Frank White, Jr., County Executive, said the Christmas in the Sky event is  
Wednesday, November 23, 2022. Festivities will begin at 5 p.m. This  
event will kick off Christmas in the Park held annually at Longview Lake  
Park.

CONSENT AGENDA  
AN ORDINANCE appropriating $3,771,941.00 from the undesignated fund  
balance of the 2022 County Improvement Fund and awarding a three-year  
contract for the furnishing of property tax collection software for use by the  
Collection Department to Aumentum Technologies of Niagara Falls, NY,  
under the terms and conditions of Request for Proposals No. 53-22, at an  
actual cost to the County in an amount not to exceed $4,456,590.00 for  
2022 and a total three-year cost not to exceed $6,287,464.00.

AN ORDINANCE appropriating $19,120.00 from the undesignated fund  
balance of the 2022 General Fund to reimburse the Sheriff’s Office for  
overtime costs incurred by the Sheriff’s Office, in their roles as first  
responders and emergency service providers for the residents of Jackson  
County relating to Heart Village Mobile Home Park relocations.

AN ORDINANCE appropriating $437,799.00 from the undesignated fund  
balance of the 2022 Health Fund and awarding a twelve-month contract with  
one twelve-month option to extend for the furnishing of mental health  
services to inmates of the Department of Corrections to Advanced  
Correctional Healthcare of Peoria, IL, under the terms and conditions of  
Request for Proposals No. 54-22, at an actual cost to the County in an  
amount not to exceed $437,799.00 for 2022 and a total one-year cost not to  
exceed $875,598.00.

A RESOLUTION authorizing the County Executive to execute a Cooperative  
Agreement with the University of Missouri - Kansas City, to allow for an  
allocation to the University of Missouri - Kansas City, to provide health  
services and aid vaccination efforts in east Kansas City, at an additional  
cost to the County not to exceed $5,000,000.00 through December 31,  
2024.

A RESOLUTION awarding a contract for the maintenance of software for  
use by the Office of the Clerk of the County Legislature to Granicus of St.  
Paul, MN, at an actual cost to the County in the amount of $38,898.00 for  
2023, as a sole source purchase.

A RESOLUTION transferring $4,600.00 within the 2022 Assessment Fund  
and awarding a twelve-month contract with one twelve-month option to

MI, as a sole source purchase, at an actual cost to the County not to exceed  
$124,600.00.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
A motion was made by Dan Tarwater III, seconded by Theresa Cass Galvin,  
to adopt Resolution #21097, authorizing the Jackson County Legislature to  
hold a closed meeting on Monday, November 21, 2022, for the purpose of  
conducting privileged and confidential communications between itself and  
the Jackson County Counselor under section 610.021(1) of the Revised  
Statutes of Missouri, and closing all records prepared for discussion at said  
meeting. The motion passed by a roll call vote:

an actual cost to the County in the amount of $35,634.00.

Miller in the case styled Teesha C. Miller v. Jackson County, Missouri, No.  
1816-CV28965, now pending in the Circuit Court of Jackson County,  
Missouri, for a total payment by the County of $125,000.00. The motion  
passed by a roll call vote:

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Brian Gaddie, Director of Public Works, presented information regarding  
the ongoing and planned projects for the Downtown Courthouse that are  
funded or will be funded in 2023. Mr. Gaddie said the County and Circuit  
Court have completed studies to identify areas of critical need within the  
Downtown Courthouse. The following projects are now underway: 1. A fire  
control and smoke notification system completed by Johnson Controls. The  
project is on schedule to be complete in 2023. 2. Division 1 renovation to  
make the former Division 50 courtroom ADA accessible and improve the  
support space with modern accommodations. This project is to be  
completed by Rand Construction. This project was substantially completed  
in July of 2022. 3. The jury room relocation and court human resources  
relocation to the first floor. Within the next couple of months, the legislature  
will have a contract before it to approve improvements to the south wing of  
the first floor for use by the circuit court. This is space currently occupied by  
the Finance Department. The project is in procurement phase. 4. The front  
steps ADA and beautification project. The Legislature will approve a  
contract for this project within the next few months. This project is to make  
the building fully code compliant with ADA requirements. A switchback ramp  
and lighting will be installed. It is estimated the project will take six months to  
complete. 5. The ground floor garage security separation project. This  
project will improve the security function of the south entrance. The current  
system is problematic.  
Tony Miller, County Legislator, asked about the changes to the south  
employee entrance. Mr. Gaddie said the space will likely not look different to  
the user, but safety and security will be enhanced.  
Ronald E. Finley, County Legislator, asked for an estimate of the total cost  
of these projects. Mr. Gaddie said most of these projects were funded in  
2022 or will be funded within the 2023 capital improvement budget. The fire  
notification project is about a $1.5 million project. The Division 1 project is  
about a $2.1 million project. The jury room relocation and court human  
resources relocation is under bid and is expected to be about a $4 million  
project. The Courthouse front steps project is about a $1.8 million project.  
The garage/ground floor is too early to be estimated but is expected to be  
about $1 to $2 million project. Ronald E. Finley asked what changes will be  
done to the front entrance. Mr. Gaddie said ADA requires two-thirds of the  
building needs to be accessible. The stairs will remain, but a switchback  
ramp will be installed.  
Charlie Franklin, County Legislator, asked for an estimate of when County  
associates will be moving to the 1300 Washington location. Mr. Gaddie said  
Public Works is still in the design phase for the new location. They are  
completing projects for information technology and HVAC systems. They  
expect moves to start in three to four months.  
Mr. Franklin asked about the Health Department building renovation. Mr.  
Gaddie said this project is in the demolition phase and expected to be  
complete in approximately six to seven months.  
Ronald E. Finley asked Troy Schulte, County Administrator, about the merit  
increases for the Recorder of Deeds Department. Mr. Schulte said all but  
two associates have received their merit increases. The last two were due in  
late November or early December. Those have been submitted to human  
resources for processing.

NEW BUSINESS  
Dan Tarwater III, County Legislator, asked the County Counselor’s Office  
about the Sheriff’s Office Pension Fund. The last discussion was regarding  
an opinion about changing the vesting from five to ten years. Jay Haden,  
Chief Deputy County Counselor, said he would follow up with the pension  
plan lawyer to check to see if this issue has been resolved.  
Jeanie Lauer, County Legislator, said on March 4, 2023, there will be a  
community awareness seminar at Kauffman Stadium about human  
trafficking. This will be a day long seminar free to the community.
