APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Megan L. Marshall, seconded by Donna Peyton to  
approve the journal of the previous meeting held on July 08, 2024. The  
motion passed by a voice vote.  
Resolutions #21676, #21671, #21672, #21674 and #21675 were adopted  
at this time see pages 5 and 6 for details.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, was not present. Troy Schulte, County  
Administrator, said there was no report.  
Manuel Abarca IV, County Legislator, asked if there was more information  
that came out of the visit last week from the Missouri Governor Mike Parson  
about retaining the teams in Jackson County. Troy Schulte said the  
Governor had a genial conversation about the teams. He seemed to be on a  
fact-finding mission with his visit to the area. He was trying to determine  
what steps are available to retain the teams. He seemed supportive of state  
action, particularly as that relates to the football team. The Governor did not  
have specific information. The County Executive relayed his desire for equity  
and a return on investment from any tax measure. Mr. Abarca asked why the  
County Executive was not present. Sylvya Stevenson, Chief Administrative  
Officer, said the County Executive was ill yesterday and today. Mr. Abarca  
asked if the County Executive was traveling with the Monarchs. Ms.  
Stevenson said, not to her knowledge.  
Mr. Abarca asked if the Attorney General lawsuit will have an impact on the  
reassessment process. Mr. Schulte said they hope to jump start the  
reassessment process. He said the goal is to get the data earlier from Tyler  
Technologies and mail notices to taxpayers by February 2025. Property  
values continue to rise in the area, and they will make sure to have a visual  
inspection procedure for any properties that have a 15% or greater  
increase. If a property value comes in at an increase of 16% or 17%, they  
may decide to roll those values back to 14% to avoid too many appeals and  
to avoid the physical inspection requirements of state law. The Board of  
Equalization has four permanent staff members. An ombudsman position  
may be included in next year’s budget request for the department.  
Mr. Abarca said at the NACO conference there was discussion regarding  
election protection operations for the upcoming elections. He asked if  
Legislators could have a robust conversation with the Administration about  
election security heading into this fall’s elections. Mr. Schulte said the  
County wants to make sure the election is secure beyond all reasonable  
doubts. The County is rolling out new equipment during this election cycle.  
He will invite election officials from the Jackson County Election Board and  
the Kansas City Election Board to address these issues.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE submitting to the qualified voters of Jackson County,  
Missouri, at a General Election to be held on November 5, 2024, a question  
authorizing Jackson County to impose a countywide capital improvement  
sales tax of one-eighth of one percent for a period of twenty-five years for the  
purpose of retaining the Kansas City Chiefs sports team in Jackson County,  
Missouri.

Missouri, at a General Election to be held on November 5, 2024, a question

jacksongov.org/clerk. The County Legislature will interview applicants on  
Monday, July 22 during the legislative meeting and vote to send three names

CONSENT AGENDA  
AN ORDINANCE appropriating $89,990.00 from the undesignated fund  
balance of the 2024 Grant Fund in acceptance of the Violence Against  
Women Act Grant awarded by the Missouri Department of Public Safety to  
the Prosecuting Attorney’s Office for a program focused on prevention and  
prosecution of sexual assaults.

AN ORDINANCE appropriating $3,532.00 from the undesignated fund  
balance of the 2024 General Fund in acceptance of the Sheriff’s Office’s  
DWI/Traffic Safety Unit Salary Grant awarded by the Missouri Department of  
Transportation, Highway Safety and Traffic Division, and authorizing the  
County Executive to execute a contract for the acceptance and expenditure  
of grant funds.

A RESOLUTION awarding a thirty-six-month term and supply contract with  
three twelve-month options to extend for the furnishing of fleet and heavy  
vehicle tires, tubes, and related services for use by various County  
departments to Goodyear Tire & Rubber Company of Akron, OH, under the  
terms and conditions of NASPO ValuePoint State of Iowa Contract No.  
24155, an existing government contract.
