balance of the 2022 Grant Fund and awarding a contract for the design and  
construction of a new bridge in connection with Federal Project No.

Radmacher Brothers Excavating Company, Inc., of Pleasant Hill, MO, at an  
actual cost to the County not to exceed $613,790.00, under the terms and  
conditions of Invitation to Bid 76-22.

AN ORDINANCE appropriating $373,933.00 from the undesignated fund  
balance of the 2022 County Improvement Fund and $228,000.00 from the  
undesignated fund balance of the 2022 General Fund to provide for  
installation of technology, HVAC repairs, and operating costs relating to the  
remodeling of the new Jackson County Administration Building to be  
provided by existing County term and supply vendors.

FINAL PASSAGE OF PROPOSED ORDINANCES

RESOLUTIONS IN COMMITTEE  
A RESOLUTION authorizing the County Executive to execute a  
Supplemental Agreement to the Intergovernmental Cooperative Agreement  
with the Mid-America Regional Council to participate in the second phase of  
the Little Blue River Watershed Feasibility Study, at no cost to the County for  
2022 and a total cost to the County in the amount of $244,444.00.

A RESOLUTION transferring $26,000.00 within the 2022 General Fund,  
$25,700.00 within the 2022 Health Fund, $73,000.00 within the 2022 Park  
Fund, $85,000.00 within the 2022 Special Road & Bridge Fund, and  
$90,010.00 within the 2022 Assessment Fund to cover unanticipated  
budgetary shortfalls within the Jackson County Enterprise vehicle lease  
program.

A RESOLUTION awarding a thirty-six month contract for the furnishing of  
electronic reporting and criminal investigation system subscription services  
and annual software maintenance for use by the Sheriff’s Office to  
LeadsOnline, LLC, of Plano, TX, at an additional cost to the County in the  
amount of $1,878.00 for 2022, and a total three-year cost of $34,000.00, as  
a sole source purchase.

A RESOLUTION authorizing the County Executive to execute agreements  
with certain organizations to provide services in connection with the 2022  
Christmas in the Park event, at an aggregate cost to the County not to  
exceed $41,000.00.

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
AN ORDINANCE transferring $225,091.00 within the 2022 General Fund  
and appropriating $347,092.00 from the undesignated fund balance of the  
2022 General Fund, in acceptance of the Sheriff’s Office’s DWI/Traffic  
Safety Unit Salary Grant awarded by the Missouri Department of  
Transportation, Traffic and Highway Safety Division, and authorizing the  
County Executive to execute a contract with the Missouri Highway Safety  
Division for the acceptance and expenditure of grant funds.

AN ORDINANCE transferring $3,000.00 within and appropriating  
$10,670.00 from the undesignated fund balance of the 2022 Inmate Security  
Fund and awarding a contract for the furnishing of software maintenance  
services for the electronic inmate movement tracking system for use by the  
Department of Corrections to TimeKeeping Systems, Inc., of Solon, OH, at  
an actual cost to the County in the amount of $35,670.00, as a sole source  
purchase.

AN ORDINANCE appropriating $612,548.00 from the undesignated fund  
balance of the 2022 County Improvement Fund and awarding a contract for  
the design and construction of the Jacomo Campground Wastewater  
Treatment Plant for use by the Parks + Rec Department to She Digs It, LLC,  
of Blue Springs, MO, under the terms and conditions of Invitation to Bid No.  
91-22, at an actual cost to the County not to exceed $929,359.00.

AN ORDINANCE appropriating $23,600.00 from the undesignated fund  
balance of the 2022 Grant Fund, in acceptance of the Sheriff’s Office’s  
Hazardous Moving Violation Enforcement grant awarded by the Missouri  
Department of Transportation, Traffic and Highway Safety Division, and  
authorizing the County Executive to execute a Contract with the Missouri  
Traffic and Highway Safety Division for the expenditure of grant funds.

AN ORDINANCE transferring $168,245.00 within the 2022 General Fund  
and appropriating $253,500.00 from the undesignated fund balance of the  
2022 Anti-Crime Sales Tax Fund in acceptance of the Violence Against  
Women Act Grant awarded by the Missouri Department of Public Safety to  
the Prosecuting Attorney’s Office for a program focused on prevention and  
prosecution of sexual assaults.

County Executive to execute a contract with the Missouri Highway Safety  
Division for the expenditure of grant funds.

Committee’s Household Hazardous Waste Program.

A RESOLUTION authorizing the Jackson County Legislature to hold a  
closed meeting on Monday, October 24, 2022, for the purpose of conducting  
privileged and confidential communications between itself and the Jackson  
County Counselor under section 610.021(1) of the Revised Statutes of  
Missouri, and closing all records prepared for discussion at said meeting.

cover unanticipated budgetary shortfalls within the Sheriff Office’s Jackson
