A motion was made by Jeanie Lauer, seconded by Jalen Anderson to  
approve the journal of the previous meeting held on January 17, 2023. The  
motion passed by a voice vote.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
DaRon McGee, County Legislator, asked for an update regarding the  
County’s phone system. Troy Schulte, County Administrator, said the  
phone system is under duress because of the high volume of calls related  
to the Assessment Department declaration forms. The new system is  
scheduled to be installed next week. Jeanie Lauer, County Legislator,  
said in addition to the phone system issues, constituents have notified her  
office of problems changing information on the declaration. Troy Schulte  
said they will add information to clarify the process for filers. Mr. Schulte  
requested that Legislators forward constituent emails to him and Gail  
McCann Beatty, County Assessor, for response.  
DaRon McGee asked if the Administration has established departmental  
liaisons for the Legislature. Mr. Schulte said that information will be  
distributed today. Manuel Abarca IV, County Legislator, asked about  
copies of the budget with December 31, 2022 actuals included. Mr.  
Schulte said that was given to Troy Thomas, Legislative Auditor, on  
Friday. Mr. Thomas said those will be distributed today. Mr. Abarca asked  
if this version of the budget book is available online. Mr. Schulte said they  
will get that uploaded.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE to adopt the annual budget and set forth appropriations for  
the various spending agencies and the principal subdivisions thereof, for the  
fiscal year ending December 31, 2023.

AN ORDINANCE setting the 2023 Jackson County, Missouri tentative tax  
levy.

A motion was made by Jalen Anderson, seconded by Jeanie Lauer, to  
substitute back to the original ballot language for Ordinance #5709  
submitting to the qualified voters of Jackson County, Missouri, at a special  
election to be held on April 4, 2023, a question authorizing Jackson County  
to impose a countywide sales tax of three percent on all tangible personal  
property retail sales of adult use, non-medicinal marijuana. The motion failed  
by a roll call vote:  
Yes: 4 - Jalen Anderson, Charlie Franklin, Jeanie Lauer and Sean Smith  
No: 5 -

AN ORDINANCE amending subsections 1503.2 and 1503.3, Jackson  
County Code, 1984, relating to the Employees’ Pension Plan.

A RESOLUTION authorizing the County Executive to execute a Program  
Agreement with the Missouri Department of Health and Senior Services for  
a tracking program for statistical reporting of opioid and violent deaths, for a  
fee payable to the County.

A RESOLUTION authorizing the County Executive to execute a permanent  
utility easement in favor of the Kansas City, Missouri Water Department  
across a portion of the Rock Island Corridor, for a fee payable to the County.

COUNTY EXECUTIVE ORDERS  
Pursuant to chapter 95 of the Jackson County Code, I hereby make the  
following appointment to the Jackson County Freedom Memorial Wall  
Commission:  
Venessa Huskey, Jackson County Legislator-2nd District, is appointed for a  
term to expire December 31, 2026. Ms. Huskey is appointed as Chair of the  
Commission. A copy of Ms. Huskey’s resume is attached.  
I hereby appoint Byron Craddolph to the Kansas City Area Transportation  
Authority, to fill the vacancy occasioned by the expiration of the term of  
David Bower for a term to expire December 31, 2026. A copy of Mr.  
Craddolph’s resume is attached.

UNFINISHED BUSINESS  
Caleb Clifford, Chief of Staff, asked if the Legislature would consider calling  
a legislative meeting on Tuesday, January 24, 2023, since Tuesday is the  
final deadline for submitting ballot language for the April 4, 2023 election.  
Mr. McGee said he would take it under advisement.
