COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, presented a proclamation to Angie  
Jeffries, Director of Communications, and Heidi Markel, Communications  
and Event Manager for the City of Kansas City, recognizing them for their  
work on the Walktober Events scheduled within the County and City parks  
during the month of October.  
Mr. White introduced the team from Healthy KC Eastside for an update on  
the health initiative. A copy of the presentation by Dr. Jannette  
Berkley-Patton, PhD, UMKC Health Equity Institute, is attached under the

Charlie Shields, Chief Executive Officer for University Health, said this  
partnership between University Health and UMKC establishes a  
relationship within the community to promote preventative health  
measures. Twenty percent of the gross domestic product is spent on  
healthcare. These preventative measures focus on infant mortality,  
maternal health, and diabetes prevention. This is money well invested in  
our community.  
Minister Gregg Wilson said, Healthy KC Eastside addresses health  
disparity in minority communities. Many things have been accomplished  
with this initiative, including addressing the food desert in many parts of  
Kansas City. This is an opportunity to serve and educate underserved  
populations. Healthy KC Eastside has provided a partnership between  
neighborhood sectors, churches, youth programs, and businesses to  
come together in support of community health issues.  
Daniel Smith, with The Porter House KC and also a Board member for St.  
Luke's South, said these events brought people together to meet their  
needs within their neighborhoods. They were able to dispel myths about  
the vaccine and overcome vaccine hesitancy.  
Scott Burnett, County Legislator, asked about food distribution programs.  
Dr. Berkley-Patton said some event locations included meal or food  
distributions. They hope to partner with Harvesters to expand the food  
program in the next phase.  
Jeanie Lauer, County Legislator, thanked the Healthy KC Eastside team  
for their work.  
Ronald E. Finley, County Legislator, asked about the next steps for the  
program. Caleb Clifford, Chief of Staff, said a proposal will be presented  
next week. The Administration is proposing $10 million in American  
Rescue Plan Funds to extend the program through 2024.  
Jalen Anderson, County Legislator, said the team is doing a magnificent  
job. This initiative is an investment in the health of our residents. It is  
crucial that the County answers this call.

the Jackson County Counselor under section 610.021(1) of the Revised  
Statutes of Missouri, and closing all records prepared for discussion at said

Whitney Miller, Director of Collections, addressed Resolution #21081.  
This resolution will cover the cost of online payment transaction fees in the  
amount of $2.00 and e-check fees in the amount of $1.50. This will not  
cover the costs associated when paying by credit card or debit card. The  
County has covered these costs for the past two years. It has promoted  
using online payments. Scott Burnett asked when tax bills will be mailed.  
Ms. Miller said tax bills are mailed between Veterans Day and  
Thanksgiving. Bills are now available online.  
A motion was made by Theresa Cass Galvin, seconded by Dan Tarwater III,  
to adopt Resolution #21081, transferring $40,000.00 within the 2022  
General Fund to enable the County to assume responsibility for e-check and  
transaction fees to encourage Jackson County taxpayers to pay real estate

Awarding a contract for the furnishing of a dump truck for use by the Parks +  
Rec Department to Viking-Cives Midwest of Morley, MO, under the terms  
and conditions set forth in Sourcewell Contract No. 080818-VCM, an  
existing, competitively bid, government contract, at an actual cost to the  
County in the amount of $186,171.00

Dan Tarwater III, County Legislator, said Resolution #21083 is to promote  
an open discussion between the City and the County. It promotes a spirit  
of cooperation. Theresa Cass Galvin, County Legislator, agreed, adding  
this is not just directed at the City of Kansas City, but also other  
jurisdictions within the County. A regional detention facility will be best for  
Jackson County as a whole.  
Jeanie Lauer said the County has been working on this issue since 2019.  
There have been many opportunities for the parties to work together. The  
County has no guarantees. It is concerning that they have not yet learned  
the guaranteed maximum price (GMP). It seems inappropriate to bring in  
new players at this point.  
Jalen Anderson said he agrees with Jeanie Lauer. The Steering  
Committee has had numerous meetings and opportunities to engage with  
Kansas City. The County does not know how much the jail will cost. If the  
County wanted a regional facility, work should have been done from the  
start toward that goal. There are many unknowns including the issue of  
interest rates and the GMP.  
Dan Tarwater III said he is pushing for an open discussion. The jail design  
included expansion pods. He is not proposing a whole new plan. Let’s hear  
their ideas.  
Jalen Anderson asked Troy Schulte, County Administrator, about the  
amount of funding set aside for the detention center. Mr. Schulte said they  
have planned for $17.2 million in bond costs with $19.5 million set aside,  
allowing for a $2 million cushion.  
Ronald E. Finley said this idea should be explored. The City owns the  
property adjacent to the site that Jackson County purchased for the new  
detention center. There are many unknowns, but a partnership can be a  
good thing.  
No objection to the consideration of Resolutions #21083 and #21084 - not  
on printed agenda.

to adopt Resolution #21083, requesting the County Administration to  
explore a partnership with the City of Kansas City, Missouri, and its City  
Manager to jointly provide effective detention and rehabilitation services on

COUNTY EXECUTIVE ORDERS  
Pursuant to section 34.353.3(5), RSMo 2016, I hereby promulgate the  
following policy to encourage the purchase of products manufactured or  
produced in the United States;  
1. Any manufactured goods or commodities used or supplied in the  
performance of any county contract or any subcontract thereto shall be  
manufactured or produced in the United States whenever possible.  
2. Each contract for the purchase or lease of manufactured goods or  
commodities by the county and each contract made by the county for  
construction, alteration, repair, or maintenance of any public work shall  
contain a provision that any manufactured goods or commodities used or  
supplied in the performance of that contract or any subcontract thereto shall  
be manufactured or produced in the United States whenever possible.  
3. When bids offer quality, price, conformity with specifications, terms of  
delivery and other conditions imposed in the specifications that are equal,  
the county shall select the bid that uses manufactured goods or commodities  
that are manufactured or produced in the United States.  
4. Nothing in this executive order is intended to contravene any existing  
treaty, law, agreement, or regulation of the United States. All county  
contracts under this executive order shall be entered into in accordance with  
existing treaty, law, agreement, or regulation of the United States including  
all treaties entered into between foreign countries and the United States  
regarding export-import restrictions and international trade.  
Jay Haden, Chief Deputy County Counselor, explained that this executive  
order will allow the County more flexibility with big construction projects to  
comply with state law.
