Ronald E. Finley objected to perfection.
Ronald E. Finley, County Legislator, said he has concerns about section
5005.4 titled Violation of Law Other Than Park Regulation, which states: on
observing any violation of this code, or the laws of the United States or the
state of Missouri, the Jackson County park rangers may notify the Sheriff,
the Highway Patrol, or any appropriate law enforcement authority of the
United States, the state, or the county, or of the city in which the park is
located. He said he questions the authority of park rangers to enforce the
law.
Tony Miller, County Legislator, said he believes if a park patron is using
an unauthorized e-bike, the park rangers have the authority to issue a
citation. This section gives the park rangers the discretion to call on other
law enforcement officials for violations outside of park regulations.
Mr. Finley withdrew his objection.

the Land Use Committee Substitute dated April 18, 2022 for Ordinance
#5610. The motion passed by a voice vote.

5069., 5071., 5072., 5073., 5080., 5081., 5082., 5083., 5084., 5090.,
Jackson County Code, 1984, relating to County parks and park operations,
and enacting, in lieu thereof, thirty-nine new sections relating to the same
