PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE repealing Section 5577., Jackson County Code, 1984,  
relating to possession of firearms and age restriction, and to enact in lieu  
thereof two new sections, Sections 5577. and 5578., relating to the same  
subject, with a severability clause and a penalty provision.

AN ORDINANCE repealing subsections 7401.2., 7405.4., and 7406.5.,  
Jackson County Code, 1984, relating to protections against retaliation for  
complaints, cooperating with complaint investigations, and amending the  
discretionary authority to decline a complaint and enacting, in lieu thereof,  
three new subsections relating to the same subject.

property tax payment practices and protections during appeals, providing for

Street, Kansas City, MO 64105 via the competitive bidding process.

A RESOLUTION transferring $49,500.00 within the 2024 General Fund and  
authorizing a contract to cover the cost of consultation and proposal services

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
Appropriating $82,500.00 from the undesignated fund balance of the 2025  
Grant Fund, in acceptance of a grant received from the United States Office  
of National Drug Control Policy, High Intensity Drug Trafficking Area  
program, for use by the Jackson County Drug Task Force for reimbursement  
of lease vehicle expenses and the purchase of illegal drugs for use for  
undercover work.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Authorizing the Director of Parks + Rec to execute a Memorandum of  
Understanding for conservation planning and natural area restoration in the  
Jackson County Parks system with Bridging the Gap, a non-profit  
organization, to participate in its Kansas City Wildlands program, at an  
actual cost to the County in the amount of $25,000.00.

Authorizing Jackson County’s participation in and adoption of the Regional  
Multi-Jurisdictional Natural Hazard Mitigation Plan, as presented by the  
Mid-America Regional Council, in partnership with the local governments of

federal hazard mitigation grant program.

execute a limited Legal Services Agreement with Patrick McInerney of the  
Spencer Fane Law Firm of Kansas City, MO, for representation related to  
case number 2516-CV21560 and 2516-CV21738 at a cost to the County  
not to exceed $60,000.00. The motion passed by a roll call vote:

Discussion between County Legislator Megan L. Smith and Chairman  
DaRon McGee regarding the selection of outside counsel needed to  
represent the Legislature and County Clerk in pending lawsuits filed by the  
election boards regarding the recall election. Since the County Counselor  
recused himself from this lawsuit, it was necessary to hire outside counsel.  
A motion was made by Sean E. Smith, seconded by Venessa Huskey, to  
adopt Resolution #21977, authorizing the County Executive to execute an  
agreement with the Independence Chamber of Commerce for use of the  
County’s parking lots and other property located in and around the  
Independence Square for the upcoming Santa-Cali-Gon Days Festival, at no  
cost to the County. The motion passed by a roll call vote:

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Legislator Donna Peyton voiced her concern about the Senior Tax Levy  
Advisory Board. She said she noticed the application process has opened  
online however, her questions are how will the applications be handled and  
when will the Advisory Board be in place.  
Caleb Clifford, Chief of Staff, said applications are available online and he  
asked all legislators to encourage interested constituents to apply. There  
will be an upcoming announcement with a list of community leaders who will  
be asked to assist in the assessment of the applications and in expediting  
the process. Then the County Executive will be naming the Board subject to  
the approval of the County Legislature in a few weeks. He said the  
application process tentatively closes at the end of August since there is a  
requirement of geographic location for members of this Board.
