A motion was made by Jalen Anderson, seconded by Donna Peyton to  
approve the journal of the previous meeting held on November 04, 2024.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
The County Executive was not present. Troy Schulte, County  
Administrator, said construction started on the downtown Raytown trail  
head and completion is expected by Spring 2025.  
Manuel Abarca IV, County Legislator, asked about the sports teams as  
he is trying to understand the commitment from the County Executive's  
office. Troy Schulte said he attended the meeting last week with the  
Chiefs and the tone was cordial and positive. He said there have been no  
conversations between Jackson County and the Royals for several  
months.  
Mr. Abarca asked what Jackson County's strategy is if we are not able to  
reach an agreement with either or both sports teams. Mr. Schulte said he  
is confident Jackson County will reach an agreement with at least one of  
the teams to remain at the sports complex. He is not ruling out the  
potential for the other team. Jackson County's approach has been to try  
to maintain activity at the sports complex which has been the focus of  
their conversations.  
Mr. Abarca asked if Jackson County has reached out to the Royals and  
not received a response. Mr. Schulte said the County Executive sent a  
letter to the Royals but he is not aware of a response. Mr. Abarca thinks  
Jackson County needs to begin to strategize on this issue.  
Donna Peyton, County Legislator, thanked the legislators, voters and  
Legislator Anderson for allowing her to co-sponsor legislation to place  
Question #1 (Senior tax levy) on the November ballot. The passage of  
this issue on the ballot proves that seniors do count. She is excited and  
interested in the next steps. She asked the Administration if they have a  
timeline as to when the advisory board will be selected. Troy Schulte said  
the board will be established in early 2025 and there is an allocation in  
the 2025 county budget. The levy will be on the tax rolls for 2025. The  
advisory board will make recommendations to the County Executive. The  
nominations will be reviewed and the County Executive will make  
appointments to the board. Ms. Peyton reminded the Administration of  
discussions that the board should be comprised of representation from all  
county legislative districts.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE appropriating $195,000.00 from the undesignated fund  
balance of the 2024 Delinquent Sales Tax Fund for the purpose of  
providing a retention stipend for the Jackson County Prosecuting  
Attorney’s Office.

A RESOLUTION authorizing the County Executive or the Chairman of the  
Legislature to sell the County-owned property located at 1300  
Washington Street, Kansas City, MO 64105 via the competitive bidding  
process.

A RESOLUTION implementing an allocation methodology for the  
eventual distribution of approximately $70.4 million in remaining Jackson  
County American Rescue Plan Act funds by the end of 2024.

Jeanie Lauer said the budget books will be distributed on November 15,  
2024. She said budget hearings will be held on November 19-21 and  
departments should be prepared to answer questions from legislators  
regarding their budgets. She suggested a motion to hold a legislative  
meeting on Wednesday, November 20 at 9 a.m. so the County  
Legislature can include any additional ARPA discussions and will be in  
compliance with the Article II, Section 8 of the Constitutional Home Rule  
Charter (not less than 48 regular weekly meetings).  
A motion was made by Jalen Anderson, seconded by Megan L. Marshall  
to hold a legislative meeting on Wednesday, November 20, 2024 at 9  
a.m. in the Kansas City Legislative Assembly Area. The motion passed  
by a roll call vote:

Jeanie Lauer clarified Rule 13 calling special meetings and Rule 14 public  
hearings.  
Regarding add-on legislation, she asked members of the County  
Legislature to notify the Chairman of the Legislature prior to the legislative  
meeting.  
Sean E. Smith, County Legislator, asked if the Chairman's rule regarding  
add-on's was a specific rule. Jeanie Lauer responded it is not a specific  
rule just best practice.  
Jalen Anderson, County Legislator, said it was a great moment in  
Jackson County when Question #1 received 57.7% of the vote at the  
General Election held on November 5th. Jackson County is now the 56th  
county in the state of Missouri to pass a senior tax. He thanked his  
colleagues, the Administration, and Legislator Peyton for cosponsoring  
the legislation with him. He said he is proud of the victory.
