A motion was made by Donna Peyton, seconded by Venessa Huskey, to  
approve the journal of the previous meeting held on February 10, 2025.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White Jr., County Executive, was not present.  
Caleb Clifford, Chief of Staff, said there was no report from the County  
Executive.  
Manuel Abarca IV, County Legislator, inquired of the whereabouts of the  
County Executive. Caleb Clifford, Chief of Staff, replied he had no  
knowledge of where the County Executive was currently. Legislator  
Abarca asked if the County Executive had plans to attend legislative  
meetings as the County Legislature welcomes his presence.  
Legislator Abarca asked about the County Executive's plans to fill vacant  
positions on various Boards and Commissions. Mr. Clifford said he was  
not sure which Boards or Commissions he was referencing, but would be  
happy to check and report back with information on vacancies. Legislator  
Abarca asked specifically about the Board of Equalization. Caleb Clifford  
responded that all Board of Equalization appointments have been made  
as of today. Legislator Abarca inquired about the process used by the  
County Executive's office to review appointments to Boards and  
Commissions. Caleb Clifford explained that the process used depends  
on the specific Board or Commission. For example, the Board of  
Equalization conducts interviews as part of the selection process.  
Sometimes a follow up or review is made to make sure local taxes are  
paid, but it is the responsibility of the applicant to make sure they meet  
the requirements for the appointment. Legislator Abarca countered that  
this process could lead to appointing applicants that have not met all  
requirements and Mr. Clifford agreed. Mr. Clifford said the County  
Executive's office will work with the appointee to meet the requirements.  
Legislator Abarca stated the process described does not appear to have  
the high standards it should for such important work of Jackson County.  
Legislator Abarca asked the Chairman of the Legislature to request the  
County Executive attend legislative meetings. Chairman DaRon McGee  
agreed.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
A motion was made by Sean E. Smith, seconded by Manuel Abarca IV,  
to waive the reading of Ordinances #5904, #5909, #5957, #5958 and  
#5960. The motion passed by a roll call vote:

relating to possession of firearms and age restriction, and to enact in lieu

AN ORDINANCE submitting to the qualified voters of Jackson County,  
Missouri, at the primary election to be held on August 5, 2025, a question  
to amend the Jackson County Charter, with an effective date.

AN ORDINANCE repealing subsection 5560.3., Jackson County Code,  
1984, relating to recklessly failing to care for or control child, and  
enacting, in lieu thereof, one new subsection relating to the same subject.

AN ORDINANCE requiring the Jackson County Assessor to provide an  
Assessment Roll that complies with the Missouri State Tax Commission’s  
Order and rolls back the 2023 value of any parcel that exceeded a 15%  
increase in 2023 to be changed and to be valued at no more than 15%  
more than the 2022 property value.

AN ORDINANCE appropriating $255,130.00 from the undesignated fund  
balance of the 2025 Grant Fund in acceptance of grant funds and  
authorizing the County Executive to execute Addendum #2 to the  
Community Assistance Program Agreement with the Missouri  
Department of Conservation for use by the Parks + Rec Department.

AN ORDINANCE appropriating $71,751.00 from the undesignated fund  
balance of the 2025 General Fund in acceptance of the Missouri Western

Department of Public Safety.

their application with resume to the Clerk of the County Legislature. There  
are two panels; one Democrat panel and one Republican panel.

NEW BUSINESS  
Manuel Abarca IV, County Legislator, made an inquiry regarding the  
status of receiving updated/revised printed budget books, as the current  
ones do not contain correct information.  
Caleb Clifford, Chief of Staff, said he will look into the status of the  
updated/revised document, but he was not aware of printed books being  
distributed, only electronic. He believed the Finance Department was  
near completion of the document.
