PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE repealing Section 5577., Jackson County Code, 1984,  
relating to possession of firearms and age restriction, and to enact in lieu  
thereof two new sections, Sections 5577. and 5578., relating to the same  
subject, with a severability clause and a penalty provision.

A motion was made by Manuel Abarca IV, seconded by Sean E. Smith to  
perfect Ordinance #5909, submitting to the qualified voters of Jackson  
County, Missouri, at the primary election to be held on August 5, 2025, a  
question to amend the Jackson County Charter, with an effective date. The

complaints, cooperating with complaint investigations, and amending the  
discretionary authority to decline a complaint and enacting, in lieu thereof,  
three new subsections relating to the same subject.

AN ORDINANCE appropriating $75,000.00 from the undesignated fund  
balance of the 2025 Anti-Crime Sales Tax Fund for the purpose of creating

cost to the County not to exceed $25,000.00.

AN ORDINANCE enacting subsection 24005.26., Jackson County Code,

Whitney Miller, Chief Deputy County Counselor, said they are still working on  
the changes, they were unable to get it completed.

FINAL PASSAGE OF PROPOSED ORDINANCES  
AN ORDINANCE appropriating $71,751.00 from the undesignated fund  
balance of the 2025 General Fund in acceptance of the Missouri Western  
Interdiction and Narcotics Task Force grant awarded by the Missouri  
Department of Public Safety.

AN ORDINANCE amending the zoning districts established pursuant to the  
Unified Development Code by rezoning a certain 2.5± acre tract from

Chairman McGee asked the Clerk of the County Legislature if the County  
Executive had filed any County Executive Orders making appointments to  
the Plan Commission as discussed at the last legislative meeting. Mary Jo  
Spino, Clerk of the County Legislature, replied no County Executive orders  
were filed in her office. DaRon McGee said Ordinances #5974, #5976 and  
#5977 would be held until the appointments were made by the County  
Executive.

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Legislator Manuel Abarca IV asked to call up Ordinance #5909 for a vote. A  
motion to perfect passed by a roll call vote. See page 2 for details.

NEW BUSINESS  
Legislator Manuel Abarca IV asked the whereabouts of the County  
Executive. Caleb Clifford, Chief of Staff, said the County Executive thanked  
the Chair and Budget Chair for meeting with him today regarding the 2025  
budget. Chairman DaRon McGee said the County Legislature is currently  
waiting for a recommended budget from the County Executive.  
Legislator Abarca asked for a monthly check register by department as was  
previously provided by Troy Schulte. Mr. Clifford said he would check into it.  
Mr. McGee asked the Chief of Staff to put his response in writing to all  
legislators and to be sure to include the Clerk of the Legislature on the  
correspondence.  
Chairman McGee asked if the County Executive would make appointments  
to the Plan Commission by County Executive Order. Mr. Clifford said the  
County Executive will make the appointments by the end of the month. Mr.  
McGee reminded him to include all resumes with the executive order.

A motion was made by Venessa Huskey, seconded by Jalen Anderson, to  
adjourn the meeting. The motion passed by a voice vote.
