AN ORDINANCE authorizing the issuance of special obligation bonds  
(Justice with Dignity Project) Series 2022A of Jackson County, Missouri,  
and authorizing certain other documents and actions in connection therewith.

AN ORDINANCE amending the zoning districts established pursuant to the  
Unified Development Code by rezoning a certain 5.40± acre tract from  
District GB (General Business) to District GB-p (General  
Business-Planned).

District AG (Agricultural) to District RE (Residential Estates).

CONSENT AGENDA  
AN ORDINANCE appropriating $11,302.00 from the undesignated fund  
balance of the 2022 Park Fund and authorizing the County Executive to  
execute an easement in favor of Beazer East, Inc., of Pittsburgh, PA, to  
allow for a permanent access easement across a portion of the Rock Island  
Rail Corridor.

AN ORDINANCE appropriating $16,500.00 from the undesignated fund  
balance of the 2022 Grant Fund and authorizing the Director of Public  
Works to execute a Supplemental Agreement to the Engineering Services  
Contract with Anderson Engineering, Inc., of Kansas City, MO for the  
Federal Project BRO-B048(59), at an additional cost to the County not to  
exceed $16,500.00.

A RESOLUTION authorizing the County Executive to execute a Program  
Agreement with the Missouri Department of Health and Senior Services for  
childcare sanitation inspections, with reimbursed costs to be paid to the  
County.

A RESOLUTION transferring $36,796.00 within the 2022 Anti-Crime Sales  
Tax Fund and awarding a contract for the furnishing of software maintenance  
services for the COMBAT website for use by the COMBAT staff to CivicPlus  
of Manhattan, KS, at an actual cost to the County in the amount of  
$36,796.00, as a sole source purchase.

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
Jalen Anderson, County Legislator, asked Dan Tarwater III, County  
Legislator, about changes to the job description in Ordinance #5680. He  
said he did not see the point in reintroducing the ordinance with minimal  
changes to the job description. Dan Tarwater III said there was a  
highlighted section under "other duties" and the County Counselor’s Office  
is working on an amendment to be presented next week.  
Jeanie Lauer, County Legislator, said she has concerns about this  
ordinance. She believes adding a line saying "other duties as assigned or  
required" is not a substantive change. The salary difference between a  
major and this new undersheriff position is significant, but the job  
descriptions are similar. She does not feel this ordinance presents enough  
of a differentiation between the two positions.  
A motion was made by Jeanie Lauer, seconded by Theresa Cass Galvin  
to perfect Ordinance #5680.  
Ronald E. Finley, County Legislator, said the similar ordinance was  
unsuccessful in its recent introduction. He requires further discussion and  
clarification to move forward.  
Charlie Franklin, County Legislator, said he doesn’t want to get in the habit  
of defeating this time and time again. The Legislature may want to work  
with Jay Haden, Chief Deputy County Counselor, to clarify this ordinance.  
Tony Miller, County Legislator, said this seems to be an issue of equity. If  
they move the needle at the top level positions in the Sheriff’s Office, they  
need to move the needle at the bottom as well, which has not happened  
yet. He is willing to help the Sheriff, but people at the bottom need to  
receive a salary adjustment as well.  
Theresa Cass Galvin, County Legislator, said this is being brought back  
with minimal changes. It makes more sense to wait for corrected language  
to reintroduce this ordinance, rather than bring it forward and then have to  
amend. It should have been ready before it was ever introduced.  
Jeanie Lauer said she is happy to work with the Sheriff. However, the  
County Legislature made it clear that changes in the job description were  
necessary. The reintroduction of the same ordinance with the same  
language is not the response anticipated.  
Dan Tarwater III said he agreed with Tony Miller. The Legislature approved  
raises for the deputies and he hopes the Sheriff follows through in good  
faith. He said he also wants to work with the Sheriff.  
Jalen Anderson said the issue is the Legislature made clear the changes  
wanted to the previous ordinance that was defeated. The new undersheriff  
job description should differentiate from the job description of the major  
position. The current job description does not clarify what the Sheriff's  
expectations are for this new position. Mr. Anderson said the current  
ordinance should have addressed concerns voiced the last time this  
legislation appeared on the agenda.  
After further discussion, Jeanie Lauer and Theresa Cass Galvin withdrew  
their motion and second to perfect.  
Repealing schedule I to chapter 2, Jackson County Code, 1984, relating to  
County associates not within the Merit System, and enacting, in lieu thereof,  
one new schedule relating to the same subject.

Ordinance #5681. The motion passed by a voice vote.

A motion was made by Tony Miller, seconded by Jalen Anderson, to adopt  
Ordinance #5681, appropriating $49,698.00 from the undesignated fund  
balance of the 2022 Grant Fund in acceptance of funds received from the  
Federal Emergency Management Agency relating to the 2019 Levasy flood  
and authorizing the Director of Finance and Purchasing to issue a check in  
the amount of $49,698.00 to the Tri-City Water Authority. The motion passed

Company, Inc., of Pleasant Hill, MO, at an actual cost to the County not to  
exceed $613,790.00, under the terms and conditions of Invitation to Bid  
76-22.

balance of the 2022 Grant Fund, representing a reimbursement of funds  
used to purchase and install necessary law enforcement accessories on a  
police vehicle for use by the Sheriff’s Office, received pursuant to a Missouri  
Department of Transportation Highway Safety and Traffic Division

term and supply vendors.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Authorizing the County Executive to execute a Supplemental Agreement to  
the Intergovernmental Cooperative Agreement with the Mid-America  
Regional Council to participate in the second phase of the Little Blue River  
Watershed Feasibility Study, at no cost to the County for 2022 and a total  
cost to the County in the amount of $244,444.00.

Transferring $26,000.00 within the 2022 General Fund, $25,700.00 within  
the 2022 Health Fund, $73,000.00 within the 2022 Park Fund, $85,000.00  
within the 2022 Special Road & Bridge Fund, and $90,010.00 within the  
2022 Assessment Fund to cover unanticipated budgetary shortfalls within  
the Jackson County Enterprise vehicle lease program.

Awarding a thirty-six month contract for the furnishing of electronic reporting  
and criminal investigation system subscription services and annual software  
maintenance for use by the Sheriff’s Office to LeadsOnline, LLC, of Plano,

and a total three-year cost of $34,000.00, as a sole source purchase.

Authorizing the County Executive to execute agreements with certain  
organizations to provide services in connection with the 2022 Christmas in  
the Park event, at an aggregate cost to the County not to exceed

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Jalen Anderson said last week Winifred Jamieson, Legislative Aide, the  
Sheriff, and deputies met with members of the Blue Summit community at  
the Inter-City Fire Protection District station. Mr. Anderson requested a  
meeting with the Codes Administrator regarding issues with Spire Gas  
Company and a gas leak in the area as well as the escalation of criminal  
activity and vandalism in Blue Summit. Troy Schulte, County Administrator,  
agreed to have a meeting with Administration personnel and residents of the  
area.

NEW BUSINESS  
Jalen Anderson announced that a community clean up day is scheduled to  
be held from 9 A.M. until noon on Saturday, October 22, 2022, in Blue  
Summit. He invited all to attend and assist.
