HEARINGS

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, said he was honored to attend the  
ceremony at the U.S. Capitol to install President Harry S Truman's statue  
in the Capitol Rotunda. He hopes this event will encourage recognition of  
President Truman's contributions and increase visitors to the Truman  
Presidential Library.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE authorizing the issuance of special obligation bonds  
(Justice with Dignity Project) Series 2022A of Jackson County, Missouri,  
and authorizing certain other documents and actions in connection therewith.

Ronald E. Finley, objected to the Consent Agenda.  
Crystal Williams, County Legislator, said this ordinance puts the County  
code in line with current practices. Lots of people have medical marijuana  
cards and polling suggests recreational marijuana will pass on the  
November ballot. This ordinance makes exceptions for law enforcement  
personnel or staff positions that require operating machinery.  
Jeanie Lauer, County Legislator, asked if this will impact workers’  
compensation. Troy Schulte, County Administrator, said the ordinance  
applies to pre-employment screening and will not impact workers'  
compensation. Associates still have a requirement to not be impaired on  
the job and some positions will continue to have random drug screening.  
Sylvyia Stevenson, Chief Administrative Officer, said under current  
practice, all applicants undergo pre-employment drug testing. The County  
does not disqualify a candidate who tests positive for marijuana. The  
County’s pre-employment drug testing policy is vague and does not  
specify what drugs are tested. This ordinance will spell out more clearly the  
County’s practices. Crystal Williams said this is why the policy needs to be  
spelled out in our code so the practice is applied fairly.  
Dan Tarwater III, County Legislator, said if someone is hurt on the job, they  
can still be denied a workers’ compensation claim if they are impaired.  
Ronald E. Finley, County Legislator, asked if it is still illegal under federal  
law to use marijuana. Crystal Williams responded that marijuana laws are  
not being enforced in Jackson County. Ms. Williams said many people  
have medical marijuana cards and it is largely legal in Missouri. Mr.  
Finley said he understands there is a ballot issue to legalize recreational  
marijuana. Marijuana use is still illegal under the law.  
Theresa Cass Galvin, County Legislator, said the City of Kansas City  
recently passed a similar ordinance. This is making the County in line with  
practices across the street. Jay Haden, Chief Deputy County Counselor,  
said this ordinance is nearly identical to the ordinance passed by the City.  
Sylvyia Stevenson said the current personnel policy states that associates  
operating machinery are drug tested. It does not specifically say they are  
tested for marijuana. Associates who do no operate a vehicle or  
machinery as part of their employment may test positive for marijuana, but  
that does not disqualify them from employment with the County. The  
policy does not list which drugs are tested for in the pre-employment drug  
screening. The current practice is vague.

to perfect Ordinance #5671. The motion passed by a voice vote.

to adopt Ordinance #5671, repealing section 720., Jackson County Code,  
1984, relating to County hiring practices and enacting, in lieu thereof, one

RESOLUTIONS IN COMMITTEE  
A motion was made by Theresa Cass Galvin, seconded by Dan Tarwater III,  
to approve the Budget Committee Amendment dated October 3, 2022 for  
Resolution #21041, to delete the figure "13,560.00" and insert the figure  
"23,621.00" in the heading and body on page one and the fiscal note on  
page four. The motion passed by a voice vote. Consent Agenda.

Contract No. CC220022002, a cooperatively bid government contract for  
government entities state wide, at an actual cost to the County in the amount

Park Fund and authorizing the County Executive to execute an easement in  
favor of Beazer East, Inc., of Pittsburgh, PA, to allow for a permanent access  
easement across a portion of the Rock Island Rail Corridor.

Appropriating $16,500.00 from the undesignated fund balance of the 2022  
Grant Fund and authorizing the Director of Public Works to execute a  
Supplemental Agreement to the Engineering Services Contract with

Authorizing the County Executive to execute a Cooperative Agreement with  
the Fort Osage School District for one deputy to serve as the School  
Resource Officer at Fort Osage High School, for a fee of $95,415.48  
payable to the County.

Awarding a twelve-month contract, with three twelve-month options to  
extend, for training, consulting services, and software maintenance for the
