APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Jalen Anderson, seconded by Jeanie Lauer, to  
approve the journal of the previous meeting held on June 30, 2025. The  
motion passed by a voice vote.

HEARINGS  
Discussion regarding Ordinance #5993.  
Jeanie Lauer, County Legislator, said she has received emails and phone  
calls from taxpayers regarding the vote today. She wanted to clarify that the  
vote today by the County Legislature is to put the question on the ballot. She  
asked Chairman McGee to speak as to why the election is being called in  
August rather than November 2025.  
DaRon McGee responded that the Jackson County Home Rule Charter  
states an election must be called within 60 days; the options were August 26  
or the day after Labor Day. The November election would not be following  
the Charter.  
Sean E. Smith, County Legislator, thanked everyone for attending the  
meeting today. He said he is pleased Jackson County has a democratic  
process that allows citizens to express themselves in this way.He said he  
looks forward to seeing what transpires over the next 60 days.  
Donna Peyton, County Legislator, said the people have spoken in providing  
their vote for putting this initiative on the ballot and she will honor their  
request.  
DaRon McGee said this is a tedious and difficult process for the County  
Legislature to undertake as it has never happened before in the history of  
Jackson County, Missouri. His role as Chairman as well as the role of the  
County Legislature is not to pass judgment on the merits of the recall but to  
uphold the law. The charter is clear with instructions, the signature threshold  
has been met and verified. The County Legislature must take action today. It  
is not about personalities and politics, it is about following the law,  
respecting the voices of our residents and preserving the integrity of the  
democratic institutions at the county. He understands emotions are high on  
all sides but what the public needs the most right now is consistency, calm  
and commitment to the process, as stated in the charter. Deliberation is a  
part of any legislative process especially when the stakes are high. But our  
duty is clear, since the signature threshold has been certified, the County  
Legislature must take action to move this process forward. Scheduling an  
election date and approving ballot language is not only a formality but a  
critical step to ensure a lawful election can take place. The charter sets a  
timeline and any delay threatens to compromise that process. We are  
entering an unprecedented moment in Jackson County government but he  
remains committed as Chairman of the Legislature to meet it with clarity,  
order and respect for the law.  
Ordinance #5993 was perfected and adopted at this time. See pages 6  
and 7 for details.

Candidates for the Jackson County Sports Complex Authority were  
interviewed. Shawn G. Foster, Jon R. Gray, Kenneth B. McClain and Estella  
Morales were present. Joseph "Bo" Moreno attended via TEAMS.  
DaRon McGee opened the floor for nominations to the Jackson County  
Sports Complex Authority.  
Manuel Abarca IV nominated Joseph "Bo" Moreno and Estella Morales.  
Jalen Anderson nominated Ken McClain and Shawn Foster.  
Megan L. Smith nominated Jon Gray.  
Since there were no other nominations, nominations ceased. Legislators  
voted by ballot.  
Resolution #21955 was adopted at this time with the names of Shawn G.  
Foster, Joseph "Bo" Moreno and Kenneth B. McClain inserted. See page 5

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE repealing Section 5577., Jackson County Code, 1984,  
relating to possession of firearms and age restriction, and to enact in lieu  
thereof two new sections, Sections 5577. and 5578., relating to the same  
subject, with a severability clause and a penalty provision.

AN ORDINANCE repealing subsections 7401.2., 7405.4., and 7406.5.,  
Jackson County Code, 1984, relating to protections against retaliation for  
complaints, cooperating with complaint investigations, and amending the

three new subsections relating to the same subject.

perfect Ordinance #5975 enacting subsection 24005.26., Jackson County

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Discussions took place between Chairman DaRon McGee, Legislators  
Donna Peyton, Megan L. Smith and County Counselor Bryan Covinsky  
regarding a conflict of interest with the County Executive's authority to sign  
Ordinance 5993 that places his recall election on the ballot.  
Donna Peyton asked Bryan Covinsky,County Counselor, to research this  
issue to see if it has happened in other counties, to find out what procedures  
were used for a recall election.  
DaRon McGee cited the Jackson County Code of Ethics Section 906. (a) ".  
. . no public servant shall have a personal interest in any official action." He  
asked the County Counselor to research and advise the County Legislature  
on whether or not it is a conflict of interest for the County Executive to sign  
Ordinance 5993.

NEW BUSINESS  
A motion was made by Sean E. Smith, seconded by Venessa Huskey, to  
hold a meeting on Friday, July 18, 2025 at 10 a.m. in the Kansas City  
Legislative Assembly Area, to address a possible veto by the County  
Executive on Ordinance #5993. The motion passed by a roll call vote:
