APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Jeanie Lauer, seconded by Venessa Huskey to  
approve the journal of the previous meeting held on April 21, 2025. The  
motion passed by a voice vote.

HEARINGS  
Resolution #21918 was adopted at this time. See page 11 for details.  
DaRon McGee asked for a moment of silence to acknowledge Graham  
Hoffman, firefighter-paramedic with the Kansas City Fire Department, who  
was stabbed on Sunday while on duty.

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, was not present.  
Sylvya Stevenson, County Administrative Officer, stated there was no report.  
Manuel Abarca IV, County Legislator, asked the whereabouts of the County  
Executive. Ms. Stevenson said he was unable to attend the meeting but  
legislators could call or she could relay any questions back to him. DaRon  
McGee then mentioned he emailed, to the Legislature on Saturday, the  
statements of the County Executive in response to the requested information  
listed in the Unfinished Business section of last week’s agenda.  
Manuel Abarca IV asked a series of questions that began with who the  
designee for the County Executive is when he is out of town or otherwise  
unavailable. Caleb Clifford, Chief of Staff, answered that no such position  
exists in the Jackson County Codes or Charter. When asked by Manuel  
Abarca what happens in an emergency, Mr. Clifford stated it depends on the  
circumstances and facts regarding what authorization is needed because  
some department directors have authority to act without County Executive  
approval.  
Manuel Abarca IV asked the Chief of Staff if he was aware of a letter sent to  
him by the County Executive that accused him of a conflict of interest  
regarding his job with the Fair Contracting Alliance. Mr. Abarca explained  
how his job is not a conflict of interest with his position as Chairman of the  
Public Works Committee. Also, it does not appear that the letter was  
drafted or vetted through the County Counselor’s Office, the Human  
Resources Department or Ethics Commission (EHRCC). Furthermore, he  
hopes the letter, that was not shared with his colleagues and had no  
supplemental information attached, was not an attempt to bully or harass him  
because he cares about the safety of associates and others, as it appears  
some directors and the County Administration do not by ignoring the  
information presented.  
Mr. Abarca asked if the County Executive has secondary employment. The  
Chief of Staff said he is not aware of any. Mr. Abarca said the County  
Executive was currently listed on the roster of the Kansas City Monarchs  
baseball team as the First Base Coach. Mr. Clifford then stated that the  
County Executive made one appearance with the team last year and plans  
to make no appearances with them in the current year. When asked why the  
County Executive was still listed on the website, Mr. Clifford said maybe it  
was because the team was using him for advertising, but he is no longer  
employed by them and when he was employed by the Monarchs, the County  
Executive cleared it through the County Counselor’s Office per County  
Code. Mr. Abarca said in order to better understand the County Executive's  
status with the team he will make an inquiry with the Missouri Ethics  
Commission.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE repealing Section 5577., Jackson County Code, 1984,  
relating to possession of firearms and age restriction, and to enact in lieu  
thereof two new sections, Sections 5577. and 5578., relating to the same  
subject, with a severability clause and a penalty provision.

AN ORDINANCE submitting to the qualified voters of Jackson County,  
Missouri, at the primary election to be held on August 5, 2025, a question to  
amend the Jackson County Charter, with an effective date.

AN ORDINANCE appropriating $1,688,456.00 from the undesignated fund  
balance of the General Fund, $293,956.00 from the undesignated fund  
balance of the Health Fund, $708,172.00 from the undesignated fund  
balance of the Anti-Crime Sales Tax Fund, and making the necessary  
transfers within the General Fund, Health Fund, Anti-Crime Sales Tax Fund,  
and the County Improvement Fund to provide the Circuit Court, Family Court,  
and Family Court Facilities with their portion of the 2025 Recommended  
Budget.

AN ORDINANCE repealing subsections 7401.2., 7405.4., and 7406.5.,  
Jackson County Code, 1984, relating to protections against retaliation for  
complaints, cooperating with complaint investigations, and amending the  
discretionary authority to decline a complaint and enacting, in lieu thereof,  
three new subsections relating to the same subject.

AN ORDINANCE appropriating $75,000.00 from the undesignated fund  
balance of the 2025 Anti-Crime Sales Tax Fund for the purpose of creating  
a new position in the COMBAT Administration Division of the Jackson  
County Prosecutor’s Office.

AN ORDINANCE appropriating $100,000.00 from the undesignated fund  
balance of the 2025 Anti-Crime Sales Tax Fund for the purpose of acquiring  
a financial management system for grant reporting for the COMBAT  
Administration Division of the Jackson County Prosecutor’s Office.
