Body
WHEREAS, the Blue Springs Lake road system is in need of road improvements; and,
WHEREAS, Jackson County entered into an agreement with the Federal Highway Administration - Eastern Federal Lands Highway Division, Missouri Department of Transportation to fund the improvements to roads at Blue Springs Lake through the Federal Lands Access Program (FLAP) and as a result Jackson County was awarded $760,000; and,
WHEREAS, the work consists of subgrade preparation, mill and overlay sections, full depth replacement sections, aggregate shoulders, ditch reconstruction, pavement markings, erosion control, and drainage work; and,
WHEREAS, the Director of Finance and Purchasing has solicited bids on Invitation to Bid No. 23-058 for the construction of this project; and,
WHEREAS, a total of four notifications were distributed and viewed, with four responses received and evaluated from the following:

WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Directors of Finance and Purchasing and Parks + Rec recommend award for the construction of road improvements to Superior Bowen Asphalt Co. LLC, of Kansas City, MO, for the reason that it has submitted the lowest and best bid; and,
WHEREAS, in the event that line-item adjustments to the contract become necessary, it is appropriate that the Director of Parks + Rec be authorized to approve said line-item adjustments, to the extent there is no additional cost to the County; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Directors of Parks and Rec and Finance and Purchasing, and that the County Executive be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award, in forms to be approved by the County Counselor; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
