A motion was made by Jeanie Lauer, seconded by Jalen Anderson, to  
approve the journal of the previous meeting held on April 29, 2026. The  
motion passed by a voice vote.

HEARINGS

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
County Executive Phil LeVota was present and gave the following report:  
This past weekend began the transition of the detainees to the new  
detention center. The transition will occur in phases to maintain operational  
stability. The new detention center is a modern facility that uses the best  
practices and provides a safer environment. He stated the project was on  
schedule and within budget. The Sheriff's staff underwent extensive training  
in preparation to activate the building. He thanked the Sheriff, staff and  
project team.  
Regarding Ordinance #6077 - creating an inmate bill of rights - the Sheriff  
would like to review the legislation before the Legislature moves to adopt.  
Regarding Ordinance #6076 - to construct and install a drinking fountain in  
Fleming Park - it was brought to his attention that the company awarded the  
contract does not have experience working with plumbing, so Legislator  
Franklin was asked to withdraw the ordinance.New legislation will be  
introduced.  
Legislator Manuel Abarca IV stated he has been asking the Sheriff to come  
before the Legislature and make a presentation regarding the jail transition  
for over a month and a half. Hopefully this is an opportunity for him to do so.

Phil LeVota stated that he will be approaching the County Legislature in the  
next few weeks regarding structural repairs needed for the University Health  
facility in Lee's Summit which is a 1908 building.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE prohibiting law enforcement officers from concealing their  
faces or badges during performance of their official duties and establishing  
penalties and exemptions.

A motion was made by Sean E. Smith, seconded by Jalen Anderson, to  
discharge to Legislature As A Whole, Ordinance #6074 implementing a  
120-day moratorium on the processing of data center land use applications  
and Battery Energy Storage System land use applications by Jackson  
County for the purpose of developing a long-term policy and accompanying  
County Code provisions related to such applications, including the direction  
of regulatory standards and enhanced public notification requirements. The  
motion passed by a roll call vote:

AN ORDINANCE amending the zoning districts established pursuant to the  
Unified Development Code by rezoning a certain 126± acre tract from  
District AG (Agricultural) to District RE (Residential Estates).

The Land Use Committee will hold a public hearing regarding Ordinance  
#6075 on Monday, May 18, 2026 at 1:00 P.M. at the Jackson County  
Legislative Assembly Area.  
Transferring and appropriating $27,260.00 from the undesignated balance  
of the 2026 Park Fund and authorizing the County Executive to execute a  
contract with She Digs It, LLC of Blue Springs, MO to cover construction and  
installation of a drinking fountain at Fleming Park at a cost to the County not  
to exceed $27,260.00.

County projects and authorizing access for qualified contracted third parties

RESOLUTIONS IN COMMITTEE  
A motion was made by Donna Peyton, seconded by Manuel Abarca IV, to  
discharge to the Legislature As A Whole Resolution #22213, authorizing the  
County Executive to execute Cooperative Agreements with certain agencies  
that provide services and assistance to victims of domestic violence, at an  
aggregate cost to the County not to exceed $152,400.00. The motion  
passed by a voice vote.

peripherals, device lifecycle management solutions and associated services  
at discounted rates for use by various County departments to Dell  
Marketing, LP of Round Rock, TX under the terms and conditions of  
Midwestern Higher Education Compact Contract No. MHEC-04152022 an  
existing competitively bid government contract.

planning of pickleball courts at Fleming Park at a cost to the County not to  
exceed $378,162.00.

Legislator Donna Peyton thanked everyone for the support given to her  
during the loss of her brother.
