between  
when the memo was prepared by Brian Gaddie, Director of Public Works,  
on February 2, 2023, and the filing with the County Clerk on February 20,  
2023. Mr. Schulte said the Administration was exploring all of its options to  
see if there was another way to accomplish the clearing without an  
emergency declaration. Mr. Anderson asked if the estimated cost of  
clearing the site is part of the GMP. Mr. Schulte agreed. This will be paid  
separately, but the GMP will be reduced by this amount.  
Jeanie Lauer, County Legislator, clarified that this emergency declaration  
does not approve the funds to pay this expense. It only allows the County  
Executive to bypass the bid requirements.  
Manuel Abarca IV, County Legislator, asked about the limits to  
declarations of emergencies. Jay Haden, Chief Deputy County Counselor,  
said there are no limits to emergency declarations. There is $25,000  
threshold for notice to the Legislature. The County Code has an exception  
to allow the Finance and Purchasing Director to award a contract without a  
bid when an emergency is declared by the County Executive. Mr. Abarca  
asked how Kissick was chosen. Mr. Schulte said they were chosen by JE  
Dunn as part of its procurement process. Kissick has sub-contractors that  
are minority partners. This will run through the third party WBE-MBE  
compliance process.  
Donna Peyton, County Legislator, asked where the brown bats will go. Mr.  
Schulte said because of the flood plain in the Blue River corridor, there  
are certain protections in the area. There are other trees within the County  
where the bats are welcome. Ms. Peyton asked about the maximum cost  
on this portion of the project. Mr. Schulte said the maximum in $90,000.  
Jalen Anderson asked about it being classified as an emergency  
procurement. Mr. Schulte said this part of the project is included as part of  
the scope within the GMP. Because of the delay in setting the GMP from  
November 2022, it became clear the Administration needed to move  
forward on this portion of the project to avoid delaying the entire project  
until November. Mr. Schulte said it was his decision to move forward on  
this part of the project.  
Jeanie Lauer asked if this part of the project is included in the GMP. Mr.  
Schulte said the GMP includes site preparation plus the design and  
construction of the project. Ms. Lauer asked about the original price for the  
development of the land portion of the GMP. Mr. Schulte said he will  
locate that number and provide it to Ms. Lauer. This cost is included as  
part of the overall GMP of the project.

Expressing the opposition of the Legislature to a proposed landfill in the  
southeastern portion of the City of Kansas City, Missouri, near the city limits  
of the City of Lee’s Summit, Missouri.

CONSENT AGENDA  
AN ORDINANCE authorizing the Director of Finance and Purchasing to  
execute Supplemental Agreement No. 2 to the Agreement with Anderson  
Engineering, Inc, of Kansas City, Missouri, to extend the project schedule to  
account for design delays associated with main water relocation as part of  
the Stoenner Road Bridge Replacement, Federal Project BRO-B048 (59),  
at no cost to the County.

twelve-month option to extend for the furnishing of special event equipment  
rental for use by various County departments to Electra Entertaining and

Awarding a twelve-month term and supply contract with one twelve-month  
option to extend, for the furnishing of building and grounds maintenance,  
repair, and operating supplies for use by various County departments to  
Lowe’s Home Centers of Mooresville, NC, under the terms and conditions of  
the State of Missouri Contract No. CC221120001, an existing  
competitively-bid government contract.

Authorizing an extension to the contract with TICO Productions of Kansas  
City, Missouri, for rebranding services for use by COMBAT staff at no  
additional cost to the County.

610.021(12) of the Revised Statutes of Missouri, and closing all records

school-based initiatives and purposes, at a cost to the County not to exceed  
$12,277,283.00.

NEW BUSINESS  
Jeanie Lauer recognized Angie Jeffries, Director of Communications, for  
her work organizing the Super Bowl Championship Parade.  
Ms. Lauer announced an upcoming seminar regarding human trafficking  
presented by Dan Nash, Missouri State Trooper, Human Trafficking Unit  
(retired). The seminar is free to the public. Lunch will be provided. Ms. Lauer  
said our area is a center for human trafficking because of the intersection of  
many thoroughfares in Kansas City. Ms. Lauer reported that 2,500 children  
are trafficked each day in our community. This seminar will educate the  
public about the signs to look for to help stop and prevent human trafficking.
