to approve the journal of the previous meeting held on October 23, 2023.

RESOLUTIONS IN COMMITTEE  
21447  
A motion was made by Manuel Abarca IV, seconded by Megan L. Marshall,  
to adopt Resolution #21447, requesting the County Executive to make  
recommendations to the Legislature within 48 hours after the adoption of  
this resolution concerning the reply offer of the Kansas City Royals Baseball  
Club, LLC dated October 20, 2023. The motion passed by a roll call vote:

Sean E. Smith, County Legislator, said his concern is the contradiction in  
wanting the County Executive to perform due diligence but then setting a  
fixed time limit to perform that due diligence. It is difficult to anticipate what  
information might be forthcoming. It seems the Legislature is not giving the  
Administration a lot of latitude.
