A motion was made by Donna Peyton, seconded by Venessa Huskey to  
approve the journal of the previous meeting held on June 02, 2025. The

Courtesy Resolution #21931 was adopted on June 2, 2025 and presented  
at this time to Mark Bryant.  
Public hearing regarding Ordinance #5986, to adopt the annual budget and  
set forth appropriations for the various spending agencies and the principal

Chairman McGee opened the public hearing and allowed each person to

Since there was no one else to testify on the budget ordinance, the public  
hearing was closed.  
Prior to taking the vote to adopt the budget, Chairman DaRon McGee  
thanked Charlie Franklin, Budget Committee Chairman, for getting the  
process to this point. Mr. McGee continued that Legislator Franklin has been  
helpful to him as Chairman working collaboratively over the last three or four  
months to get the deal done. DaRon McGee has spoken with many  
agencies, the Courts and the Prosecutor’s office and knows how hard it has  
been over the first quarter of the year.  
Jalen Anderson, County Legislator, asked if the ordinance they are voting on  
is the amended version. Chairman McGee answered it is the Floor  
Amendment adopted May 30, 2025 for Ordinance #5986.  
Ordinance #5986 was perfected and adopted at this time. See page 5 for  
details.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE repealing Section 5577., Jackson County Code, 1984,  
relating to possession of firearms and age restriction, and to enact in lieu  
thereof two new sections, Sections 5577. and 5578., relating to the same  
subject, with a severability clause and a penalty provision.

Jeanie Lauer, County Legislator, said she was in favor of reading and voting  
on all legislation since the budget was adopted.  
DaRon McGee said legislation will be held until the County Executive signs  
Ordinance #5986 (2025 Budget).  
AN ORDINANCE repealing subsections 7401.2., 7405.4., and 7406.5.,  
Jackson County Code, 1984, relating to protections against retaliation for  
complaints, cooperating with complaint investigations, and amending the  
discretionary authority to decline a complaint and enacting, in lieu thereof,  
three new subsections relating to the same subject.

AN ORDINANCE appropriating $75,000.00 from the undesignated fund  
balance of the 2025 Anti-Crime Sales Tax Fund for the purpose of creating  
a new position in the COMBAT Administration Division of the Jackson  
County Prosecutor’s Office.

AN ORDINANCE appropriating $100,000.00 from the undesignated fund  
balance of the 2025 Anti-Crime Sales Tax Fund for the purpose of acquiring  
a financial management system for grant reporting for the COMBAT  
Administration Division of the Jackson County Prosecutor’s Office.

AN ORDINANCE appropriating $25,000.00 from the undesignated fund  
balance of the 2025 Delinquent Sales Tax Fund and authorizing the  
Prosecuting Attorney to execute a Cooperative Agreement with Michael  
Mansur, of Kansas City, MO, for the Stand Against Violence KC Project at a  
cost to the County not to exceed $25,000.00.

short-term rental properties from residential to commercial until a full  
registration and reporting system can be established County-wide.

Rescinding Resolution 21697, dated August 19, 2024, appropriating  
$239,495.00 from the Undesignated Fund Balance of the 2025 General  
Fund in acceptance of insurance proceeds from Liberty Mutual Insurance  
Company, authorizing the execution of a Tender Agreement with Liberty  
Mutual, and awarding a contract for the construction of the Buckner Tarsney  
Road Bridge Replacement over Fire Prairie Creek Project to Radmacher  
Brothers Excavating Company, Inc., under the terms and conditions of  
Invitation to Bid No. 24-037, at a cost to the County not to exceed  
$1,586,594.00.

As suggested by Chairman McGee, a motion was made by Manuel Abarca  
IV, seconded by Donna Peyton, to cancel the legislative meetings scheduled  
to be held on June 23 and July 14, 2025. The motion passed by a roll call

NEW BUSINESS  
Jalen Anderson, County Legislator, recognized the hard work of the  
Legislative Chair, Budget Chair, the County Executive and his staff working  
collaboratively to adopt a budget. He said it will be crucial to work to get  
additional funding out to the public moving forward. He thanked everyone for  
granting his one birthday wish of adopting a budget today and invited them  
to share his birthday cake after the meeting.  
Donna Peyton, County Legislator, stated it is her honor and privilege to  
serve with each person on the Legislature. She said there has been a lot of  
hard work, thought, consideration and concessions that went into this  
process. She thanked the County Executive for working diligently with the  
Legislature to get this done.  
Manuel Abarca IV, County Legislator, thanked the organizations who  
patiently waited to receive funding knowing and trusting that the Legislature  
was diligently fighting for the best possible deal for taxpayers. He next  
thanked the Chairs who were involved in the process as well as everyone  
who plugged in and shared feedback. He suggested everyone keep their  
eye on ARPA funds because these funds are currently unbudgeted, and he  
looks forward to working on the allocations.  
Charlie Franklin, County Legislator, stated he is happy about the hard work  
put into the process, but it’s hard to be excited because it took six months to  
accomplish, but he is glad it is done.

adjourn the meeting. The motion passed by a voice vote.
