Body
WHEREAS, in view of developing discourse and changes in public sentiment across the nation regarding statuary of individuals that participated in genocidal campaigns and slavery, it is appropriate that the statues of Andrew Jackson at the Downtown and Historic Truman Courthouses be removed and stored while decisions concerning the statutes' ultimate location and fate are contemplated; and,

WHEREAS, it is the Legislature's intent that the Jackson statue at the Downtown Courthouse be replaced by an appropriate statue of Jackson County's own Harry S. Truman; and,

WHEREAS, in order to expedite the removal and storage of the existing statues and the fashioning and installation of the replacement statue, it is the intent of the Legislature that the County award contracts for these services, as well as for the repair of any damages to the Courthouses' grounds occasioned by the removal and installation; and,
WHEREAS, it is the Legislature's further intent that, in awarding such contracts, the County shall follow the competitive procedures set out in chapter 10 of the Jackson County Code and may only expend funds for such contracts as are budgeted in appropriate spending accounts or properly transferred under the provisions of chapter 5 of the code; and ,
