COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Sylvya Stevenson, Chief Administrative Officer, said the Administration  
will be holding a vendor minority-, women-, and veteran-business  
enterprise diversity and outreach meeting from 5:30 to 7:30 p.m. on  
Thursday, October 27, 2022, at the Crown Center Room of JE Dunn  
Construction, 1001 Locust Street, Kansas City, Missouri. This event is free  
and is an opportunity for vendors to discuss the requirements of doing  
business with the County. Topics will include how to register as a vendor,  
upcoming contract opportunities, compliance, and other frequently asked  
questions. Ronald E. Finley, County Legislator, and Frank White, Jr.,  
County Executive, will be among the panelists. Ms. Stevenson invited all  
legislators to attend.  
Jeanie Lauer, County Legislator, expressed appreciation to Gail McCann  
Beatty, Director of Assessment, Maureen Monaghan, Deputy Director of  
Assessment, David Nichols, realtor, and Chris Molendorp, Cass County  
Collector, for holding a community forum about the assessment process  
in Grain Valley. This was the sixth community forum about assessment.  
The forum was well attended and informative.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE authorizing the issuance of special obligation bonds  
(Justice with Dignity Project) Series 2022A of Jackson County, Missouri,  
and authorizing certain other documents and actions in connection therewith.

balance of the 2022 Grant Fund and awarding a contract for the design and  
construction of a new bridge in connection with Federal Project No.  
BRO-B048(56), South Miller Road Bridge, County Project No. 3214, to  
Radmacher Brothers Excavating Company, Inc., of Pleasant Hill, MO, at an  
actual cost to the County not to exceed $613,790.00, under the terms and  
conditions of Invitation to Bid 76-22.

AN ORDINANCE appropriating $373,933.00 from the undesignated fund  
balance of the 2022 County Improvement Fund and $228,000.00 from the  
undesignated fund balance of the 2022 General Fund to provide for  
installation of technology, HVAC repairs, and operating costs relating to the  
remodeling of the new Jackson County Administration Building to be  
provided by existing County term and supply vendors.

Supplemental Agreement to the Intergovernmental Cooperative Agreement  
with the Mid-America Regional Council to participate in the second phase of

Dan Tarwater III, County Legislator, asked Troy Schulte, County  
Administrator, when the household hazardous waste event will be held in  
the county. Troy Schulte said the household hazardous waste event was  
held a few weeks ago. Mr. Schulte said this is the County’s portion of the  
regional response to local environmental events, such as hazardous waste  
spills. It is a coordinated process through the Mid-America Regional  
Council. Ronald E. Finley, County Legislator, said the City of Kansas City  
will collect household hazardous waste on Thursday and Fridays for  
residents of the city.

to adopt Resolution #21074, authorizing the Jackson County Legislature to  
hold a closed meeting on Monday, October 24, 2022, for the purpose of  
conducting privileged and confidential communications between itself and  
the Jackson County Counselor under section 610.021(1) of the Revised  
Statutes of Missouri, and closing all records prepared for discussion at said

COUNTY EXECUTIVE ORDERS  
None.

UNFINISHED BUSINESS  
Theresa Cass Galvin, County Legislator, said JCDC Partners  
representatives presented at the public hearing on Thursday, October 20,  
2022, regarding the special use permit for the detention center project. The  
representatives were very detailed and informative. It was a great meeting.  
She appreciated the presentation and hopes for many more public hearings  
to come.  
Jalen Anderson, County Legislator, thanked everyone who attended the  
clean up event in Blue Summit, particularly Georgia Sanders, Legislative  
Aide, Chris Crawford, Director of the Ethics and Human Relations  
Department, Caleb Clifford, Chief of Staff and his son, Winifred Jamieson,  
Legislative Aide, and her partner Steve, and Public Works associates. The  
situation in Blue Summit has gotten worse since the last clean up event.  
There needs to be a greater law enforcement presence to combat speeding  
and public dumping in the area. Cameras and streetlights need to be  
installed in the area. Blue Summit is unincorporated and directly governed  
by Jackson County, Missouri. Mr. Anderson said there were reports of arson  
in the area last night and he expressed appreciation to Jeff Jewel, Fire Chief  
for the Inter-City Fire Protection District.  
Tony Miller, County Legislator, asked about the status of the demolition of  
the Stark School located in Blue Summit. Troy Schulte said the Public  
Works Department is working on the zoning process. If the property is  
rezoned, Land Trust has a proposal to relocate a company’s operations on  
the site. The company will pay for the demolition in exchange for the land as  
part of the agreement.

Dan Tarwater III, County Legislator, asked for an update next week  
regarding pension benefits for the Sheriff's Department and other Jackson  
County associates. Troy Schulte said the pension board had a meeting and  
he will give a report next week during the legislative meeting.
