APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Dan Tarwater III, seconded by Theresa Cass Galvin  
to approve the journal of the previous meeting held on November 07, 2022.  
The motion passed by a voice vote.

HEARINGS  
Babette Macy, Communication Director, and Dan Wehmuller, Project  
Coordinator with JCDC Partners, LLC, and Jeff Jenkins, Project Director  
with JE Dunn-Axiom, provided an update on the Detention Center project.  
Ms. Macy said the project will be presented to the City of Kansas City,  
Missouri this week as part of its application for a special use permit. They  
anticipate the City to move the project forward to the City’s Board of Zoning  
Adjustment for consideration on December 13, 2022.  
Babette Macy and Troy Schulte, County Administrator, participated in a  
public outreach meeting with the Blue Valley Industrial Association.  
Members of the Blue Valley Neighborhood Association were also in  
attendance. JCDC is reviewing documentation provided by the JE  
Dunn-Axiom team as they prepare the GMP (guaranteed maximum price)  
for presentation to the Legislature. The Design Build team is required to  
provide drawings and specifications as part of the GMP final presentation.  
The JCDC role is to provide a comprehensive review of these drawings  
and representations.  
Ronald E. Finley, County Legislator, asked if there was a written report this  
month. Ms. Macy said there is not a written report. JCDC is working  
through the details waiting for the JE Dunn-Axiom team to present the final  
GMP. Mr. Finley asked if they had a recommendation regarding the City  
of Kansas City’s involvement in this project. Ms. Macy said they do not.  
JCDC has not been asked to provide a recommendation on the City’s  
involvement. Theresa Cass Galvin, County Legislator, asked JCDC to  
include a recommendation and opinion on what it would take to include the  
City in this project at their December hearing.  
Scott Burnett, County Legislator, asked about the number of people  
involved in the Blue Valley Industrial Association. Ms. Macy said there  
were about 40 people in attendance. Everyone provided positive  
feedback. Mr. Burnett asked if the Heart Mobile Village sign could be  
removed and replaced with a sign stating it is the future site for the  
Jackson County Detention Center.  
Theresa Cass Galvin asked the Administration if the Detention Center  
Steering Committee is being disbanded. Troy Schulte and Caleb Clifford,  
Chief of Staff, both said they are not aware of any efforts to disband the  
Steering Committee.  
Jalen Anderson, County Legislator, asked the JCDC team to stay focused  
on what has already been planned to move forward. Mr. Anderson said the  
focus still needs to be on getting a guaranteed maximum price. Until the  
City administration contacts the County administration, nothing will  
progress on this issue.  
Ronald E. Finley said he wants to know if the County is going to work with  
the City or not. He understands the City Council has passed a resolution  
to explore working with the County. He wants JCDC to give the Legislature  
a recommendation as to whether this collaboration can be done and will it  
save taxpayer money. He believes there is a saving of taxpayer money at  
stake. The City is moving its detainees out of state right now. Any details  
and a budget will need to be developed.  
Dan Tarwater III, County Legislator, said he understands the detention  
center plan is for a pod system that can be expandable. The City had a  
domestic violence judge testify during its hearing. She testified there were  
more than 67 domestic violence detainees that had been released despite  
a recommendation to hold. The City wants to be part of this. The County  
could expand three pods at a potential cost of $7.5 million per pod. Each  
pod holds 64 people. The City would participate in programming and  
services. They would have their own intact system. The County could use  
their help and one facility could save approximately $50 to $100 million.  
Babette Macy said these are capital costs, but they also need to look at  
the operational and maintenance costs of a partnership.  
Jeanie Lauer, County Legislator, said of the entities involved in this  
project, the County, JCDC, JE Dunn-Axiom, and the City, the County is  
being held hostage. There has been no progress. As the agent of the  
County, she believes JCDC needs to get things moving forward to get firm  
answers. This is frustrating. Either move forward or make some decisions.  
Tony Miller, County Legislator, said the City has a mayor/council form of  
government. We have a different form of government that complicates  
things in this collaboration. We need to understand who has the authority  
to move forward on these discussions.

Caleb Clifford, Chief of Staff, said the County Executive expresses his  
gratitude to all candidates of the November 8, 2022 general election and  
sends his congratulations to those who won their campaigns.  
PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
The Finance and Audit Committee returned Ordinance #5667 to the County  
Legislature with no recommendation.

authorizing the issuance of special obligation bonds (Justice with Dignity  
Project) Series 2022A of Jackson County, Missouri, and authorizing certain  
other documents and actions in connection therewith.

cost to the County not to exceed $5,000,000.00 through December 31,  
2024.

CONSENT AGENDA  
AN ORDINANCE appropriating $3,771,941.00 from the undesignated fund  
balance of the 2022 County Improvement Fund and awarding a three-year  
contract for the furnishing of property tax collection software for use by the  
Collection Department to Aumentum Technologies of Niagara Falls, NY,  
under the terms and conditions of Request for Proposals No. 53-22, at an  
actual cost to the County in an amount not to exceed $4,456,590.00 for  
2022 and a total three-year cost not to exceed $6,287,464.00.

AN ORDINANCE appropriating $19,120.00 from the undesignated fund  
balance of the 2022 General Fund to reimburse the Sheriff’s Office for  
overtime costs incurred by the Sheriff’s Office, in their roles as first

County relating to Heart Village Mobile Home Park relocations.

services to inmates of the Department of Corrections to Advanced  
Correctional Healthcare of Peoria, IL, under the terms and conditions of  
Request for Proposals No. 54-22, at an actual cost to the County in an  
amount not to exceed $437,799.00 for 2022 and a total one-year cost not to  
exceed $875,598.00.

balance of the 2022 County Improvement Fund and awarding a contract on  
Invitation to Bid No. 89-22 for the Ryan Road Culvert Replacement Project,  
No. 3168, to Radmacher Brothers Excavating Co., Inc., of Pleasant Hill, MO,  
at an actual cost to the County not to exceed $965,092.00, and authorizing  
the Director of Public Works to approve line item adjustments under this  
contract at no additional cost to the County.

Counselor under section 610.021(1) of the Revised Statutes of Missouri,  
and closing all records prepared for discussion at said meeting.  
Bryan Covinsky, County Counselor, advised the County Legislature that  
the closed session needed to be postponed until next week due to a  
scheduling conflict with the attorney who was planning to attend.  
Theresa Cass Galvin asked to be added as a sponsor on Resolution  
#21095.

COUNTY EXECUTIVE ORDERS

UNFINISHED BUSINESS  
Ronald E. Finley asked for a follow-up to the earlier discussions about  
JCDC giving a recommendation on the City of Kansas City’s collaboration  
on the Detention Center. Theresa Cass Galvin said, as a member of the  
Steering Committee she will contact the City of Kansas City for an update.  
She will request that JCDC return on November 28, 2022 for a  
recommendation about how to proceed with the City.

NEW BUSINESS  
Resolution #21095 for a closed meeting was withdrawn. The County  
Counselor indicated that the closed meeting was postponed until Monday,  
November 21, 2022.
