Body

 WHEREAS, by Resolution 20735, dated August 9, 2021, the Legislature authorized the County Executive to execute an Intergovernmental Cooperative Agreement with the Mid-America Regional Council (MARC) to participate the first phase of the Little Blue River Watershed Feasibility Study, at an actual cost to the County in the amount of $9,469.00

 

WHEREAS, with the execution of this Agreement, the U.S. Army Corps of Engineers completed a study to identify key areas that required further, in-depth investigation and analysis along the entire length of the Little Blue River and its tributaries in Jackson County; and,

 

WHEREAS, upon completion of Phase I, the U.S. Army Corps of Engineers developed a project scope, including preliminary engineering analysis, the project schedule, and the long-term project budget in partnership with participating communities and MARC; and,

 

WHEREAS, the U.S. Army Corps of Engineers has proposed Phase II of the cost-share study to identify mitigation and restoration strategies related to ongoing flooding and degradation happening along the entire length of the Little Blue River and its tributaries; and,

 

WHEREAS, the funds for Phase II of the study will be available from a federal grant in the amount of $1,475,000.00 secured by the U.S. Army Corps of Engineers and from local governments in the watershed participating in the study as stakeholders, in amounts determined by their owned land area within the watershed, at a total cost of $2,930,000.00; and,

 

WHEREAS, the County’s share of the funding for this Supplemental Agreement, in the amount of $244,444.00, is subject to appropriation in the 2023 Jackson County budget; now therefore,

 

BE IT RESOLVED by the Legislature of Jackson County, Missouri, that the County Executive is authorized to execute a Supplemental Agreement to the Intergovernmental Cooperative Agreement with the Mid-America Regional Council to participate the second phase of the Little Blue River Watershed Feasibility Study, at no cost to the County in 2022; and,

 

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the Agreement, subject to the appropriation of funding in the 2023 annual budget.

 

Enacted and Approved

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
