Dreiling, LLC, were present to give an update on the legislative session.
Mr. Dreiling said this was among the least functional sessions in his
experience. Few bills were passed, mostly due to dysfunction in the state
senate. Key measures related to the south Kansas City landfill and
property tax issues did not pass. Funding for an expansion to the I-70
corridor, $50 million for the 2026 World Cup in Kansas City, Blair’s Law
relating to celebratory gunfire, and funding for a psychiatric hospital in
Kansas City passed and will now go to the governor for his signature.
DaRon McGee asked about the funds for the World Cup. Manuel Abarca
IV, County Legislator, said these funds were assigned to an oversight
committee, KC2026, led by a board made up of Karen Daniel, Neal
Sharma, Jake Reid, Kathy Nelson, Esther George, Mayra Aguirre, David
Johnston, Mike Kelly, Matt Kenny, Angie Long, Brian Platt, Joe Reardon,
Senator John Rizzo, Jim Rowland, Morgan Said, Senator Dinah Sykes,
and Frank White Jr.

Manuel Abarca IV asked Troy Schulte, County Administrator, for a status
update on the Historic Truman Courthouse. Mr. Schulte said the building
was closed to the public Thursday and Friday last week so the contractor
could remove concrete and pipes. The project is now on a 60-day window
for completion.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE
AN ORDINANCE appropriating $3,500,000.00 from the undesignated
fund balance of the 2023 American Rescue Plan Fund to support the
COVID-19 recovery efforts of the Jackson County Health Department and
supporting public health infrastructure for the 2023 fiscal year.

AN ORDINANCE appropriating $5,000,000.00 from the undesignated
fund balance of the 2023 American Rescue Plan Fund and authorizing
the County Executive to execute an agreement with the University of
Missouri - Kansas City (UMKC) for the purpose of continuing the Our
Healthy Eastside - KC program for COVID-19 vaccination and minority
health outreach for the calendar years 2023 and 2024, at a cost to the
County not to exceed $5,000,000.00.
