FINAL PASSAGE OF PROPOSED ORDINANCES  
AN ORDINANCE appropriating $3,771,941.00 from the undesignated fund  
balance of the 2022 County Improvement Fund and awarding a three-year  
contract for the furnishing of property tax collection software for use by the  
Collection Department to Aumentum Technologies of Niagara Falls, NY,  
under the terms and conditions of Request for Proposals No. 53-22, at an  
actual cost to the County in an amount not to exceed $4,456,590.00 for  
2022 and a total three-year cost not to exceed $6,287,464.00.

AN ORDINANCE appropriating $19,120.00 from the undesignated fund  
balance of the 2022 General Fund to reimburse the Sheriff’s Office for  
overtime costs incurred by the Sheriff’s Office, in their roles as first  
responders and emergency service providers for the residents of Jackson  
County relating to Heart Village Mobile Home Park relocations.

AN ORDINANCE appropriating $437,799.00 from the undesignated fund  
balance of the 2022 Health Fund and awarding a twelve-month contract with  
one twelve-month option to extend for the furnishing of mental health  
services to inmates of the Department of Corrections to Advanced  
Correctional Healthcare of Peoria, IL, under the terms and conditions of  
Request for Proposals No. 54-22, at an actual cost to the County in an  
amount not to exceed $437,799.00 for 2022 and a total one-year cost not to  
exceed $875,598.00.

RESOLUTIONS IN COMMITTEE  
A RESOLUTION authorizing the County Executive to execute a Cooperative  
Agreement with the University of Missouri - Kansas City, to allow for an  
allocation to the University of Missouri - Kansas City, to provide health  
services and aid vaccination efforts in east Kansas City, at an additional  
cost to the County not to exceed $5,000,000.00 through December 31,  
2024.

A RESOLUTION awarding a contract for the maintenance of software for  
use by the Office of the Clerk of the County Legislature to Granicus of St.  
Paul, MN, at an actual cost to the County in the amount of $38,898.00 for  
2023, as a sole source purchase.

A RESOLUTION transferring $4,600.00 within the 2022 Assessment Fund  
and awarding a twelve-month contract with one twelve-month option to  
extend for the furnishing of the National Automobile Dealers’ Association  
price guide for use by the Assessment Department to J.D. Power of Troy,  
MI, as a sole source purchase, at an actual cost to the County not to exceed  
$124,600.00.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
A RESOLUTION authorizing the Jackson County Legislature to hold a  
closed meeting on Monday, November 21, 2022, for the purpose of  
conducting privileged and confidential communications between itself and  
the Jackson County Counselor under section 610.021(1) of the Revised  
Statutes of Missouri, and closing all records prepared for discussion at said  
meeting.

A RESOLUTION awarding a thirty-six month term and supply contract with  
two twelve-month options to extend for the furnishing of inmate pay  
telephone services for use by the Department of Corrections to Smart  
Communications Holding, Inc., of Seminole, FL, under the terms and  
conditions of Request for Proposals No. 11-22, for a commission payable to  
the County.

A RESOLUTION awarding a twelve-month term and supply contract with one  
twelve-month option to extend for the furnishing of water testing services for  
use by the Public Works Department to Nalco Water of Naperville, IL, under  
the terms and conditions of Invitation to Bid No. 62-22.

A RESOLUTION awarding a contract for the furnishing of one full-size sports  
utility vehicle for use by the Sheriff’s Office to Landmark Dodge of  
Independence, MO, under the terms and conditions of State of Missouri  
Contract No. CC220022002, a cooperatively bid government contract for  
government entities statewide, at an actual cost to the County in the amount  
of $35,634.00.

A RESOLUTION approving the settlement of the claims of Teesha C. Miller  
in the case styled Teesha C. Miller v. Jackson County, Missouri, No.  
1816-CV28965, now pending in the Circuit Court of Jackson County,

UNFINISHED BUSINESS  
Brian Gaddie, Director of Public Works, will discuss the ongoing and  
planned projects for the Downtown Courthouse that are funded or will be  
funded in 2023.

Closed meeting per Resolution #21097. The closed meeting may be  
followed by the introduction and adoption of a Resolution in open session  
to authorize the settlement of a legal action, cause of action, or litigation  
matter.
