COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
County Executive Phil LeVota was present and gave a report on the  
following topics:  
The Jackson County Health Department is closely monitoring the hantavirus.  
Status of the expenditure of the remaining ARPA funds.  
A history of the original location of University Health Lakewood Medical  
Center and why funding is necessary for upgrades to their facility in Lee's  
Summit.  
The County Executive requested the Legislature adopt legislation to codify  
tax credits to taxpayers for the years 2025 - 2027.  
Input on what to do with McCune School for Boys as it is a dangerous  
building. A Town Hall is scheduled to be held on June 2, 2026 from 5:30  
P.M. until 6:30 P.M. at the Fire Prairie Upper Elementary School located at  
24810 E. US Hwy 24, Independence, MO.  
There were additional discussions with Legislators Manuel Abarca IV, Sean  
E. Smith and Deputy County Counselor Whitney Miller.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE prohibiting law enforcement officers from concealing their  
faces or badges during performance of their official duties and establishing  
penalties and exemptions.  
(Legislature As A Whole - 14th Perfection)  
AN ORDINANCE implementing a 120-day moratorium on the processing of  
data center land use applications and Battery Energy Storage System land  
use applications by Jackson County for the purpose of developing a  
long-term policy and accompanying County Code provisions related to such  
applications, including the direction of regulatory standards and enhanced  
public notification requirements.  
The Jackson County Legislature will hold a public hearing regarding  
Ordinance #6074 on Monday, June 1, 2026 at 3:00 P.M. in the Kansas City  
Legislative Assembly Area.  
The Land Use Committee made no recommendation on Ordinance  
#6075. Chairman Abarca asked for public input and heard testimony from  
Dave Halpin, attorney for the applicants and Randy Diehl, Development  
Division Administrator for the Jackson County Public Works Department.  
Additional information presented by Whitney Miller, Deputy County  
Counselor.  
A motion was made by DaRon McGee, seconded by Venessa Huskey, to  
perfect Ordinance #6075 amending the zoning districts established  
pursuant to the Unified Development Code by rezoning a certain 126± acre  
tract from District AG (Agricultural) to District RE (Residential Estates). The  
motion passed by a roll call vote:

AN ORDINANCE enacting section 6004., of the Jackson County Code,  
1984, relating to standards for care and treatment in Jackson County  
residential facilities with a severability clause.

adopt Resolution #22235 authorizing the Prosecuting Attorney to execute an  
agreement with the Kansas City Board of Police Commissioners for  
anti-drug and anti-crime law enforcement activities and programs at a cost  
to the County not to exceed $3,657,651.00. The motion passed by a roll call

services and kiosks for use by the Jackson County Sheriff’s Office

A RESOLUTION awarding a thirty-six-month term and supply contract for the
