A motion was made by Jalen Anderson, seconded by Manuel Abarca IV to  
approve the journal of the previous meeting held on January 23, 2023. The  
motion passed by a voice vote.

Frank White, Jr., County Executive, congratulated legislators for working  
together to reach agreed upon ballot language for Ordinance #5710.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE to adopt the annual budget and set forth appropriations for  
the various spending agencies and the principal subdivisions thereof, for the  
fiscal year ending December 31, 2023.

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
A motion was made by Sean Smith, seconded by Jalen Anderson, to  
approve the Floor Substitute dated January 24, 2023 for Ordinance #5710,  
submitting to the qualified voters of Jackson County, Missouri, at a special  
election to be held on April 4, 2023, a question authorizing Jackson County  
to impose a countywide sales tax of three percent on all tangible personal  
property retail sales of adult use, non-medicinal marijuana. The motion  
passed by voice vote.

Jalen Anderson, County Legislator, said Megan L. Marshall, County  
Legislator, reached out to him to discuss their common goals with  
Ordinance #5710, to make sure it benefits the community. The floor  
substitute to Ordinance #5710 changes the wording of the ballot language  
to:  
Shall Jackson County, Missouri, be authorized to impose a countywide  
sales tax of three percent (3%) on all tangible personal property retail  
sales of adult use, non-medicinal marijuana sold in Jackson County, for  
the purpose of funding community services and veterans support services  
through a dedicated special revenue fund, and for other purposes  
authorized for the expenditure of County general revenues?  
Mr. Anderson said, this covers all programs mentioned yesterday while  
making sure to include the general revenue fund. He thanked Legislator  
Marshall on working together to get this done.  
Megan L. Marshall said she concurs with Legislator Anderson. She agrees  
this is a worthy cause. This leaves it up to the voters to make the decision.  
She said, they both agree that this is an opportunity to provide resources  
to the community that is commonly overlooked.  
A motion was made by Jalen Anderson, seconded by Megan L. Marshall, to  
perfect Ordinance #5710. The motion passed by a voice vote.

UNFINISHED BUSINESS  
Manuel Abarca IV, County Legislator, asked if this will cancel the afternoon  
meetings. DaRon McGee, County Legislator, said correct, the Budget  
Committee and Legislative meetings scheduled for the afternoon are  
canceled.

NEW BUSINESS  
A motion was made by Donna Peyton, seconded by Venessa Huskey, to  
change the Legislative meeting time and day for the month of February to  
4:00 p.m. on Tuesdays. This change will result in meetings being held at  
4:00 p.m. on February 7, February 14, February 21, and February 28, 2023,  
to make meetings more accessible to constituents. The motion passed by a  
roll call vote:

IV, and Venessa Huskey  
No: 4 - Jalen Anderson, Charlie Franklin, Jeanie Lauer, and Sean E. Smith  
Jeanie Lauer said she appreciates the intent of the motion to get greater  
engagement with the public. She is not sure how a 4:00 p.m. meeting on  
Tuesdays accomplishes that goal. She said many people are at still at work  
at 4:00 p.m., picking up children, or heading to children's after school  
activities. Many years ago the meeting was set on Mondays because  
elected officials had outside work commitments and were able to plan their  
schedules in advance, particularly for those who travel during the week. This  
change may create a hardship for staff and the legal counsel to prepare and  
review agenda items. Now legislators receive information on Thursday and  
have ample time to prepare for a Monday meeting.  
Frank White, Jr., said he shares Ms. Lauer's concerns. The department  
directors will need to be made aware of these changes. Staff tries to  
complete agenda items in time for a Thursday agenda deadline. He prefers  
to stay on Mondays.

to adjourn the meeting. The motion passed by a voice vote.
